APPROVAL OF MINUTES Commissioner Mt.Pleasant made a motion to approve the minutes from the April 3, 2024 meeting. Seconded by Commissioner Thompson. Motion carried 3-0. NEW BUSINESS New Position Duties Statement: ICSD – Human Resources Administrative Assistant (2) The Commission reviewed and discussed a New Position Duties Statement from the Ithaca City School District for two new positions in the Human Resources Department. Commissioner Thompson made a motion to classify both positions as Human Resources Administrative Assistants. Seconded by Commissioner Abrams. Motion carried 3-0. New Position Duties Statement: ICSD – Administrative Assistant The Commission reviewed and discussed a New Position Duties Statement from the Ithaca City School District for a position in the Student Services Department at Ithaca High School. Commissioner Mt.Pleasant made a motion to classify the position as Administrative Assistant. Seconded by Commissioner Thompson. Motion carried 3-0. New Position Duties Statement: City Chamberlain’s Office – Fiscal Manager The Commission reviewed and discussed a New Position Duties Statement from the City Chamberlain’s Office. Commissioner Abrams made a motion to classify the position as Fiscal Manager. Seconded by Commissioner Thompson. Motion carried 3-0. New Position Duties Statement: Planning [Building Division] – Administrative Assistant The Commission reviewed and discussed a New Position Duties Statement from the Building Division of the Planning Department. Commissioner Thompson made a motion to classify the position as Administrative Assistant. Seconded by Commissioner Mt.Pleasant. Motion carried 3-0. Civil Service Commission June 5, 2024 Page 2 New Position Duties Statement: IFD – Firefighter (3) The Commission reviewed and discussed a New Position Duties Statement from the Ithaca Fire Department for three new positions. Commissioner Abrams made a motion to classify the positions as Firefighters. Seconded by Commissioner Mt.Pleasant. Motion carried 3-0. Adoption of Job Description: Encampment Response Coordinator The Commission reviewed and discussed a proposed job description for Encampment Response Coordinator. The title will be used for one or more per diem positions that work as needed to address homeless encampments. Due to the irregular nature of the work hours, non-competitive class status will be requested. Commissioner Thompson made a motion to adopt the job description as proposed. Seconded by Commissioner Mt.Pleasant. Motion carried 3-0. Authorization to Direct Public Hearing: Addition of Encampment Response Coordinators to the Non-competitive Class Commissioner Abrams made a motion to direct a public hearing for Wednesday, July 3, 2024 at 11:30 am for the purpose of amending Appendix B (Non-competitive Positions) of the City of Ithaca Civil Service Rules by adding the title of Encampment Response Coordinators to the non-competitive class. Seconded by Commissioner Thompson. Motion carried 3-0. EXECUTIVE SESSION Commissioner Abrams made a motion to go into executive session to discuss civil service examination matters. Seconded by Commissioner Thompson. Motion carried 3-0. During executive session, the Commission took the following actions: Request to Disqualify Candidate from Eligible List Commissioner Mt.Pleasant made a motion to disqualify a candidate from Police Officer Eligible List #68-106 pursuant to NYSCSL 50.4. Seconded by Commissioner Thompson. Motion carried 3-0. Request to Disqualify Candidate from Eligible List Commissioner Abrams made a motion to disqualify a candidate from Police Officer Eligible List #68-106 pursuant to NYSCSL 50.4. Seconded by Commissioner Mt.Pleasant. Motion carried 3-0. Request to Disqualify Candidate from Eligible List Commissioner Mt.Pleasant made a motion to disqualify a candidate from Police Officer Eligible List #68-106 pursuant to NYSCSL 50.4. Seconded by Commissioner Thompson. Motion carried 3-0. Civil Service Commission June 5, 2024 Page 3 Appeal of Disqualification Commissioner Thompson made a motion to deny a candidate’s appeal of their disqualification for the Crime Analyst position. The candidate does not meet the minimum qualifications for the position. Seconded by Commissioner Abrams. Motion carried 3-0. CONTINUING BUSINESS Approval of Rosters of Candidates for Examination Commissioner Thompson made a motion to approve the Rosters of Candidates for Examination listed below. Seconded by Commissioner Mt.Pleasant. Motion carried 3-0. Seconded by Commissioner Abrams. Motion carried 3-0. The next Civil Service Commission meeting will be held Wednesday, July 3, 2024 at 11:30 am. With no further business, the meeting was adjourned at 12:50 pm.
