APPROVAL OF MINUTES Commissioner Thompson made a motion to approve the minutes from the May 31, 2023 meeting. Seconded by Commissioner Abrams. Motion carried 2-0. NEW BUSINESS New Position Duties Statement and Adoption of Job Description: DPW – Manager of Parking and Commons Operations The Commission reviewed and discussed a New Position Duties Statement from the Department of Public Works and the proposed job description for Manager of Parking and Commons Operations. Commissioner Abrams made a motion to classify the position as Manager of Parking and Commons Operations and adopt the job description as proposed. Seconded by Commissioner Thompson. Motion carried 2-0. New Position Duties Statement: IFD – Administrative Coordinator The Commission reviewed and discussed a New Position Duties Statement from the Ithaca Fire Department for an overlapping Administrative Coordinator position. The overlapping position will end when the current Administrative Coordinator retires later this year. Commissioner Thompson made a motion to classify the position as Administrative Coordinator. Seconded by Commissioner Abrams. Motion carried 2-0. New Position Duties Statement and Adoption of Job Description: City Manager The Commission reviewed and discussed a New Position Duties Statement from the Mayor and the proposed job description for City Manager. The Mayor and Common Council are seeking exempt classification for the position. Commissioner Thompson made a motion to classify the position as City Manager and adopt the job description as proposed. Seconded by Commissioner Abrams. Motion carried 2-0. Authorization to Direct Public Hearing: Addition of City Manager to the Exempt Class Commissioner Abrams made a motion to direct a public hearing for Wednesday, September 13, 2023 at 11:30 am for the purpose of amending Appendix A – Exempt Positions of the City of Ithaca Civil Service Rules by adding the title of City Manager to the exempt class. Seconded by Commissioner Thompson. Motion carried 2-0. Civil Service Commission August 2, 2023 Page 2 New Position Duties Statement: Planning/Building Department – Electrical Inspector The Commission reviewed and discussed a New Position Duties Statement from the Building Division of the Planning Department. Commissioner Abrams made a motion to classify the position as Electrical Inspector. Seconded by Commissioner Thompson. Motion carried 2-0. Update of Job Description – Youth Bureau Director The Commission reviewed a request to update the reporting relationship in the Youth Bureau Director job description to reflect the creation of a City Manager position. Commissioner Thompson made a motion to amend the job description as requested. Seconded by Commission Abrams. Motion carried 2-0. Update of Job Description – Director of Human Resources The Commission reviewed a request to update the Director of Human Resources job description to reflect the creation of a City Manager position, update language regarding diversity, equity and inclusion responsibilities, and delete the outdated special requirement regarding City residency requirements. Commissioner Thompson made a motion to amend the job description as requested. Seconded by Commission Abrams. Motion carried 2-0. Update of Title and Job Description – Equity Talent Acquisition Specialist The Commission reviewed a request to update the title of Talent Acquisition Specialist to Equity Talent Acquisition Specialist and to add greater emphasis to the diversity, equity and inclusion aspects of the position. Commissioner Abrams made a motion to update the job description as requested. Seconded by Commissioner Thompson. Motion carried 2-0. New Position Duties Statement: Controller’s Office – Deputy Controller The Commission reviewed and discussed a New Position Duties Statement from the Controller’s Office. Commissioner Abrams made a motion to classify the position as Deputy Controller. Seconded by Commissioner Thompson. Motion carried 2-0. Authorization to Direct Public Hearing: Addition of second Deputy Controller to the Exempt Class Commissioner Abrams made a motion to direct a public hearing for Wednesday, September 13, 2023 at 11:30 am for the purpose of amending Appendix A – Exempt Positions of the City of Ithaca Civil Service Rules by adding a second position of Deputy Controller to the exempt class. Seconded by Commissioner Thompson. Motion carried 2-0. Change in Titles and Update of Job Descriptions – Customer Service Representative to Accounts Receivable Specialist; Customer Service Representative Trainee to Accounts Receivable Specialist Trainee The Commission reviewed a request to change the titles of the Customer Service Representative and Customer Service Representative Trainee positions to Accounts Receivable Specialist and Accounts Receivable Specialist Trainee respectively, and to Civil Service Commission August 2, 2023 Page 3 update the illustrative work activities to reflect current tasks and duties. The overall scope and nature of the positions has not changed. Commissioner Thompson made a motion to change the titles and update the job descriptions as requested. Seconded by Commissioner Abrams. Motion carried 2-0. OLD BUSINESS New Position Duties Statement and Adoption of Job Description: ICSD – Executive Chef The Commission reviewed and discussed a New Position Duties Statement from the Ithaca City School District and the proposed job description for Executive Chef. Commissioner Abrams made a motion to classify the position as Executive Chef and adopt the job description as proposed. Seconded by Commissioner Thompson. Motion carried 2-0. EXECUTIVE SESSION Commissioner Abrams made a motion to go into executive session to discuss civil service examination and eligible list matters. Seconded by Commissioner Thompson. Motion carried 2-0. During executive session, the Commission took the following actions: CONTINUING BUSINESS Approval of Rosters of Candidates for Examination Commissioner Thompson made a motion to approve the Rosters of Candidates for Examination listed below. Seconded by Commissioner Abrams. Motion carried 2-0. Fire Lieutenant #79-118 Laboratory Technician #61-134 Establishment of Eligible Lists Commissioner Abrams made a motion to establish the eligible lists specified below for the time period indicated. Seconded by Commissioner Thompson. Motion carried 2-0. Assistant Fire Chief #70-953 (2 years) Assistant Superintendent of Public Works (Water and Sewer) #76-360 (1 year) Deputy Fire Chief #79-027 (2 years) Deputy Fire Chief #62-723 (2 years) Environmental Engineer #76-669 (1 year) Extension of Eligible List Commissioner Thompson made a motion to extend Police Sergeant Eligible List #74-286 until November 30, 2023 and give it preference over upcoming Police Sergeant Eligible List #79-119 to allow for the completion of any appointments that may be in progress at the time the new list is established. Seconded by Commissioner Abrams. Motion carried 2-0. Civil Service Commission August 2, 2023 Page 4 Addition of Candidates to Continuous Recruitment Eligible Lists Commissioner Abrams made a motion to add candidates to the continuous recruitment eligible lists. Seconded by Commissioner Thompson. Motion carried 2-0. Approval of Personnel Transactions Commissioner Thompson made a motion to approve the monthly personnel transactions listed below. Seconded by Commissioner Abrams. Motion carried 2-0. The next Civil Service Commission meeting will be held Wednesday, September 13, 2023 at 11:30 am. With no further business, the meeting was adjourned at 12:54 pm.
