HomeMy WebLinkAboutMN-CPB-2023-02-22CITY OF ITHACA COMMUNITY POLICE BOARD MINUTES Regular Meeting 4:30 p.m. February 22, 2023 Present: Chair: Kane Commissioners (7) Beem-Miller, Rogers, Simons, Korthuis, Onyejuruwa, Wright, Bursic Others Present: Deputy Chief - Monticello Common Council Liaison - McGonigal Public Information Specialist – Faraday Motion to Nominate a Chair: By Commissioner Rogers; Seconded by Commissioner Simons RESOLVED, that Shirley Kane will be the Chair of the Community Police Board Report from Common Council: Alderperson McGonigal reports that the Reimagining Public Safety Special Committee is in the process of finalizing a report to pass along to Common Council. March 8, 2023 there will be a meeting with a Public Hearing to collect input on the report. Hope to present to Council in April. A discussion continues about tactical ways in which this process would work, where the responders would be housed, who they would report to, what kind of experience these individuals would have, chain of command within the department and the City. A conversation is had about what the Community Justice Center is working on and how they fit into the work being done by the Reimagining Public Safety Special Committee. Report from the Police Department: Deputy Chief Monticello states that IPD had 3 candidates in the Syracuse Police Academy, 2 left the program after the second day. There is one candidate also in the Corning Police Academy. A conversation was had about the academy withdrawal- causes, commonality. Moniticello states that resources remained strained, the issues stem from both National and Local causes. Staffing level issues will continue to be impacted by recruitment problems, as well as retirements. DC Monticello states that he will be retiring. The Board asks about absence of leadership in his wake. Monticello shares that members of IPD visited Caroline School and had a positive interaction with the students. Another civil service exam is coming in the Fall, IPD has to wait until Fall. A conversation follows about the civil service tests, reasoning for calling any off, and the viability of lateral transfers. The idea of exit interviews with folks, like those that left the Academy, is mentioned by the Board; as well as a conversation about what kind of preparation individuals entering Academy might have for what they are about to undertake. DC Monticello refers questions regarding call response to the Community Dashboard, and gives an example of a recent call and how that response worked to provide insight into the different factors that come in to play concerning call response. Report from Common Council (Cont.): A discussion about what metrics will be used to gauge the efficacy of the Reimagining process, and what metrics were used to determine a need for Reimagining. Annual Report The group reviews the info and the recommendations for the final draft of the 2022. The group makes edits on the floor. A conversation will be tabled for next meeting to discuss ways to collate CPB documents and provide easier access. PIS Faraday will look into ways the city can support this and limitations to availability of access to city files. MOTION TO ENTER INTO EXECUTIVE SESSION TO DISCUSS ACTIVE INVESTIGATIONS: By Commissioner Rogers: Seconded by Commissioner Beem-Miller RESOLVED, That the Community Police Board enter into Executive Session to discuss active investigations. Carried Unanimously RECONVENE: The Community Police Board reconvened into Regular Session with no formal action taken.
