COMMUNITY POLICE BOARD MINUTES
Regular Meeting 4:30 p.m. April 26, 2023
Present:
Chair: Kane
Commissioners (7) Beem-Miller, Rogers, Simons, Korthuis, Onyejuruwa, Wright, Bursic
Others Present:
Deputy Chief - Monticello
Common Council Liaison - McGonigal
Deputy City Clerk- Lewis
Public Comment: Zach Winn- IPD functionality, Ethics Investigations, Jungle
Report from the Police Department: DC Monticello reports on officers in academy;
rebuilding the department is the focus of IPD at this time, hoping new leadership will
help this along.
Commissioner Rogers requests an updated IPD roster.
Commissioner Onyejuruwa asks about the staffing levels- DC Monticello states that
they are 15 people down.
Report from Common Council: Alderperson McGonigal reports that Common Council
did approve the Report from the Reimagining Subcommittee. The challenge will be to
implement in a timely fashion. Need to hire and train the unarmed individuals and the
City Manager. Extends a thank you to DC Monitcello for his leadership in uncertain
times.
Old Business:
5.1: Meeting with the consultant for the IPD Chief search. The consultant relayed that
they felt that the salary was too low, this will be on a future Common Council agenda.
Brainstorming/ collaborative process was underway. Seemed to have a good track
record.
5.2: 3/21 Community Healing. Seemed to be mostly professionally related to the topic,
but very few Police Officers present. The overarching theme was to put the onus on
self, and to listen to others. The dialog was meaningful and set up to be accessible/
unintimidating to those present. Monalita is open to Community & Police participation in
this process. A Community reading group is focusing on Community Healing- reading
“My Grandmother’s Hand”, speaking about generational trauma. Recommends that the
CPB read and discuss this book to stay in touch with the process.
New Business:
CJC Advisory Board. Commissioner Rogers asks should the CPB send a non-voting
contributor for this Advisory Board so that they are represented. The group will meet
once a month. Alderperson McGonigal will inquire.
MOTION TO ENTER INTO EXECUTIVE SESSION TO DISCUSS PERSONNEL
MATTER
By Commissioner Rogers: Seconded by Commissioner Bursic
RESOLVED, That the Community Police Board enter into Executive Session to discuss
active investigations.
Carried Unanimously
RECONVENE:
The Community Police Board reconvened into Regular Session with no formal action
taken.
ADJOURNMENT:
On a motion the meeting adjourned at 5:38 p.m.
