Resolution to Accept FEMA Funds with 10% matching contribution from the City
WHEREAS, Ithaca Fire Department personal protective equipment becomes contaminated with
products of combustion that are carcinogenic; and
WHEREAS, a specialized gear washer/extractor and cabinet dryer are used to decontaminate said
personal protective equipment; and
WHEREAS, in March 2023, the Ithaca Fire Department applied for a Federal Emergency
Management Agency (FEMA) Assistance to Firefighters Grant (AFG) to purchase a specialized gear
washer/extractor and cabinet dryer to be installed in the new East Hill Fire Station (EHFS); and
WHEREAS, on 2 August 2024, the Ithaca Fire Department received notification of award for FEMA
AFG EMW-2023-FG03023; and
WHEREAS, FEMA funds awarded total the amount of $31,272.72; and
WHEREAS, as a condition of grant receipt the City of Ithaca shall contribute 10% matching funds in
the total amount of $3,127.28; and
WHEREAS, the total amount of $3,127.28 will be disbursed from funds previously appropriated to
the EHFS construction project; and
WHEREAS, the total amount of $34,400.00 will be appropriated for the purchase of a gear
washer/extractor and cabinet dryer; now, therefore, be it
RESOLVED, the Common Council of the City of Ithaca approves the acceptance of FEMA-AFG
Grant EMW-2023-FG03023 and the expenditure of the matching funds of $3127.28.

Re: FEMA, Assistance to Firefighters Grant (AFG) award
On 2 August 2024 the Ithaca Fire Department received notification of award from FEMA’s Deputy Assistant
Administrator for an Assistance to Firefighters Grant (AFG) submittal in the amount of $31,272.72. The AFG
grant was submitted to assist with the purchase of a Personal Protective Gear (PPE) washer and drying cabinet
to be installed in the new East Hill Fire Station. The equipment will be utilized to decontaminate the PPE of
Ithaca Fire Department personnel from carcinogens and other toxic materials associated with structural
firefighting.
A notice for acceptance of the grant must be submitted to FEMA within thirty days of receipt of the grant award
notification. The distribution of grant funds is contingent on a 10% matching contribution in the amount of
$3127.28. The matching funds will be dispersed from funds previously appropriated to the East Hill Fire Station
Construction project.
I am requesting that this resolution be added to the August agenda for consideration of approval by the
Common Council. If approval is received IFD will be able to comply with the stated acceptance deadline.

Proposed Resolution
Job Description - Encampment Response Coordinator Position
WHEREAS, In December of 2023, the Common Council directed the future City Manager to
develop an implementation plan for the framework they adopted for the non-enforcement area
(area where camping is temporarily allowed on city lands) as well as a response protocol
(enforcement policy) for encampments in restricted areas.
WHEREAS, City Manager provided a draft response protocol to the Council in April of 2024.
WHEREAS, Phases 1 and 2 are described in the work session memo provided to council.
WHEREAS, the City has identified it crucial to hire Encampment Response Coordinator to fully
execute Phase 1 or Phase 2 of the protocol.
WHEREAS, Common Council has set-aside funding for both an Encampment Response
Coordinator (part-time) now, therefore be it
RESOLVED, that the Civil Service Commission approved the creation of the job description for
the part-time, unbenefited, and unrepresented Encampment Response Coordinator (part-time)
position as requested during the scheduled meeting held on June 5, 2024.
RESOLVED, that the position of Encampment Response coordinator shall be derived from the
A1210-5110 funding source line approved with the 2024 departmental budget.

INITIAL NOTIFICATION
The City is made aware of an encampment.
Notice of a possible encampment location is received by the City or a community partner. This may be provided by City staff in their regular duties, through a community
partner in their regular duties, or from a member of Common Council or the public. There also may be a submission to the SeeClickFix system.
The notification will be sent to the City’s Encampment Response Coordinator via email as soon as it is received.
Whenever possible the e-mail should include the exact location and a description of the site (i.e. number of individuals or tents, visible items, etc.)

of the next planned site visit and next steps
in the City policy.

Definition of Actively Managed: location has dedicated staff on weekdays and weekends to maintain, patrol , and keep the site clean. Actively managed City lands include
parks, public access corridors within natural areas, parking garages, grounds around City-owned buildings, The Commons, the Cayuga Waterfront Trail, the golf course,
street rights-of-way, and water & sewer facilities.
