HomeMy WebLinkAboutMN-CPB-2023-03-22CITY OF ITHACA COMMUNITY POLICE BOARD MINUTES Regular Meeting 4:30 p.m. March 22, 2023 Present: Chair: Kane Commissioners (7) Beem-Miller, Rogers, Simons, Korthuis, Onyejuruwa, Wright Virtual: Bursic Others Present: Deputy Chief - Monticello Common Council Liaison - McGonigal Public Information Specialist - Faraday Approval of the February 22, 2023, Community Police Board Meeting Minutes- Resolution: By Commissioner Simons: Seconded by Commissioner Rogers RESOLVED, That the minutes of the February 22, 2023, Community Police Board meeting be approved as published. Carried Unanimously Report from Common Council: Alderperson McGonigal reports that the Report from the Reimagining Subcommittee is nearly ready. A discussion about the city manager position takes place, what role that position will play in relation to the CJC, and the mayor’s role when this transition takes place. A discussion about the budget occurs, salaried positions. Report from the Police Department: DC Monticello gives a follow up on the 2 folks in academies, stating that one has stepped away. Possibly 3 department members leaving this Summer. There are a number of folks out on injury or other leave. Recruitment/ Chief search is not necessarily a financial issue, but more of a marketing issue. Further staffing discussion ensues. GIVE (Gun Initiated Violence Elimination) program question and discussion occurs, funding for county is city dependent, uncertainty about who is in charge of directing that grant initiative- mayor, chief? Officer wellness initiatives are discussed. Old Business 5.1 Update on electronic CPB one-stop document center: Discussion about CPB file sharing and organization will be further explored for potential resolutions. 5.2 Any further comments on the RPS subcommittee report as it relates to the proposed CPB enhancements: The group discusses the word “require” when speaking of IPD cooperation with the Board as it appears in the report. Chair Kane states that if this issue becomes a roadblock with contracts for IPD officers then she doesn’t wish to have that word present. Chair Kane asks For Commisioners Rogers and Onyejuruwa to contact IPBA President Condzella to discuss this matter further. VOTE TO REMOVE THE WORD “REQUIRED” FROM THE RPS SUBCOMITTEE REPORT REGARDING OFFICER COMPLIANCE AND COOPERATION WITH CPB Unanimous Discussion of the additional bullets involving CPB occurs. Alderperson McGonigal requests that the Board draft a communication to be carried forward to the RPS Subcommittee. The Board agrees to have the letter completed by the end of the week. New Business: New Business items are tabled. MOTION TO ENTER INTO EXECUTIVE SESSION TO OPEN INVESTIGATIONS: By Commissioner Rogers: Seconded by Commissioner Simons RESOLVED, That the Community Police Board enter into Executive Session to discuss active investigations. Carried Unanimously RECONVENE: The Community Police Board reconvened into Regular Session with no formal action taken.
