Pursuant to NYS bill S.50001/A.40001, the meeting was conducted via Zoom. No public
comment was submitted regarding any of the agenda items.
Commissioner Richardson called the meeting to order at 11:35 am.
APPROVAL OF MINUTES
Commissioner Thompson made a motion to approve the minutes from the July 7, 2021
meeting. Seconded by Commissioner Richardson. Motion carried 2-0.
NEW BUSINESS
Update of Job Descriptions and Revision of Minimum Qualifications – Customer
Service Representative and Customer Service Representative Trainee
The Commission reviewed proposed updates to the Customer Service Representative and
Customer Service Representative Trainee job descriptions. The updates reflect current
work tasks and procedures; they do not change the overall scope or nature of the position.
Additionally, the minimum qualifications are being updated as follows:
Customer Service Representative:
“Minimum Qualifications: Graduation from high school or possession of a high school
equivalency diploma and two years of full-time paid customer service experience, or
its part-time paid or verifiable volunteer equivalent, which shall have included
experience as a cashier, teller, or similar position responsible for accepting, recording
and/or reconciling payments, at least one year of which must have involved collecting
taxes and other receivables in a municipal office.”
Customer Service Representative Trainee:
“Minimum Qualifications: Graduation from high school or possession of a high
school equivalency diploma and two years of full-time paid customer service
experience, or its part-time paid or verifiable volunteer equivalent, which shall have
included experience as a cashier, teller, or similar position responsible for
accepting, recording and/or reconciling payments.”
Commissioner Richardson made a motion to update the Customer Service Representative
and Customer Service Representative Trainee job descriptions and revise the minimum
qualifications as proposed. Seconded by Commissioner Thompson. Motion carried 2-0.

New Position Duties Statement and Adoption of Job Description: Geographic
Information System Developer
The Commission reviewed and discussed a New Position Duties Statement from the
Department of Public Works and the proposed job description for Geographic Information
System Developer. Commissioner Thompson made a motion to classify the position as
Geographic Information System Developer and adopt the job description as proposed.
Seconded by Commissioner Richardson. Motion carried 2-0.
Request to Waive Residency Requirement for GIS Positions
The Civil Service Commission continued its review of specialized positions for which it is
advisable to permanently expand or waive residency requirements due to a consistently
inadequate local or regional applicant pool. The Department of Public Works has requested
that residency requirements be eliminated for its GIS positions and, based on past
recruitment efforts, the Human Resources Department supports this request. Such a waiver
would be consistent with the permanent waivers granted for all information technology
positions. Commissioner Thompson made a motion to permanently waive the residency
requirement for all levels and specializations of GIS positions. Seconded by Commissioner
Richardson. Motion carried 2-0.
Request to Expand Residency Requirement – Engineering Technician
The Commission reviewed and discussed a request from the Department of Public Works
to expand the residency requirement for Engineering Technician to include the contiguous
counties. The position has been advertised twice and only one application has been
received. Commissioner Richardson made a motion to expand the residency requirement
for Engineering Technician to include the contiguous counties, through the completion of the
next civil service examination process. Seconded by Commissioner Thompson. Motion
carried 2-0.
Request to Expand Residency Requirement – Information Management Specialist
The Commission reviewed and discussed a request from the City Clerk to expand the
residency requirement for Information Management Specialist to include the contiguous
counties. Based on the recruitment difficulties that the City is currently experienc ing and the
specialized qualifications for the position, it is unlikely that an adequate applicant pool exists
within Tompkins County. Commissioner Thompson made a motion to expand the residency
requirement for Information Management Specialist to include the contiguous c ounties,
through the completion of the next civil service examination process. Seconded by
Commissioner Richardson. Motion carried 2-0.
New Position Duties Statement and Adoption of Job Description: Stormwater
Engineer
The Commission reviewed and discussed a New Position Duties Statement from the
Department of Public Works and the proposed job description for Stormwater Engineer.
Commissioner Richardson made a motion to classify the position as Stormwater Engineer

and adopt the job description as proposed. Seconded by Commissioner Thompson. Motion
carried 2-0.
New Position Duties Statement: Youth Bureau – Office Manager
The Commission reviewed and discussed a New Position Duties Statement from the Ithaca
Youth Bureau. Commissioner Thompson made a motion to classify the position as Office
Manager. Seconded by Commissioner Richardson. Motion carried 2-0.
EXECUTIVE SESSION
Commissioner Richardson made a motion to go into executive session to discuss civil
service examination matters. Seconded by Commissioner Thompson. Motion carried 2-0.
During executive session, the Commission took the following actions:
CONTINUING BUSINESS
Establishment of Eligible Lists
Commissioner Richardson made a motion to establish the eligible lists specified below for
the time period indicated. Seconded by Commissioner Thompson. Motion carried 2-0.
Assistant Fire Chief #76-103 (2 years)
Firefighter #63-219 (1 year)
Police Sergeant #74-286 (2 years)
Approval of Personnel Transactions
Commissioner Richardson made a motion to approve the monthly personnel transactions.
Seconded by Commissioner Thompson. Motion carried 2-0.
The next Civil Service Commission meeting will be held Wednesday, October 6, 2021 at
11:30 am. It will be conducted via Zoom.
With no further business, the meeting was adjourned at 11:49 am.
