DISTINGUISHING FEATURES OF THE CLASS: This is a professional human resources position
responsible for one or more assigned areas of public sector human resources management, including civil service administration, classification, compensation, benefits administration, health and wellness programs, compliance, leave management, employee relations, recruitment, employer branding, marketing and advertising, workplace belonging and diversification, training and development, employee
orientation, onboarding, and performance management. The work is complex, integrating state, federal and local laws, rules and regulations, labor contracts, and City policies in the decision-making process. The work is performed under the general supervision of the Director of Human Resources with considerable leeway allowed for the exercise of independent judgment in analyzing problems and rendering services. Does related work as required.
TYPICAL WORK ACTIVITIES: Oversees and performs daily operational work in assigned program areas, such as civil service administration, classification, compensation, benefits administration, health and wellness
programs, compliance, leave management, employee relations, recruitment, employer branding,
marketing and advertising, workplace belonging and diversification, training and development, employee orientation, onboarding, and performance management; Acts as a consultant on human resources policies, state and federal laws and regulations, and labor contracts to department heads, supervisors and employees;
Maintains knowledge and understanding of state and federal laws and regulations, the City Charter, the
City of Ithaca Civil Service Rules, City policies, and City labor agreements that apply to assigned areas of responsibility; Oversees and performs administrative support functions to boards and commissions applicable to assigned areas of responsibility;
Interprets and administers negotiated collective bargaining agreements as they relate to assigned areas
of responsibility; Assists with the preparation of human resources strategic plans, policies, documents, and reports as they relate to assigned areas of responsibility; Develops and maintains forms necessary for compliance with Federal, state and municipal laws and
regulations, and City programs and policies;
Assists with the preparation of documents and records required for contract negotiations, budget, meetings with employee and labor organizations, and/or state or federal compliance; Handles routine labor relations and human resource inquiries related to policies, procedures, and bargaining agreements in assigned areas of responsibility;
Serves as the initial contact and liaison for intake and assessment of employee complaints.
Conducts surveys, interviews, and other research related to human resource policies, compensation, recruitment, retention, workplace belonging and diversification, and other labor negotiations; collects information and report results to the Human Resources Director; On behalf of the Ithaca Civil Service Commission, oversees the daily administration of New York State
Civil Service Law and operations for the City of Ithaca, Ithaca City School District and Ithaca
Housing Authority, including the civil service examination process, as assigned; Establishes, maintains and directs the administration of a comprehensive classification and compensation program as assigned; Recommends grants and budgetary impacts for assigned areas;
Administers employee benefits, leave administration, and other related benefit offerings as assigned, including but not limited to: New York State Local Retirement System (NYSLRS), medical, dental, and vision plans, Family Medical Leave Act (FMLA), and disability. 10
Oversees and delivers mandatory and developmental training for managers and employees such as new
hire orientation, mandated annual trainings, supervisory training, creating the culture on belonging, and individualized training and development programs, as assigned; Establishes, maintains and directs a comprehensive and effective recruitment program, as assigned; Human Resources Specialist Page 2
TYPICAL WORK ACTIVITIES – continued: Provides guidance to managers regarding civil service, recruitment, workplace belonging and diversification, performance improvement and progressive discipline procedures, as assigned;
Oversees annual performance development program as assigned; Oversees and directs comprehensive employee relations program as assigned, including recognition programs, employee engagement programs, and wellness programs; Maintains a close working relationship with all department heads and appointing officers; Represents the Human Resources Department at meetings, conferences, and trainings as assigned;
Participates in conferences, and trainings to stay current with governing laws, regulations, and trends in municipal human resources management. FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES, PERSONAL CHARACTERISTICS: Good knowledge of the principles and practices of municipal human resources administration; good
knowledge of federal, state and local laws, rules, and regulations governing municipal employment in
New York State; good knowledge of the principles and practices of labor relations and local labor agreements; subject matter expertise in assigned areas of responsibility; proven expertise with creating the culture around belonging and inclusion; excellent interpersonal skills; strong problem-solving skills; ability to prepare complex written reports; ability to understand and interpret complex written information;
ability to communicate effectively, both orally and in writing; ability to establish and maintain effective
working relationships; ability to successfully work with and serve a diverse local community; confidentiality; physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS:
A. Possession of a Bachelor's Degree and two (2) years of full-time paid professional experience, or its part-time paid equivalent, in human resources, including recruitment, job classification, compensation management, labor relations, benefits administration, training, performance management, employee relations, workforce belonging and diversification, or related human resources work; or
B. Possession of an Associate's Degree and four (4) years of full-time paid professional experience, or its part-time paid equivalent, in human resources, including recruitment, job classification compensation management, labor relations, benefits administration, training, performance management, employee relations, workforce belonging and diversification, or related human
resources work; or
C. Graduation from high school or possession of a high school equivalency diploma and six (6) years of full-time paid professional experience, or its part-time paid equivalent, in human resources, including recruitment, job classification, compensation management, labor relations, benefits administration,
training, performance management, employee relations, workforce belonging and diversification, or
related human resources work; or D. An equivalent combination of training and experience as defined by the limits of (A), (B) and (C) above.
Note: College degrees must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of 11
Education and/or U.S. Secretary of Education. If an applicant’s degree was awarded by an educational
institution outside the United States and its territories, the applicant must provide independent verification of equivalency. Amendment to Personnel Roster – Department of Human Resources WHEREAS, the Human Resources Department is experiencing multiple retirements,
and WHEREAS, the Director of Human Resources is evaluating the staffing needs of the department to determine the most effective and efficient staffing pattern for the future, and
WHEREAS, the Director of Human Resources has recommended the creation of the title of Human Resources Specialist; and WHEREAS, the Civil Service Commission approved the job description for Human
Resources Specialist at their September 4, 2024 meeting, now, therefore be it RESOLVED, that the personnel roster of the Human Resources Department be amended as follows:
Add: One (1) Human Resources Specialist
and be it further RESOLVED, that the position of Human Resources Specialist shall be assigned to the
Management Compensation Plan at salary grade 7, and be it further
RESOLVED, that for the sole purpose of determining days worked reportable to the
New York State and Local Employees Retirement System, the standard workday for
this position shall be established at eight (8) hours per day (forty (40) hours per week),
and be it further
RESOLVED, that the funding for this position shall be derived from existing funds within
the approved 2024 Human Resources Department budget.

Resolution to Create a Capital Project for Ithaca Green New Deal Engagement &
Communications
Whereas, the City of Ithaca has demonstrated its desire and commitment to be a leader in
sustainability and social equity, as exemplified by the adoption of the Ithaca Green New Deal;
and
Whereas, the Ithaca Green New Deal resolution was adopted unanimously in June 2019
included a goal of community-wide carbon neutrality by 2030; and
Whereas, in order to effectively implement and achieve the goals outlined in the Ithaca Green
New Deal resolution, City sustainability staff need to create a robust engagement strategy to
educate and involve residents in decision-making processes; and
Whereas, in 2022 the Park Foundation granted the City of Ithaca $65,000 to support Ithaca
Green New Deal outreach and engagement efforts including websites, interns, and other
miscellaneous activities; and
Whereas, a capital project was not created for these funds; therefore be it
RESOLVED, that a capital project is hereby created to support Ithaca Green New Deal outreach
and engagement activities; and be it further
RESOLVED, that the City will continue to support the development and implementation of
strategies to accelerate the development of programs to meet the goals established in the
Ithaca Green New Deal.

EXECUTIVE SUMMARY
The purpose of this memo is to provide background information on the DeWitt Park Historic District Resurvey
and Boundary Reevaluation and Statewide LGBTQ Context Statement Feasibility Study Projects, request
approval to accept the FFY24 Historic Preservation Fund/Certified Local Government (GLG) Awards, and create
two capital projects.
PROJECT HISTORY, BACKGROUND, & ANALYSIS
At the end of June, Planning staff applied for two grants to fund two historic preservation projects: the
Statewide LGBTQ Historic Context Statement Feasibility Study and the DeWitt Park Historic District Resurvey
and Boundary Reevaluation. The Statewide LGBTQ Historic Context Statement Feasibility Study will evaluate
the practicality and appropriateness of drafting a historic context statement documenting the contributions of
New York’s LBGTQ community to local, state, or national history. A context statement of this nature would
facilitate listing sites associated with LBGTQ history in the State and National Registers of Historic Places. The
DeWitt Park Historic District Resurvey and Boundary Reevaluation Project will critically examine the
documentation for the City’s oldest historic district (1971) to ensure it meets today’s standards. The
neighborhood’s history will be thoroughly researched and documented, and the district boundaries will be
assessed and redrawn to ensure all properties worthy of protection are included. Additionally, the project will
resolve regulatory difficulties caused by differences between the local and National Register districts and
ensure all properties within the designated area can access state and federal preservation incentives.
Consultants will be engaged to complete the work associated with both projects. The City was awarded both
grants at the end of August. For more information, the grant applications are available for review upon
request.
BUDGET IMPLICATIONS & FUNDING
Both projects will be cost-neutral. The City was awarded $40,000 for the Statewide LBGTQ Historic Context
Statement Project and $17,000 for the DeWitt Park Historic District Project. The local matches for both grants
will be covered by in-kind services (staff time) and internship stipends from the City and Regional Planning

Department at Cornell University. These are reimbursable grants. Capital Projects will be established to cover
project expenditures until the City is wholly reimbursed by the State Historic Preservation Office.
NEXT STEPS
• Accept the FFY24 Certified Local Government grant program funds;
• Authorize the Mayor to execute the grant and consultant contracts; and
• Authorize the establishment of a Capital Project for each project.

Statewide LGBTQ Historic Context Statement Feasibility Study – Authorization to Accept Grant Award
WHEREAS, Ithaca is known as a progressive, inclusive, and LGBTQ-friendly community and
has also played an important role in the LGBTQ rights movement, and
WHEREAS, while the pivotal role New York City has played in LGBTQ history is widely recognized, the story of LGBTQ people, places, and events in the rest of New
York State and Ithaca is perhaps less well known and certainly not as widely
documented, and
WHEREAS, to document this significant history, the City will partner with the Preservation League of NYS, the statewide preservation advocacy organization, on an
exploratory project to evaluate the feasibility of a statewide LBGTQ historic
context statement, known as the “Statewide LBGTQ Historic Context Statement Feasibility Study” (The Study), and
WHEREAS, a context statement of this nature would facilitate the recognition and celebration
of sites associated with LBGTQ history through listings in the State and National
Registers of Historic Places, and
WHEREAS, the City of Ithaca is a participating municipality in the Certified Local Government (CLG) program and is eligible to apply for Historic Preservation
Fund Sub-Grant/Certified Local Government Funds (CLG-Sub-Grant), and
WHEREAS, this City applied for and was awarded a reimbursable CLG Sub-Grant in the amount of $40,000 to implement The Study in August 2024, and
WHEREAS, while no specific match is required for this grant program, the City will provide
one in the form of in-kind services (staff time) and an internship stipend from the City and Regional Planning Department at Cornell University, now, therefore, be it
RESOLVED, that the City Manager or her designee, subject to review by the City Attorney, is
authorized to accept the grant award and to enter into agreements with the NYS Historic Preservation Office and The Preservation League of New York State to implement The Study; and be it further
RESOLVED, that Common Council hereby establishes Capital Project #940 “LBGTQ Historic
Context Statement” in the amount of $40,000 to pay expenses associated with The Study until reimbursement is received from the New York State Historic Preservation Office, and be it further
RESOLVED, that funds needed for said Capital Project shall be derived entirely from existing
City resources.

DeWitt Park Historic District Resurvey and Boundary Reevaluation – Authorization to Accept Grant Award
WHEREAS, the DeWitt Park Historic District was Ithaca’s first local historic district,
designated in 1971 and listed on the State and National Registers of Historic Places in the same year, and WHEREAS, the documentation for this historic district does not meet today’s industry
standards, and boundary differences between the local, State, and National
Register-listed districts create regulatory issues, and WHEREAS, the City of Ithaca is a participating municipality in the Certified Local Government (CLG) program and is eligible to apply for Historic Preservation
Fund Sub-Grant/Certified Local Government Funds (CLG-Sub-Grant),
WHEREAS, the City applied for and received a reimbursable CLG-Sub-Grant in the amount of $17,000 to address the issues noted above through an intensive-level historic resource survey of the neighborhood, and
WHEREAS, the work outlined would be performed by preservation consultant Historic Ithaca, Tompkins County’s preservation advocacy organization, and WHEREAS, the City’s comprehensive plan, Plan Ithaca, also recommends seeking grant
funding to conduct intensive-level surveys of historic resources, and
WHEREAS, while no specific match is required for this grant, the City will provide one in the form of in-kind services (staff time), an internship stipend from the City and Regional Planning Department at Cornell University, and donated administrative
service from the preservation consultant, now, therefore, be it
RESOLVED, that the Mayor or his designee, subject to review by the City Attorney, is authorized to accept the grant award and to enter into agreements with the NYS Historic Preservation Office and Historic Ithaca to implement this grant-funded
project; and be it further
