Statement from the Public
o Cornell student: Urged to con�nue priori�zing Jus�ce50 and an equitable transi�on to a
sustainable future.
o Lifelong resident: Support for IGND, Jus�ce50. Wants to make sure technology is made
available to disadvantaged communi�es.
Commission Response: In this mee�ng we will be discussing Jus�ce50.
3. Announcements, Reports & Presenta�ons 08:43
Announcements
o Cornell Extension is planning a climate track. They plan for a larger conference next year.
o Council has writen a response to the American Prospect ar�cle about BlocPower.
o The City is adver�sing for the sustainability planner posi�on, due Tuesday.
o The Distributed Energy Resource Plan was formally adopted by Council last month. Next step
is to select a CCA administrator.
o In contract nego�a�on process with KPMG to create Ithaca’s digital twin; they will be here
on Thursday.
Presenta�ons
o City staff discussed how the commission can recommend things to Council.
o Commission members asked ques�ons about the process, unanimity requirements, and how
they will be no�fied about upcoming topics.

o Jus�ce40 – Federal commitment to serve disadvantaged communi�es.
o NYS Climate Leadership and Community Protec�on Act (CLCPA) – 35-40% climate benefits to
serve disadvantaged communi�es.
o Why act locally compared to relying on federal or state government?
o The Ithaca Green New Deal (IGND) and worst-case scenarios - what would happen if we
didn’t follow Jus�ce50 and an Ithaca-specific defini�on of disadvantaged communi�es?
o Scenario One: Building Electrifica�on
o Scenario Two: Workforce Development
o Jus�ce50 Solu�on Framework
o Development – Direct investment is key.
o Framework proposal

Feedback from Commission
o The commission thinks that par�cipatory budge�ng could possibly be brought to Council
with clear framework/parameters defined, but they need more informa�on first.
o Concerns: scope too large, confusing for par�cipants, �ming of community engagement.
