DISTINGUISHING FEATURES OF THE CLASS: This is a professional human resources position
responsible for one or more assigned areas of public sector human resources management, including civil service administration, classification, compensation, benefits administration, health and wellness programs, compliance, leave management, employee relations, recruitment, employer branding, marketing and advertising, workplace belonging and diversification, training and development, employee
orientation, onboarding, and performance management. The work is complex, integrating state, federal and local laws, rules and regulations, labor contracts, and City policies in the decision-making process. The work is performed under the general supervision of the Director of Human Resources with considerable leeway allowed for the exercise of independent judgment in analyzing problems and rendering services. Does related work as required.
TYPICAL WORK ACTIVITIES: Oversees and performs daily operational work in assigned program areas, such as civil service administration, classification, compensation, benefits administration, health and wellness
programs, compliance, leave management, employee relations, recruitment, employer branding,
marketing and advertising, workplace belonging and diversification, training and development, employee orientation, onboarding, and performance management; Acts as a consultant on human resources policies, state and federal laws and regulations, and labor contracts to department heads, supervisors and employees;
Maintains knowledge and understanding of state and federal laws and regulations, the City Charter, the
City of Ithaca Civil Service Rules, City policies, and City labor agreements that apply to assigned areas of responsibility; Oversees and performs administrative support functions to boards and commissions applicable to assigned areas of responsibility;
Interprets and administers negotiated collective bargaining agreements as they relate to assigned areas
of responsibility; Assists with the preparation of human resources strategic plans, policies, documents, and reports as they relate to assigned areas of responsibility; Develops and maintains forms necessary for compliance with Federal, state and municipal laws and
regulations, and City programs and policies;
Assists with the preparation of documents and records required for contract negotiations, budget, meetings with employee and labor organizations, and/or state or federal compliance; Handles routine labor relations and human resource inquiries related to policies, procedures, and bargaining agreements in assigned areas of responsibility;
Serves as the initial contact and liaison for intake and assessment of employee complaints.
Conducts surveys, interviews, and other research related to human resource policies, compensation, recruitment, retention, workplace belonging and diversification, and other labor negotiations; collects information and report results to the Human Resources Director; On behalf of the Ithaca Civil Service Commission, oversees the daily administration of New York State
Civil Service Law and operations for the City of Ithaca, Ithaca City School District and Ithaca
Housing Authority, including the civil service examination process, as assigned; Establishes, maintains and directs the administration of a comprehensive classification and compensation program as assigned; Recommends grants and budgetary impacts for assigned areas;
Administers employee benefits, leave administration, and other related benefit offerings as assigned, including but not limited to: New York State Local Retirement System (NYSLRS), medical, dental, and vision plans, Family Medical Leave Act (FMLA), and disability. 10
Oversees and delivers mandatory and developmental training for managers and employees such as new
hire orientation, mandated annual trainings, supervisory training, creating the culture on belonging, and individualized training and development programs, as assigned; Establishes, maintains and directs a comprehensive and effective recruitment program, as assigned; Human Resources Specialist Page 2
TYPICAL WORK ACTIVITIES – continued: Provides guidance to managers regarding civil service, recruitment, workplace belonging and diversification, performance improvement and progressive discipline procedures, as assigned;
Oversees annual performance development program as assigned; Oversees and directs comprehensive employee relations program as assigned, including recognition programs, employee engagement programs, and wellness programs; Maintains a close working relationship with all department heads and appointing officers; Represents the Human Resources Department at meetings, conferences, and trainings as assigned;
Participates in conferences, and trainings to stay current with governing laws, regulations, and trends in municipal human resources management. FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES, PERSONAL CHARACTERISTICS: Good knowledge of the principles and practices of municipal human resources administration; good
knowledge of federal, state and local laws, rules, and regulations governing municipal employment in
New York State; good knowledge of the principles and practices of labor relations and local labor agreements; subject matter expertise in assigned areas of responsibility; proven expertise with creating the culture around belonging and inclusion; excellent interpersonal skills; strong problem-solving skills; ability to prepare complex written reports; ability to understand and interpret complex written information;
ability to communicate effectively, both orally and in writing; ability to establish and maintain effective
working relationships; ability to successfully work with and serve a diverse local community; confidentiality; physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS:
A. Possession of a Bachelor's Degree and two (2) years of full-time paid professional experience, or its part-time paid equivalent, in human resources, including recruitment, job classification, compensation management, labor relations, benefits administration, training, performance management, employee relations, workforce belonging and diversification, or related human resources work; or
B. Possession of an Associate's Degree and four (4) years of full-time paid professional experience, or its part-time paid equivalent, in human resources, including recruitment, job classification compensation management, labor relations, benefits administration, training, performance management, employee relations, workforce belonging and diversification, or related human
resources work; or
C. Graduation from high school or possession of a high school equivalency diploma and six (6) years of full-time paid professional experience, or its part-time paid equivalent, in human resources, including recruitment, job classification, compensation management, labor relations, benefits administration,
training, performance management, employee relations, workforce belonging and diversification, or
related human resources work; or D. An equivalent combination of training and experience as defined by the limits of (A), (B) and (C) above.
Note: College degrees must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of 11
Education and/or U.S. Secretary of Education. If an applicant’s degree was awarded by an educational
institution outside the United States and its territories, the applicant must provide independent verification of equivalency. Amendment to Personnel Roster – Department of Human Resources WHEREAS, the Human Resources Department is experiencing multiple retirements,
and WHEREAS, the Director of Human Resources is evaluating the staffing needs of the department to determine the most effective and efficient staffing pattern for the future, and
WHEREAS, the Director of Human Resources has recommended the creation of the title of Human Resources Specialist; and WHEREAS, the Civil Service Commission approved the job description for Human
Resources Specialist at their September 4, 2024 meeting, now, therefore be it RESOLVED, that the personnel roster of the Human Resources Department be amended as follows:
Add: One (1) Human Resources Specialist
and be it further RESOLVED, that the position of Human Resources Specialist shall be assigned to the
Management Compensation Plan at salary grade 7, and be it further
RESOLVED, that for the sole purpose of determining days worked reportable to the
New York State and Local Employees Retirement System, the standard workday for
this position shall be established at eight (8) hours per day (forty (40) hours per week),
and be it further
RESOLVED, that the funding for this position shall be derived from existing funds within
the approved 2024 Human Resources Department budget.

2025 Sidewalk Improvement District Assessments, Work Plan and Budget
Procedural: After this public hearing on the 2025 Sidewalk Assessments, I am requesting approval of these materials by the Common Council using their oversight powers instead of the
Board of Public works.
Attached for your review is the draft 2025 Sidewalk Improvement District (SID) work plans and budget. A link to the 2025 assessment role is also provided here, as the document is too large to attach:

I am also requesting approval to file a schedule of work, assessment roles, and budget with Common
Council. A public hearing on the budget, assessment roles, and schedule of work, and local law will occur during an October 2025 Common Council COW meeting.
The 2025 Work Plan budget was created based on the aforementioned assessment role and reflects
all credits for past work that were received before the May 1, 2024 application deadline. The cost
for each sidewalk project is an estimate based on anticipated quantities of work, as well as unit prices from past sid ewalk contracts. The final quantities of work performed will b e dictated by bid prices received and field conditions, which could increase or decrease the amount of work completed in the 2025 work plan.
It is possible that issues unknown at this time might arise that will prevent some of these construction projects from moving forward during the 2025 construction season. Conflicts with other construction projects might necessitate cancellation or postponement of planned sidewalk work. Ongoing design efforts might identify construction barriers that will impact costs or make
some projects technically infeasible.
To proactively address any of the above potential construction issues and cost uncertainty—a contingency list of construction and design projects are included at the bottom of each sidewalk district. These projects could replace locations in the work plan, if needed, or add to the project list if
additional budget is available based on bid prices.

Finance, Budget & Appropriations
DPW - Approval of Sidewalk Improvement District Assessments
WHEREAS, Section C-73 of the City Charter creates five Sidewalk Improvement
Districts (each a “SID”) for the construction and repair of sidewalk, and provides for an
assessment against each property located in each SID for the benefits received by the
property from such construction and repair; and
WHEREAS, typically the Board of Public Works would recommend SID assessment,
work plan, and budget to Common Council; however, the BPW is not able to make
quorum at this time and in accordance with the City Charter, Common Council has
oversight powers over BPW; and
WHEREAS Common Council can approve a budget and schedule of work for each SID
district for each fiscal year, following a public hearing; and
WHEREAS, Common Council has received a proposed SID assessment roll, budget,
and schedule of work for Fiscal Year 2025; and
WHEREAS, public notice of the SID assessment roll, budget, and schedule of work in
August 2024 was provided; and
WHEREAS, owners of assessed properties were provided an opportunity to file written
objections with the City Clerk, and present evidence to the Council at a public hearing
on September 11, 2024; and
WHEREAS, Common Council has given due consideration to the objections, if any,
presented by the property owners in accordance with Section C-73; now, therefore, be it
RESOLVED, That the Common Council recommends, subject to amendment and
approval by the Common Council, the proposed 2025 SID budget, assessments, and
schedule of work attached hereto, and be it further
RESOLVED, That the Common Council recommends including in the City Manager’s
proposed 2025 budget and to adopt this 2025 Sidewalk Improvement District budget,
assessments, and work plan by local law in concert with the approval of the City’s 2025
Budget.

Establishment of a Capital Project to Support "School District Energy Assessments as
a Tool for Energy Engagement" Funded by Congressionally Directed Spending
Whereas, the City of Ithaca has demonstrated its desire and commitment to be a leader in
sustainability and social equity, as exemplified by the adoption of the Ithaca Green New Deal;
and
Whereas, the Ithaca Green New Deal resolution was adopted unanimously in June 2019
included a goal of community-wide carbon neutrality by 2030; and
Whereas, in 2022, sustainability staff applied for Congressionally Directed Spending from
Senate Majority Leader Chuck Schumer’s office to support energy assessments in the City of
Ithaca, which the Senator awarded $1,500,000; and
Whereas, the period of performance for this project consists of one eighteen-month budget
period to begin early fall 2024; and
Whereas, it is necessary to establish a Capital Project in advance of receiving award funds;
therefore be it
RESOLVED, that a capital project is hereby established in an amount not to exceed $1,500,000;
and
RESOLVED, that capital project funds shall be derived from the issuance of bonds to the City;
and
RESOLVED, that the City Manager is hereby authorized on the advice of the City Attorney, to
negotiate and enter into agreements with appropriate contractors or other counterparties in
connection with the “School District Energy Assessments as a Tool for Energy Engagement”
project, with funding to be derived from the issuance of bonds to the City and submitted for
reimbursement to the U.S. Department of Energy; and
RESOLVED, that the City will continue to support the development and implementation of
strategies to accelerate the development of programs to meet the goals established in the
Ithaca Green New Deal.

RESOLUTION AFFIRMING SUPPORT FOR THE EQUAL RIGHTS AMENDMENT (ERA)
TO THE UNITED STATES CONSTITUTION
WHEREAS the text of the Equal Rights Amendment (ERA) to the United States Constitution is as following:
Section 1: Equality of rights under the law shall not be denied or abridged by the United States or by any state on account of sex.
Section 2: The Congress shall have the power to enforce, by appropriate legislation, the provisions of this article.
WHEREAS, in 1972, the Equal Rights Amendment passed Congress with the needed two- thirds vote of the United States House of Representative and Senate and with ratification by three-fourths of the necessary 38 state legislatures as required under the U.S. Constitution.
WHEREAS in 2023 a joint resolution was introduced in the United States Congress affirming the ERA has been ratified by the required states and reads:
Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, that notwithstanding any time limit contained in House Joint Resolution 208, 92nd Congress, as agreed to in
the Senate on March 22, 1972, the article of amendment proposed to the States in that joint resolution is valid to all intents and purposes as part of the Constitution, having been ratified by the legislatures of three-fourths of
the several States.
NOW, THEREFORE, BE IT RESOLVED, the City of Ithaca endorses the above joint resolution, pledges our support for the Equal Rights Amendment and will play an active role in ensuring its full recognition as the 28th Amendment to the Constitution including by signing the National ERA Petition and urging others in New York to do the same.
BE IT FURTHER RESOLVED, the Mayor and the Common Council urge all New York Members of Congress to sign the ERA Discharge Petition #6 in support of House Joint Resolution 25 or passage of the Senate Joint Resolution 4 in and work for passage in this 118th Congressional session.

Discussion- The City was award $57,000 from the FFY24 Historic Preservation Fund
(HPF)/Certified Local Government (CLG) Sub-Grant Program to fund two projects: the DeWitt
Park Historic District Resurvey and Boundary Reevaluation ($17,000) and the Statewide
LGBTQ Historic Context Statement and Feasibility Study ($40,000). Both projects are budget
neutral. Staff is requesting Common Council to authorize the Mayor to accept the grant
awards.
