April 7, 2021

Pursuant to NYS Executive Order 202.1 and successive Executive Orders, the meeting was
conducted via Zoom. No public comment was submitted regarding any of the agenda items.
Commissioner Richardson called the meeting to order at 11:36 am.
APPROVAL OF MINUTES
Commissioner Richardson made a motion to approve the minutes from the February 17,
2021 meeting. Seconded by Commissioner Abrams. Motion carried 3-0.
NEW BUSINESS
New Position Duties Statement: Ithaca City School District – Administrative
Applications Support Specialist
The Commission reviewed and discussed a New Position Duties Statement from the Ithaca
City School District. Commissioner Thompson made a motion to classify the position as
Administrative Applications Support Specialist. S econded by Commissioner Richardson .
Motion carried 3-0.
New Position Duties Statement: Ithaca City School District – Administrative Assistant
The Commission reviewed and discussed a New P osition Duties Statement from the Ithaca
City School District. Commissioner Richardson made a motion to classify the position as
Administrative Assistant. Seconded by Commissioner Abrams. Motion carried 3-0.
New Position Duties Statement: Ithaca City School District – Senior Typist
The Commission reviewed and discussed a New Position Duties Statement from the Ithaca
City School District. Commissioner Thompson made a motion to classify the position as
Senior Typist. Seconded by Commissioner Richardson. Motion carried 3-0.
Change in Title and Update of Job Description: Director of Code Enforcement to
Supervisor of Buildings and Code Enforcement
The position of Director of Code Enforcement became vacant in 2020. In preparation for
filling the vacancy, the Director of Planning and Development has requested that the title be
changed to Supervisor of Buildings and Code Enforcement and the job description be
updated to remove responsibility for administering the sign ordinance. This revision will not
change the overall scope or nature of the position. Commissioner Richardson made a
motion to revise the job description as requested and to change the title of the position to

Supervisor of Buildings and Code Enforcement. Seconded by Commissioner Thompson.
Motion carried 3-0.
New Position Duties Statement: Ithaca Fire Department – Fire Lieutenant
The Commission reviewed and discussed a New Position Duties Statement from the Ithaca
Fire Department. Commissioner Thompson made a motion to classify the position as Fire
Lieutenant. Seconded by Commissioner Richardson. Motion carried 3-0.
Revision of Special Requirements – Assistant Fire Chief and Fire Lieutenant
The current language regarding the requirement for EMT certification on both the Assistant
Fire Chief and Fire Lieutenant job descriptions is contradictory in that it states that EMT
certification is required at the time of appointment, but also allows two years to obtain EMT
certification. Emergency medical service has been an integral part of the Ithaca Fire
Department’s operations for decades, and the intention is to have all Assistant Fire Chiefs
and Fire Lieutenants certified as Emergency Medical Technicians at the time of appointment
and throughout employment. Commissioner Thompson made a motion to revise the EMT
certification requirement on the Assistant Fire Chief and Fire Lieutenant job descriptions to
read as follows:
“Possession of a New York State Emergency Medical Technician (EMT) certification
issued by the New York State Department of Health at the time of appointment and
maintenance of said certification for the duration of employment.”
Seconded by Commissioner Richardson. Motion carried 3-0.
EXECUTIVE SESSION
Commissioner Richardson made a motion to go into executive session to discuss civil
service examination matters. Seconded by Commissioner Thompson. Motion carried 3-0.
During executive session, the Commission took the following actions:
CONTINUING BUSINESS
Approval of Rosters of Candidates for Examination
Commissioner Richardson made a motion to approve the Roster of Candidates for
Firefighter Examination #63-219. Seconded by Commissioner Abrams. Motion carried 3-0.
Establishment of Eligible List
Commissioner Abrams made a motion to establish Coordinator of Health Services and
Wellness Eligible List #69-455 for one year. Seconded by Commissioner Richardson .
Motion carried 3-0.

Approval of Personnel Transactions
Commissioner Abrams made a motion to approve the monthly personnel transactions .
Seconded by Commissioner Richardson. Motion carried 3-0.
The next Civil Service Commission meeting will be held Wednesday, May 5, 2021 at 11:30
am. With no further business, the meeting was adjourned at 11:54 am.
