APPOINTMENT OF ACTING CHAIR
Commissioner Thompson made a motion to appoint Commissioner Abrams as Acting Chair
of the meeting. Seconded by Commissioner Abrams. Motion carried 2-0.
Commissioner Abrams called the meeting to order at 11:56 AM.
APPROVAL OF MINUTES
Commissioner Thompson made a motion to approve the minutes from the November 10,
2022 meeting. Seconded by Commissioner Abrams. Motion carried 2-0.
NEW BUSINESS
New Position Duties Statement: Ithaca City School District – Administrative Assistant
The Commission reviewed and discussed a New Position Duties Statement from the Ithaca
City School District. Commissioner Abrams made a motion to classify the position as
Administrative Assistant. Seconded by Commissioner Thompson. Motion carried 2-0.
New Position Duties Statement: Planning Department – Administrative Assistant
The Commission reviewed and discussed a New Position Duties Statement from the
Planning Department. Commissioner Abrams made a motion to classify the position as
Administrative Assistant. Seconded by Commissioner Thompson. Motion carried 2-0.
Revision of Minimum Qualifications – Sidewalk Program Manager
The Commission reviewed proposed expansions to the qualifying degree fields for the
Sidewalk Program Manager position. Commissioner Thompson made a motion to revise
the minimum qualifications for Sidewalk Program Manager as follows:
“MINIMUM QUALIFICATIONS: Graduation from a regionally accredited college or
university or one accredited by the New York State Board of Regents to grant degrees
with a Bachelor’s degree in engineering, planning, architecture, landscape
architecture, environmental studies, public administration, public policy, urban
design, or a related field with similar course curriculum, and one (1) year of full-time
paid project management experience, or its part-time paid equivalent.”
Seconded by Commissioner Abrams. Motion carried 2-0.

Staff for Public Safety
This agenda item remained tabled as no additional information had been submitted.
EXECUTIVE SESSION
Commissioner Abrams made a motion to go into executive session to discuss civil service
examination matters. Seconded by Commissioner Thompson. Motion carried 2-0. During
executive session, the Commission took the following actions:

Commissioner Thompson made a motion to establish the eligible lists specified below for

Authorization to Establish Eligible Lists During December 2022
Commissioner Thompson m ade a motion to authorize Executive Secretary Valerie Saul to
establish eligible lists during the month of December 2022 immediately upon receipt of
examination marks. This will facilitate the immediate appointment of provisional employees.
Ms. Saul will report the establishment of any such eligible lists to the Commission at their
January 2023 meeting. Sec onded by Commissioner Abrams. Motion carried 2-0.

Approval of Personnel Transactions
Commissioner Abrams made a motion to approve the monthly personnel transactions .
Seconded by Commissioner Thompson. Motion carried 2-0.
The next Civil Service Commission meeting will be held Wednesday , January 4, 2023 at
11:30 AM .
With no further business, the meeting was adjourned at 12:14 PM .
