COMMUNITY POLICE BOARD MINUTES
Regular Meeting 3:30 p.m. February 24, 2021

Commissioner Rogers updated the group that Chair Kane is still in Corning for medical
reasons.
Report from Common Council:
Alderperson Kerslick reported that he provided a link to draft recommendations that
came from the Reimagining Public Safety Meetings. There will be a presentation
regarding the report findings at the Committee of the Whole meeting at 6:00 PM on
Wednesday, February 24, 2021. He states that there is a recommendation that directly
pertains to altering the scope of oversight held by the Community Police Board.
Council still meeting via Zoom. No news from the State regarding in person meetings
resuming.
Alderperson Kerslick and Commissioners have a conversation about the Reimagining
Public Safety Collaborative. Kerslick encourages the group to focus on the report rather
than the representation it may receive in the media. Commissioner Rogers relays the
CPB will meet with the mayor on March 10, 2021. The group relays that they were not
contacted directly to participate in the process up to this point. Alderperson Kerslick
encourages the Board to engage, read the report, and offer feedback. DC Joly offers
insight as to shared services and how they presently work- County/ Sheriffs response,
Cornell, etc. Joly offers perspective that this is all “draft” at this point, and that there is a
lot of apprehension and stress surrounding this report within the IPD. Commissioner
Onyejuruwa asks about the deadline constraints, and what the consequence is for
asking for an extension; Kerslick states that he is not certain of any plan to request an
extension. Further questions about timeline and other matters that are not yet outlined
are fielded. Commissioner Korthuis will share information from the Rochester Civilian
Oversight Board for revision.
Report from the Police Department:
DC Joly reports that IPD currently is investigating two internal complaints.
Commissioner Rogers requests more information about complaints that the IPD
receives. It is decided that these matters can be discussed in the future during
Executive Session.
Report from Staff:
Reminder to watch Committee of the Whole meeting.
Commissioner Onyejuruwa asks if IPD will be soliciting input internally regarding the
Reimagining Public Safety Report. DC Joly states that the PBA is encouraging
members to submit their input, but IPD has not directly asked for input from staff.
Old Business:
Appointment of an Acting Chair while Shirley Kane is recuperating.

Commissioner Onyejuruwa nominated Richard Rogers for the role of Acting Chair
Resolution
By Commissioner Onyejuruwa: Seconded by Commissioner Beem-Miller
RESOLVED, That Richard Rogers be appointed as Acting Chair for the Community
Police Board.
