Discussion Summary: The CCA Master Implementation Plan & Administrator Selection presentation by Director of Sustainability Rebecca Evans was moved to item 3.1 and presented to Council at the start of the meeting to talk about TGEN- Tompkins Green Energy Network program. Timestamp 1:28- 34:37 Discussion Summary: Discussion on Ordinance was moved to item 3.3. 3.2 CCA Master Implementation Plan & Administrator Selection 3.3 Advisory Committee on Encampment Response Protocol Discussion Summary: Appointments were made to the ad hoc advisory committee on the encampment response protocol by Mayor Cantelmo. The group is authorized to conduct their work through December 3, 2025. Mayor Cantelmo moved to approve the appointments; no formal second is needed. Alderperson Kumar moved to Table the discussion until the next Committee of the Whole meeting, seconded by Alderperson Brown, motion was then withdrawn, Alderperson Shapiro moved to Table discussion until after the department revised the legislation, seconded by Alderperson Kumar, Alderperson Fabrizio motion to move discussion to Advice of Council, seconded by Alderperson Saint-Perez, vote carried 8-1 with Alderperson Kuehl against, and Alderperson temporarily absent from the vote; Mayor Cantelmo called for a motion to leave Advice of Council, moved my Alderperson Saint-Perez, seconded by Alderperson Matos, all in Favor, vote carries 10-0 Timestamp 37:21- 2:14:47 Motion on the table is to Table the vote, moved by Alderperson Shapiro and seconded by Alderperson Kumar.
