Commissioner Abrams called the meeting to order at 11:54 AM.
APPROVAL OF MINUTES
Commissioner Thompson made a motion to approve the minutes from the January 10, 2024
meeting. Seconded by Commissioner Abrams. Motion carried 2-0.
NEW BUSINESS
New Position Duties Statement and Adoption of Job Description: City Manager –
Executive Assistant to the City Manager
The Commission reviewed and discussed a New Position Duties Statement from the City
Manager and the proposed job description for Executive Assistant to the City Manager.
Commissioner Abrams made a motion to classify the position as Executive Assistant to the
City Manager and adopt the job description as proposed. Seconded by Commissioner
Thompson. Motion carried 2-0.
New Position Duties Statement and Update of Job Description: IPD – Police Captain
The Commission reviewed and discussed a New Position Duties Statement from the Ithaca
Police Department and the updated job description for Police Captain. The Police Captain
classification has been out of use for decades. The updates to the job description do not
change the overall scope or nature of the position; they provide a more accurate description
of the current tasks, activities and responsibilities. Commissioner Thompson made a motion
to classify the position as Police Captain and update the job description as proposed.
Seconded by Commissioner Abrams. Motion carried 2-0.
New Position Duties Statement and Update of Job Description: DPW – Electrician
The Commission reviewed and discussed a New Position Duties Statement from the
Department of Public Works and the updated job description for Electrician. The revisions
update the title of the position’s supervisor, decrease the time allowed to obtain an
Electrician’s license from twenty-four (24) months to twelve (12) months, and require a Class
B Commercial Driver License at the time of appointment. Commissioner Abrams made a
motion to classify the position as Electrician and update the job description as proposed.
Seconded by Commissioner Thompson. Motion carried 2-0.

Revision of Special Requirement – Tree Trimmer
The Commission reviewed and discussed a request to revise the special requirement for
Tree Trimmer to require a Class B Commercial Driver License at the time of appointment
rather than within six (6) months of appointment. Commissioner Abrams made a motion to
revise the special requirement for Tree Trimmer to be as follows:
“SPECIAL REQUIREMENT: Candidates must possess a valid New York State
Class B Commercial Driver License (CDL) or a valid Commercial Driver License
equivalent to a New York State Class B Commercial Driver License at the time of
appointment. Said license must be maintained for the duration of employment.”
Seconded by Commissioner Thompson. Motion carried 2-0.
New Position Duties Statement and Revision of Minimum Qualifications: DPW –
Assistant Civil Engineer
The Commission reviewed and discussed a New Position Duties Statement from the
Engineering Division of the Department of Public Works and proposed revisions to the
minimum qualifications for Assistant Civil Engineer. The revisions update the relevant
engineering degree fields for the position. Commissioner Thompson made a motion to
classify the position as Assistant Civil Engineer and update the minimum qualifications to be
as follows:
“MINIMUM QUALIFICATIONS:
(a) Possession of a Bachelor’s degree in civil engineering, civil engineering
technology, or construction management; or
(b) Possession of an Associate’s degree in civil engineering technology,
engineering science, or a closely related field with a focus on civil or
construction technology and two (2) years of full-time paid experience, or its
part-time paid equivalent, in surveying, design, construction site inspection, or
other civil engineering work; or
(c) An equivalent combination of training an experience as defined by the limits of
(a) and (b).”
Seconded by Commissioner Abrams. Motion carried 2-0.
Revision of Minimum Qualifications – Civil Engineer
The Commission reviewed and discussed a request to revise the minimum qualifications for
Civil Engineer to require a minimum educational requirement of an Associate’s degree and
to refine the relevant degree fields to civil engineering and construction engineering fields.
Commissioner Thompson made a motion to revise the minimum qualifications for Civil
Engineer to be as follows:

“MINIMUM QUALIFICATIONS:
A. Possession of a Bachelor's Degree in Civil or Environmental Engineering, Civil
Engineering Technology, or Construction Management. and one (1) year of full-time
paid experience, or its part-time paid equivalent, performing engineering design,
specification writing, inspections or surveys; or
B. Possession of an Associate's Degree in Civil Engineering Technology, Engineering
Science or a closely related field with a focus on civil or construction technology and
three (3) years of full-time paid experience, or its part-time paid equivalent, performing
engineering design, specification writing, inspections or surveys; or
C. An equivalent combination of training and experience as defined by the limits of (A) and
(B) above.”
Seconded by Commissioner Abrams. Motion carried 2-0.
Update of Job Description: Information Systems Desktop Specialist
The Commission reviewed and discussed proposed updates to the Information Systems
Desktop Specialist job description. The updates do not change the overall scope or nature
of the position; they provide a more accurate description of the current tasks, activities and
responsibilities. Commissioner Abrams made a motion to update the Information Systems
Desktop Specialist job description as proposed. Seconded by Commissioner Thompson.
Motion carried 2-0.
New Position Duties Statement and Adoption of Job Description: ICSD – Human
Resources Administrative Assistant
The Commission reviewed and discussed a New Position Duties Statement from the Ithaca
City School District and the proposed job description for Human Resources Administrative
Assistant. Commissioner Thompson made a motion to classify the position as Human
Resources Administrative Assistant and adopt the job description as proposed. The ICSD
job description for this title is distinct from the City of Ithaca job description. Seconded by
Commissioner Abrams. Motion carried 2-0.
Revision of Minimum Qualifications - Crime Analyst
The Commission reviewed and discussed a request to revise the minimum qualifications for
Crime Analyst to better reflect the appropriate background for success in the position.
Commissioner Abrams made a motion to revise the minimum qualifications for Crime
Analyst to be as follows:
“MINIMUM QUALIFICATIONS:
A. Possession of a Bachelor’s degree in Criminal Justice, Criminology, Sociology,
Public Administration, or a closely related field with similar course curriculum, and

one (1) year two of full-time paid experience, or its part-time paid equivalent, in
the field of criminology, criminal justice research, or criminal justice policy; or
B. Possession of an Associate’s degree in Criminal Justice, Criminology, Sociology,
Public Administration, or a closely related field with similar course curriculum, and
two (2) years of full-time paid experience, or its part-time paid equivalent, in the
field of criminology, criminal justice research, or criminal justice policy; or
C. An equivalent combination of training and experience as defined by the limits of
(A) and (B) above.”
Seconded by Commissioner Thompson. Motion carried 2-0.
New Position Duties Statement: DPW – Administrative Assistant
The Commission reviewed and discussed a New Position Duties Statement from the
Department of Public Works. Commissioner Abrams made a motion to classify the position
as Administrative Assistant. Seconded by Commissioner Thompson. Motion carried 2-0.
Update of Job Description: City Attorney
The Commission reviewed and discussed proposed updates to the City Attorney job
description. The updates do not change the overall scope or nature of the position; they
provide a more accurate description of the current tasks, activities and responsibilities.
Commissioner Abrams made a motion to update the City Attorney job description as
proposed. Seconded by Commissioner Thompson. Motion carried 2-0. The Commission
also determined that an exempt classification remains appropriate for the position.
Approval of Annual Report
The Commission reviewed and discussed the 2023 Annual Report to the New York State
Department of Civil Service. Commissioner Thompson made a motion to approve the
annual report. Seconded by Commissioner Abrams. Motion carried 2-0.
EXECUTIVE SESSION
Commissioner Abrams made a motion to go into executive session to discuss civil service
examination and eligible list matters. Seconded by Commissioner Thompson. Motion
carried 2-0. During executive session, the Commission took the following actions:
Request to Disqualify Candidates from Eligible List
Commissioner Thompson made a motion to disqualify a candidate from Police Officer
Eligible List #68-106 pursuant to NYSCSL 50.4. Seconded by Commissioner Abrams.

Approval of Personnel Transactions
Commissioner Abrams made a motion to approve the monthly personnel transactions.
Seconded by Commissioner Thompson. Motion carried 2-0.
The next Civil Service Commission meeting will be held Wednesday, April 3, 2024 at 11:30
am.
With no further business, the meeting was adjourned at 12:48 pm.
