HomeMy WebLinkAboutCPB-MN-2025-04-23 City of Ithaca Community Police Board Minutes Regular Meeting 4:30 PM April 23, 2025 Present: Chair Kane Commissioners: Korthuis; Wright; Bursic; Rogers; Onyejuruwa Excused: Commissioner Simons Absent: Alderperson Shapiro Others Present: Chief Kelly Deputy Chief Cowen Executive Assistant to the City Manager – Ibert Approval of the February 26, 2025 Community Police Board Meeting Minutes- Resolution: By Commissioner Rogers: Seconded by Commissioner Wright RESOLVED, That the minutes of the February 26, 2025, Community Police Board meeting be approved as published. Carried Unanimously Public Comment: none Report from Council: Alderperson Shapiro not present Report from the Police Department: • Chief Kelly reports that IPD has a new recruit from the Academy • There are currently three recruits in the Academy • DC Joly is retiring; his Walkout is 4/24 • There are three more retirements anticipated this year • One officer leaving IPD for a career change • Chief discussed the crime statistics from Q1 of 2025 o More calls o Crime down o Identified top 10 categories of calls • CARE Team update – CARE staff is currently on maternity leave; the person filling in is PT, 1 day/wk • LEAD update – No new members but 30 active participants • GIVE Program update – two guns submitted in the past two weeks • Chair Kane asked for more details on traffic offenses • Chair Kane asked about staffing #’s over 2022-2024 • Chief discussed current candidates and recruitment • Commissioner Korthuis asked about 2023-24 crime data compared to what had been reported in Ithaca Voice articles. Chief replied that data from IPD is most accurate. • Chief discussed perception vs reality of crime in Ithaca, especially as it relates to the Commons • Commissioner Korthuis asked about the “Crime Scene Laser Scanner ” o FLOCK – monitors vehicle traffic o Laser Scanners are for significant crime scenes: homicide, traffic accidents. ▪ Creates 3-D images that are admissible in court • Commissioner Bursic asked whether dashboard data is from dispatch or after IPD analyzes it? What metrics are used? o Chief answers that the data is based on reported crimes. o Commissioner Bursic asks about comparing City vs County crime rates. Is there some way to overlay other data in terms of what actually makes it to the DA’s office? This could help with the perception of crime in the City. • Commissioner Onyejuruwa asked about the location of IPD stats dashboard. o It lives on the City’s website, but you have to select the time period you want to view • Commissioner Rogers asked what data IPD finds most useful from the dashboard? o Chief: Crime trends that warrant public education o Retailers might help identify regional crime o GIVE program helps identify shooters • Commissioner Onyejuruwa asked about IPD’s relationship with new Deputy City Manager o DCM is heavily involved with encampment and resources and collecting a comprehensive list of types of unarmed response. o To learn more about LEAD, CPB members may call Travis Brooks Old Business 5.1 Annual Report from IPD • Published via IPD Facebook page • Chair Kane requested more regular reports from IPD o Chief Kelly replied that he could share the ones he gives to City Manager and CJC 5.2 Policy Updates – • Chair Kane has not had a chance to work on them yet. Working with City Clerk Karasin for update on City staffing support. • Timeline for cases is limited by the length of time the bodycam footage is available (six months) • Move this to “Old Business” on next agenda • Commissioner Bursic commented on policy changes regarding order of operations for an investigation • Everyone should look at it before the next meeting, particularly Commissioner Bursic’s edits and the questions sprinkled into the doc.
