APPROVAL OF MINUTES Commissioner Thompson made a motion to approve the minutes from the May 3, 2023 meeting. Seconded by Commissioner Abrams. Motion carried 2-0. PUBLIC HEARING ON PROPOSED AMENDMENT TO APPENDIX B (NON- COMPETITIVE POSITIONS) OF THE CITY OF ITHACA CIVIL SERVICE RULES Commissioner Abrams made a motion to open the public hearing on the proposal to amend Appendix B (Non-Competitive Positions) of the City of Ithaca Civil Service Rules by adding the title of Food Service Couriers to the non-competitive class. Seconded by Commissioner Thompson. Motion carried 2-0. There was no public comment regarding the proposed amendment. Commissioner Thompson made a motion to close the public hearing. Seconded by Commissioner Abrams. Motion carried 2-0. PUBLIC HEARING ON PROPOSED AMENDMENT TO APPENDIX B (NON- COMPETITIVE POSITIONS) OF THE CITY OF ITHACA CIVIL SERVICE RULES Commissioner Abrams made a motion to open the public hearing on the proposal to amend Appendix B (Non-Competitive Positions) of the City of Ithaca Civil Service Rules by adding the title of Working Supervisor - Stormwater to the non-competitive class. Seconded by Commissioner Thompson. Motion carried 2-0. There was no public comment regarding the proposed amendment. Commissioner Thompson made a motion to close the public hearing. Seconded by Commissioner Abrams. Motion carried 2-0. NEW BUSINESS Resolution to Amend Appendix B (Non-Competitive Positions) of the City of Ithaca Civil Service Rules – Food Service Couriers Commissioner Abrams made the following motion: Civil Service Commission May 31, 2023 Page 2 WHEREAS, the Ithaca Civil Service Commission deems it necessary to make certain changes to the Appendices of the City of Ithaca Civil Service Rules; and WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held a public hearing on May 31, 2023 for the purpose of amending Appendix B (Non-Competitive Positions) of the City of Ithaca Civil Service Rules by adding the title of Food Service Couriers to the non-competitive class, and WHEREAS, the Ithaca Civil Service Commission took public comment on the proposed amendment into consideration, and WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment, NOW, THEREFORE, BE IT RESOLVED, that subject to the approval of the State Civil Service Commission, the title of Food Service Couriers be added to Appendix B (Non-Competitive Positions) of the City of Ithaca Civil Service Rules. Seconded by Commissioner Thompson. Motion carried 2-0. Civil Service Commission May 31, 2023 Page 3 Revision of Special Requirement – Food Service Courier The Commission reviewed and discussed a request to revise the special requirement for Food Service Courier to require a CDL B within twelve (12) months of appointment. Commissioner Abrams made a motion to revise the special requirement for Food Service Courier to be as follows: “SPECIAL REQUIREMENT: Candidates must possess a valid New York State Class D driver license or a valid driver license equivalent to a New York State Class D driver license at the time of appointment and must obtain a New York State Class B Commercial Driver License (CDL) or a valid Commercial Driver License equivalent to a New York State Class B Commercial Driver License within twelve (12) months of appointment. Said licenses must be maintained for the duration of employment.” Seconded by Commissioner Thompson. Motion carried 2-0. New Position Duties Statement: ICSD – Systems Administrator The Commission reviewed and discussed a New Position Duties Statement from the Ithaca City School District. Commissioner Thompson made a motion to classify the position as Systems Administrator. Seconded by Commissioner Abrams. Motion carried 2-0. New Position Duties Statement: ICSD – Microcomputer Technician The Commission reviewed and discussed a New Position Duties Statement from the Ithaca City School District. Commissioner Thompson made a motion to classify the position as Microcomputer Technician. Seconded by Commissioner Abrams. Motion carried 2-0. New Position Duties Statement and Adoption of Job Description: IPD – Crime Analyst The Commission reviewed and discussed a New Position Duties Statement from the Ithaca Police Department and the proposed job description for Crime Analyst. Commissioner Thompson made a motion to classify the position as Crime Analyst and adopt the job description as proposed. Seconded by Commissioner Abrams. Motion carried 2-0. New Position Duties Statement and Adoption of Job Description: ICSD – School Lunch Specialist The Commission reviewed and discussed a New Position Duties Statement from the Ithaca City School District and the proposed job description for School Lunch Specialist. Commissioner Abrams made a motion to classify the position as School Lunch Specialist and adopt the job description as proposed. Seconded by Commissioner Thompson. Motion carried 2-0. New Position Duties Statement and Adoption of Job Description: ICSD – Executive Chef Commissioner Thompson made a motion to table this item pending more information from the Ithaca City School District. Seconded by Commissioner Abrams. Motion carried 2-0. Civil Service Commission May 31, 2023 Page 4 Revision of Minimum Qualifications – Supervising Customer Service Representative The Commission reviewed and discussed a request to revise the minimum qualifications for Supervising Customer Service Representative to better reflect the appropriate background for success in the position. Commissioner Thompson made a motion to revise the minimum qualifications for Supervising Customer Service Representative to be as follows: “MINIMUM QUALIFICATIONS: A. Possession of a Bachelor’s degree in Business Administration, Accounting, Public Administration, Management, or a closely related field with similar course curriculum and two (2) years of full-time paid clerical, administrative, or office management experience, or its part-time paid equivalent, which shall have included the preparation and/or maintenance of financial records or accounts; or B. Possession of an Associate’s degree in Business Administration, Accounting, Public Administration, Management, or a closely related field with similar course curriculum and four (4) years of full-time paid clerical, administrative, or office management experience, or its part-time paid equivalent, which shall have included the preparation and/or maintenance of financial records or accounts; or C. Graduation from high school or possession of a high school equivalency diploma and six (6) years of full-time paid clerical, administrative, or office management experience, or its part-time paid equivalent, which shall have included the preparation and/or maintenance of financial records or accounts; or D. An equivalent combination of training and experience as defined by the limits of (A), (B) and (C) above.” Seconded by Commissioner Abrams. Motion carried 2-0. Revision of Minimum Qualifications – Executive Assistant for Athletics The Commission reviewed and discussed a request to revise the minimum qualifications for Executive Assistant for Athletics to better reflect the appropriate background for success in the position. Commissioner Abrams made a motion to revise the minimum qualifications for Executive Assistant for Athletics to be as follows: “MINIMUM QUALIFICATIONS: A. Possession of a Bachelor’s degree in office management, office technology, secretarial science, business administration, public administration, management, sports management, exercise science, recreation, physical education, or a closely related field with similar course curriculum and two (2) years of full-time paid clerical or administrative experience, or its part-time and/or volunteer paid-equivalent, which involved program coordination, budget oversight and development, and event management or similar scheduling coordination, and which included the use of computer software and/or website portals; or Civil Service Commission May 31, 2023 Page 5 B. Possession of an Associate’s degree in secretarial science, office management, office technology, business administration, public administration, sports management, exercise science, recreation, physical education, or a closely related field with similar course curriculum and three (3) years of full-time paid clerical or administrative experience, or its part-time and/or volunteer equivalent, which involved program coordination, budget oversight and development, and event management or similar scheduling coordination, and which included the use of computer software and website portals; or C. Graduation from high school or possession of a high school equivalency diploma and four (4) years of experience as defined in (A) and (B) above; or D. An equivalent combination of training and experience as defined by the limits of (A), (B) and (C).” Seconded by Commissioner Thompson. Motion carried 2-0. Revision of Minimum Qualifications – GIAC Program Coordinator – Special Initiatives The Commission reviewed and discussed the minimum qualifications for GIAC Program Coordinator – Special Initiatives. Two rounds of advertising have resulted in zero qualified applications. The qualifications are based on the OCFS requirements for a School-Aged Child Care Program Director and are very restrictive. A Deputy GIAC Director is currently serving as the SACC Program Director and meets the OCFS requirements. The Deputy GIAC Director will continue serving in that role for the time being. GIAC wishes to broaden the minimum qualifications for the GIAC Program Coordinator – Special Initiatives position and will then work with the employee to obtain the necessary credentials for OCFS certification. Commissioner Thompson made a motion to revise the minimum qualifications for GIAC Program Coordinator – Special Initiatives to be as follows: “MINIMUM QUALIFICATIONS: A. Possession of a Bachelor’s degree in sociology, psychology, social work, counseling, education, recreation, physical education, or a closely related field with similar course curriculum and one (1) year of full-time paid experience, or its part-time and/or volunteer equivalent, working in a human services agency, educational environment or recreation program in a capacity which involves the provision of direct services to clientele; or B. Possession of an Associate’s degree in sociology, psychology, human services, education, recreation or a closely related field with similar course curriculum and three (3) years of experience listed in (A); or C. Graduation from high school or possession of a high school equivalency diploma and five (5) years of experience listed in (A); or D. An equivalent combination of training and experience as defined by the limits of (A), (B) and (C).” Seconded by Commissioner Abrams. Motion carried 2-0. Civil Service Commission May 31, 2023 Page 6 EXECUTIVE SESSION Commissioner Abrams made a motion to go into executive session to discuss civil service examination and eligible list matters. Seconded by Commissioner Thompson. Motion carried 2-0. During executive session, the Commission took the following actions: CONTINUING BUSINESS Approval of Rosters of Candidates for Examination Commissioner Thompson made a motion to approve the Rosters of Candidates for Police Sergeant Examination #79-119. Seconded by Commissioner Abrams. Motion carried 2-0. Establishment of Eligible Lists Commissioner Abrams made a motion to establish the eligible lists specified below for the time period indicated. Seconded by Commissioner Thompson. Motion carried 2-0. Financial Management Assistant #63-264 (1 year) Stock Room Clerk #61-240 (1 year) Stock Room Manager #68-585 (1 year) Approval of Personnel Transactions Commissioner Thompson made a motion to approve the monthly personnel transactions. Seconded by Commissioner Abrams. Motion carried 2-0. The next Civil Service Commission meeting will be held Wednesday, July 5, 2023 at 11:30 am. With no further business, the meeting was adjourned at 12:30 pm.
