Chief of Police Tom Kelly was in attendance to speak to Council 2:04:40-2:39:20 Amendment #2 -Alderperson Matos made a formal motion to amend the amendment to fund four officer positions beginning July 1, 2025, and three officer positions beginning December 1, 2025, Seconded by Alderperson Shapiro. Discussion on amendment from Council. Timestamp 2:39:27- 2:45:41 Amendment #3- Alderperson Shapiro made a motion to amend the amendment to move one January hire to December 1st, 2025, and three July hires to December 1, 2025. Alderperson Shapiro withdrew amendment to defund the Manager of Organizational Development and Human Resources position. Alderperson Shapiro moved to defund the Fireboat from the Ithaca Fire Department and Seconded by Alderperson Fabrizio. Fire Chief Rob Covert was in attendance to address comments and questions from Council. Discussion from Council, after discussion and response from Fire Chief, Alderperson Shapiro withdrew the motion with Unanimous Consent. Timestamp 2:52:30- 3:14:15 Council was given the opportunity to debate and present comments before the final vote on the Budget. Mayor Cantelmo respectfully noted he will be oppose any additional amendments by council to budget given Council was given a deadline to submit additional amendments before the final vote. Friendly amendment to the budget to change the date from November 6th to November 13th for the final vote. Council shared their final thoughts and comments on the Budget. The Controllers office needs time to finalize the 2025 Tax Rate before adoption. Council will vote on the Tax Rate at the December meeting. and WHEREAS, the City decided to pursue a two-phased approach to its new Comprehensive Plan, where Phase I entailed the preparation of an “umbrella” plan, Plan Ithaca, that sets forth broad goals and principles to guide future policies throughout the city and where Phase II includes the preparation of specific neighborhood and thematic plans; and WHEREAS, the Common Council adopted Plan Ithaca in September 2015, and the planning process then began to focus on the Phase II plans; and WHEREAS, the Phase II plans provide an opportunity to take a proactive look at specific areas throughout the city, particularly those with significant potential for change, and to implement policies and capital improvements to help implement a shared vision; and WHEREAS, in accordance with the City of Ithaca Municipal Code and New York State General City Law, the Planning and Development Board is responsible for preparing and recommending a new Comprehensive Plan to the Common Council for adoption; and WHEREAS, formed in December on 2019, paused at the start of the pandemic in March of 2020, then reinstituted in September of 2023, the Downtown Plan Advisory Committee was composed of 15 area residents, including members of the Planning and Development Board and Common Council, and worked with City Planning staff to conduct public outreach including community events, neighborhood meetings, and an online survey to gather comments on and prepare the recommendations for the draft plan; and WHEREAS, the complete final draft Downtown Plan was made available for public review in August 2024; and was submitted for review and consideration by the Planning and Development Board as part of Phase II of the Comprehensive Plan on August 16, 2024; and WHEREAS, the City of Ithaca Planning and Development Board reviewed the draft plan at its August 2024 and September 2024 meetings and voted unanimously on September 26, 2024 to recommend the Final Draft Downtown Plan for Circulation Fall 2024, dated Nov 13, 2024 for review and adoption by the Common Council as part of Phase II of the Comprehensive Plan; and WHEREAS, the draft plan was presented to the Common Council at the Committee of the Whole meeting on September 11, 2024, and following that meeting, was circulated for review by the City’s boards and commissions; and WHEREAS, on October 22, 2024 the draft Downtown Plan was submitted for review by the Tompkins County Department of Planning and Sustainability pursuant to §239-lm of New York State General Municipal Law, which requires that all actions within 500 feet of a county or state 4 facility, including county and state highways, be reviewed by the County Planning Department; and WHEREAS, no additional comments were received during circulation and therefore no further amendments are proposed, and WHEREAS, the adoption of the Downtown Plan as part of Phase II of the Comprehensive Plan is a Type I action, and the Common Council, as lead agency, has completed environmental review and determined that the action will not have a significant impact on the environment; and WHEREAS, a public hearing for the adoption of the plan was held on November 13, 2024; and WHEREAS, the Common Council has considered the draft Downtown Plan as recommended by the Planning and Development Board; now, therefore be it RESOLVED, That the Common Council hereby adopts the Downtown Plan, November 13, 2024, as part of Phase II of the Comprehensive Plan; and, be it further RESOLVED, That this Comprehensive Plan shall serve as a guide for future decisions made by Common Council, City boards and commissions, and City staff; No comments have been submitted to date, and no additional revisions have been made. The draft plan was also submitted to the Tompkins County Department of Planning and Sustainability for review pursuant to §239-l-m of New York State General Municipal Law. The County’s response to this review will be distributed separately once received. The Planning and Development Board and the Downtown Ithaca Alliance both endorsed adoption of the plan in letters attached to this memo. Common Council will hold a public hearing on November 13, 2024. A draft adoption resolution and environmental review forms are attached for your consideration. The City’s Planning Department staff should be recognized for their continued hard work on ensuring the Plan represents the intended outcome expressed by the collective voice of those who have an interest in Downtown Ithaca. The Plan provides the promise of a successful, vibrant Downtown and ensures a framework for the DIA’s and City’s respective ongoing and new efforts in the years to come. On September 9, 2024, The DIA’s board unanimously approved the following statement: The Downtown Ithaca Alliance board supports the City of Ithaca’s adoption of The Downtown Plan. The Plan is the culmination of many years of work and collaboration of City and DIA staff, Common Council and DIA board members, residents, visitors, employees, and others who are invested in the future of Downtown.
