Report from the Police Department:
AC Joly reports that IPD hired 3 officers that are in the Syracuse Police Academy now.
4 more positions are funded and vacant, and 1 vacant and funded Sergeant position,
which they hope to promote for, thus opening 5 patrol positions. Budget requests 3
additional positions for next year. IPD also hoping to offer a signing bonus to lateral
applicants. There are 7 Officers eligible to retire this year.
Departmentally, staffing shortage is affecting people, burnout, understaffed shifts.
Temporary training freeze has been implemented to help keep hours down. There are
training workshops that are still happening covering Crisis Intervention and other areas
of mandated ongoing training.
Patrol scheduling and assignment review.
Commissioners ask questions- Hasn’t always been a staffing shortage? What could we
do to make it easier to attract officers? Civil service list poses limitations. Perhaps we
can incentivize folks, make it easier for people to move here/ live here. What would an
example of a “bonus” be?
Discussion about adding diversity to the Department, how to attract diverse applicants.

Commissioners ask questions about the “next steps” of this process.
Old Business:
6.1: Chair Kane shares that she has spoke to the gentleman from Saratoga Springs
who is trying to get a citizen oversight board in place, their council is pushing back. He
was interested in the aspects of Ithaca CPB relating to conflict resolution and mediation
between the public and the IPD. He also expressed that he was impressed with the
demonstration pamphlet that CPB created recently.
6.2: Discussion regarding the draft letter for distribution regarding Reimagining Public
Safety discussion as it relates to a Civilian Review Board. The letter recommends that
the Collaborative considers Civilian Review/ Community Police Board as a separate
issue from the Reimagining process. The group would like to receive updates from
members of the Working Group or Reimagining Public Safety Collaborative.
Edits are requested in relation to some language within the letter. CPB agrees to copy
the letter to the Working Group Leads, Tompkins County Administrator, and the mayor.
