Pursuant to the Governor’s Executive Order 11.7, the meeting was conducted via Zoom.
APPOINTMENT OF ACTING CHAIR
Commissioner Thompson made a motion to appoint Commissioner Abrams as Acting Chair
of the meeting. Seconded by Commissioner Abrams. Motion carried 2-0.
Commissioner Abrams called the meeting to order at 11:38 AM.
APPROVAL OF MINUTES
Commissioner Thompson made a motion to approve the minutes from the June 1, 2022
meeting. Seconded by Commissioner Abrams. Motion carried 2-0.
NEW BUSINESS
Request to Waive Residency Requirement for Police Officer Exam
Request to Waive Residency Requirement – Sidewalk Program Manager
The Commission discussed requests to waive the residency requirement for the 2022 Police
Officer exam and the current Sidewalk Program Manager vacancy. The Commission had a
general discussion about current recruitment efforts, the lack of candidates, and residency
requirements as a recruitment barrier that may merit reconsideration in light of the current
job market. The Commission will have a more comprehensive discussion about residency
requirements at their next meeting. Commissioner Thompson made a motion to waive the
residency requirement for the 2022 Police Officer exam and the Sidewalk Program Manager
current v acancy and resultant exam. Seconded by Commissioner Abrams. Motion carried
2-0.
New Position Duties Statement and Adoption of Job Description: Ithaca Police
Department – Police Support Specialist (4)
The Commission reviewed and discussed a New Position Duties Statement from the Ithaca
Police Department for four new positions and the proposed job description for Police Support
Specialist. Commissioner Thompson made a motion to classify the four positions as Police
Support Specialists and adopt the job description as proposed. Seconded by Commissioner
Abrams. Motion carried 2-0.

New Position Duties Statement: ICSD – Microcomputer Specialist (5)
New Position Duties Statement: ICSD – Network Specialist
New Position Duties Statement: ICSD – Systems Administrator
The Commission reviewed and discussed three New Position Duties Statements from the
Ithaca City School District that encompass seven new positions. Commissioner Abrams
noted that the y ears of required education specified on the New Position Duties Statements
do not correspond with the traditional curriculum programs for high school and college
degrees. Commissioner Abrams requested that the New Position Duties Statements be
amended to reflect the correct number of years of education required for each degree.
Commissioner Thompson made a motion to classify the positions as five Microcomputer
Specialists, one Network Specialist and one Systems Administrator, with the final New
Position Duties Statements amended to reflect the appropriate educational requirements.
Seconded by Commissioner Abrams. Motion carried 2-0.
Update of Job Descriptions – GIAC Program Coordinator and GIAC Program Leader
The Commission reviewed proposed updates to the GIAC Program Coordinator and GIAC
Program Leader job descriptions. The updates reflect current work tasks and activities; they
do not change the overall scope or nature of the position. Commissioner Abrams made a
motion to update the GIAC Program Coordinator and GIAC Program Leader job descriptions
as requested. Seconded by Commissioner Thompson. Motion carried 2-0.
Revision of Minimum Qualifications – Greater Ithaca Activities Center Director
The Commission reviewed and discussed proposed revisions to the minimum qualifications
for the Greater Ithaca Activities Center Director position. The revisions establish an
Associate’s degree as the minimum educational requirement for the position. Commissioner
Thompson made a motion to revise the minimum qualifications for Greater Ithaca Activities
Center Director as follows:
“MINIMUM QUALIFICATIONS:
A. Graduation from a regionally accredited or New York State registered college or
university with a Bachelor's Degree and two (2) years of full-time paid administrative
or supervisory experience working with youth, adults and/or families in a community,
human service or recreation program, an educational environment, or a similar
organization; or
B. Graduation from a regionally accredited or New York State registered college or
university with an Associate's Degree and five (5) years of full-time paid experience
working with youth, adults and/or families in a community, human service or
recreation program, an educational environment, or a similar organization, at least
three (3) years of which shall have been in a responsible administrative or supervisory
capacity; or
C. An equivalent combination of training and experience as defined by the limits of (A)
and (B) above.

Note: Part-time and/or verifiable volunteer experience may be credited toward the
experiential requirement on a pro-rata basis.”
Seconded by Commissioner Abrams. Motion carried 2-0.
EXECUTIVE SESSION
Commissioner Abrams made a motion to go into executive session and pause recording of
the meeting to discuss civil service examination matters. Seconded by Commissioner
Thompson. Motion carried 2-0. During executive session, the Commission took the
following actions:
REQUEST TO ACCEPT LATE APPLICATION
Commissioner Thompson made a motion to accept a late application for Tenant Relations
Assistant Exam #65-870. Seconded by Commissioner Abrams. Motion carried 2-0.
CONTINUING BUSINESS
Approval of Rosters of Candidates for Examination
Commissioner Thompson made a motion to approve the Rosters of Candidates for
Examination listed below. Seconded by Commissioner Abrams. Motion carried 2-0.
Forestry Technician #66-690
Tenant Relations Assistant #65-870
Establishment of Eligible Lists
Commissioner Thompson made a motion to establish the eligible lists specified below for
the time period indicated. Seconded by Commissioner Abrams. Motion carried 2-0.
GIAC Program Leader #77-769 (1 year)
Senior Plan Examiner #77-266 (1 year)
Authorization to Establish Eligible List
The Commission reviewed the initial exam scores for Youth Program Leader Exam #66-
452. There is a missing exam score for the exam. Commissioner Abrams made a motion
to authorize Deputy Director of Human Resources Valerie Saul to establish the eligible list
for Youth Program Leader #66-452 upon receipt of the missing exam score. The
Commission will review the final eligible list at their September meeting. Seconded by
Commissioner Thompson. Motion carried 2-0.
Addition of Candidates to Continuous Recruitment Eligible Lists
Commissioner Thompson made a motion to add candidates to the continuous recruitment
eligible lists. Seconded by Commissioner Abrams. Motion carried 2-0.

Approval of Personnel Transactions
Commissioner Abrams made a motion to approve the monthly personnel transactions.
Seconded by Commissioner Thompson. Motion carried 2-0.
The next Civil Service Commission meeting will be held Wednesday, September 7, 2022 at
11:30 AM .
With no further business, the meeting was adjourned at 12:03 PM .
