APPROVAL OF MINUTES Commissioner Abrams made a motion to approve the minutes from the August 2, 2023 meeting. Seconded by Commissioner Thompson. Motion carried 2-0. PUBLIC HEARING ON PROPOSED AMENDMENT TO APPENDIX A (EXEMPT POSITIONS) OF THE CITY OF ITHACA CIVIL SERVICE RULES Commissioner Abrams made a motion to open the public hearing on the proposal to amend Appendix A (Exempt Positions) of the City of Ithaca Civil Service Rules by adding the title of City Manager to the exempt class. Seconded by Commissioner Thompson. Motion carried 2-0. There was no public comment regarding the proposed amendment. Commissioner Thompson made a motion to close the public hearing. Seconded by Commissioner Abrams. Motion carried 2-0. PUBLIC HEARING ON PROPOSED AMENDMENT TO APPENDIX A (EXEMPT POSITIONS) OF THE CITY OF ITHACA CIVIL SERVICE RULES Commissioner Abrams made a motion to open the public hearing on the proposal to amend Appendix A (Exempt Positions) of the City of Ithaca Civil Service Rules by adding a second Deputy Controller position to the exempt class. Seconded by Commissioner Thompson. Motion carried 2-0. There was no public comment regarding the proposed amendment. Commissioner Thompson made a motion to close the public hearing. Seconded by Commissioner Abrams. Motion carried 2-0. NEW BUSINESS Resolution to Amend Appendix A (Exempt Positions) of the City of Ithaca Civil Service Rules – City Manager Commissioner Abrams made the following motion: WHEREAS, the Ithaca Civil Service Commission deems it necessary to make certain changes to the Appendices of the City of Ithaca Civil Service Rules; and Civil Service Commission September 13, 2023 Page 2 WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held a public hearing on September 13, 2023 for the purpose of amending Appendix A (Exempt Positions) of the City of Ithaca Civil Service Rules by adding the title of City Manager to the exempt class, and WHEREAS, the Ithaca Civil Service Commission took public comment on the proposed amendment into consideration, and WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment, NOW, THEREFORE, BE IT RESOLVED, that subject to the approval of the State Civil Service Commission, the title of City Manager be added to Appendix A (Exempt Positions) of the City of Ithaca Civil Service Rules. Seconded by Commissioner Thompson. Motion carried 2-0. Resolution to Amend Appendix A (Exempt Positions) of the City of Ithaca Civil Service Rules – Deputy Controller to Deputy Controllers (2) Commissioner Abrams made the following motion: WHEREAS, the Ithaca Civil Service Commission deems it necessary to make certain changes to the Appendices of the City of Ithaca Civil Service Rules; and WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held a public hearing on September 13, 2023 for the purpose of amending Appendix A (Exempt Positions) of the City of Ithaca Civil Service Rules by adding a second position of Deputy Controller to the exempt class, and WHEREAS, the Ithaca Civil Service Commission took public comment on the proposed amendment into consideration, and WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment, NOW, THEREFORE, BE IT RESOLVED, that subject to the approval of the State Civil Service Commission, a second position of Deputy Controller be added to Appendix A (Exempt Positions) of the City of Ithaca Civil Service Rules, so that Appendix A shall read Deputy Controllers (2). Seconded by Commissioner Thompson. Motion carried 2-0. New Position Duties Statements: ICSD – Administrative Assistants (2) The Commission reviewed and discussed two New Position Duties Statements from the Ithaca City School District. Commissioner Thompson made a motion to classify both positions as Administrative Assistants. Seconded by Commissioner Abrams. Motion carried 2-0. Civil Service Commission September 13, 2023 Page 3 Revision of Minimum Qualifications - Crime Analyst The Commission reviewed and discussed a request to revise the minimum qualifications for Crime Analyst to better reflect the appropriate background for success in the position. Commissioner Thompson made a motion to revise the minimum qualifications for Crime Analyst to be as follows: “MINIMUM QUALIFICATIONS: A. Possession of a Bachelor’s degree in Criminal Justice, Criminology, Sociology or a closely related field with similar course curriculum, and two (2) years of full-time paid experience, or its part-time paid equivalent, in data collection and analysis, intelligence collection and analysis, or statistical research; or B. Possession of a Bachelor’s degree in Data Analytics, Statistics, Mathematics, Computer Science, Information Technology, Geographic Information Systems, Geospatial Technology or a closely related field with similar course curriculum, and two (2) years of full-time paid experience, or its part-time paid equivalent, in the field of criminology, criminal justice research, or criminal justice policy; or C. Possession of a Bachelor’s degree and two (2) years of full-time paid experience, or its part-time paid equivalent, in the field of criminology, criminal justice research, or criminal justice policy and two (2) years of full-time paid experience, or it’s part-time paid equivalent, in data collection and analysis, intelligence collection and analysis, or statistical research; or D. An equivalent combination of training and experience as defined by the limits of (A), (B) and (C) above.” Seconded by Commissioner Abrams. Motion carried 2-0. Update of Job Description – Family Self-Sufficiency Program Case Manager The Commission reviewed and discussed proposed updates to the Family Self-Sufficiency Program Case Manager job description. The updates do not change the overall scope or nature of the position; they provide a more accurate summary of the current tasks, activities and responsibilities of the position. Commissioner Thompson made a motion to revise the Family Self-Sufficiency Program Case Manager job description as proposed. Seconded by Commissioner Abrams. Motion carried 2-0. EXECUTIVE SESSION Commissioner Abrams made a motion to go into executive session to discuss civil service examination and eligible list matters. Seconded by Commissioner Thompson. Motion carried 2-0. During executive session, the Commission took the following actions: Request to Accept Late Application Commissioner Abrams made a motion to disapprove a late application for Police Officer Exam #68-106. Seconded by Commissioner Thompson. Motion carried 2-0. Civil Service Commission September 13, 2023 Page 4 CONTINUING BUSINESS Approval of Rosters of Candidates for Examination Commissioner Abrams made a motion to approve the Rosters of Candidates for Examination listed below. Seconded by Commissioner Thompson. Motion carried 2-0. Seconded by Commissioner Thompson. Motion carried 2-0. Seconded by Commissioner Abrams. Motion carried 2-0. The next Civil Service Commission meeting will be held Thursday, October 5, 2023 at 11:30 AM. A new Commissioner is expected to appointed at the October 4, 2023 Common Council meeting. With no further business, the meeting was adjourned at 12:20 PM.
