HomeMy WebLinkAboutMN-CSC-2021-10-06CIVIL SERVICE COMMISSION Regular Meeting October 6, 2021 Commissioners Present: Commissioner Richardson Commissioner Abrams Commissioner Thompson Staff Present: Valerie Saul (Deputy Director of Human Resources) Pursuant to NYS bill S.50001/A.40001, the meeting was conducted via Zoom. No public comment was submitted regarding any of the agenda items. Commissioner Richardson called the meeting to order at 11:36 am. APPROVAL OF MINUTES Commissioner Thompson made a motion to approve the minutes from the September 8, 2021 meeting. Seconded by Commissioner Richardson. Motion carried 2-0. (Commissioner Abrams did not vote due to temporary Zoom difficulties.) NEW BUSINESS New Position Duties Statement and Adoption of Job Description: Deputy City Chamberlain The Commission reviewed and discussed a New Position Duties Statement from the City Chamberlain’s Office and the proposed job description for Deputy City Chamberlain. The Deputy City Chamberlain position is an existing exempt class position, but the title hasn’t been used since the 1980s. The former job description could not be located so an updated version is being adopted. The exempt jurisdictional classification remains appropriate. Commissioner Thompson made a motion to classify the position as Deputy City Chamberlain and adopt the exempt class job description as proposed. Seconded by Commissioner Richardson. Motion carried 3-0. New Position Duties Statement and Adoption of Job Description: Information Systems Endpoint Analyst The Commission reviewed and discussed a New Position Duties Statement from the Department of Public Information and Technology and the proposed job description for Information Sy stems Endpoint Analyst. Commissioner Richardson made a motion to classify the position as Information Systems Endpoint Analyst and adopt the job description as proposed. Seconded by Commissioner Abrams. Motion carried 3-0. Update of Job Description and Revision of Minimum Qualifications – Information Management Specialist The Commission reviewed proposed updates to the Information Management Specialist job description. The updates reflect current work tasks and activities; they do not change the overall scope or nature of the position. Additionally, the minimum qualifications are being updated as follows: Civil Service Commission October 6, 2021 Page 2 “MINIMUM QUALIFICATIONS: A. Graduation from a NYS registered or regionally accredited college with a Bachelor's Degree in Records or Information Management, Public or Business Administration, Communications, Information Technology, Office Administration, Office Management, Library Science or a related field; or B. Graduation from a NYS registered or regionally accredited college with an Associate's Degree in Records or Information Management, Public or Business Administration, Communications, Information Technology, Office Administration, Office Management, Library Science or a related field and two (2) years of full-time paid experience, or its part-time or volunteer equivalent, working in a government or business environment and performing duties related to records management, information management, public information or the issuance of permits or licenses; or C. Graduation from high school or possession of a high school equivalency diploma and four (4) years of full-time paid experience, or its part-time or volunteer equivalent, working in a government or business environment and performing duties related to records management, information management, public information or the issuance of permits or licenses; or D. An equivalent combination of training and experience as defined by the limits of (A), (B) and (C) above.” Commissioner Thompson made a motion to update the Information Management Specialist job description and revise the minimum qualifications as proposed. Seconded by Commissioner Richardson. Motion carried 3-0. Request to Waive Residency Requirement – Water Treatment Plant Operator Trainee The Commission reviewed and discussed a request to waive the residency requirement for Water Treatment Plant Operator Trainee. The position has been advertised with a New York State residency requirement yet only one application has been received. Commissioner Abrams made a motion to waive the residency requirement for Water Treatment Plant Operator Trainee through December 2022. Seconded by Commissioner Thompson. Motion carried 3-0. EXECUTIVE SESSION Commissioner Richardson made a motion to go into executive session to discuss civil service examination and eligible list matters. Seconded by Commissioner Thompson . Motion carried 3-0. During executive session, the Commission took the following actions: Request to Remove Candidate from Eligible List Commissioner Abrams made a motion to disqualify a candidate from Police Officer Eligible List #64-990, pursuant to Section 50.4(a) of New York State Civil Service Law . Seconded by Commissioner Richardson. Motion carried 3-0. Civil Service Commission October 6, 2021 Page 3 Request to Remove Candidate from Eligible List Commissioner Richardson made a motion to disqualify a candidate from Police Officer Eligible List #64-990, pursuant to Section 50.4(a) of New York State Civil Service Law . Seconded by Commissioner Thompson. Motion carried 3-0. CONTINUING BUSINESS Approval of Rosters of Candidates for Examination Commissioner Richardson made a motion to approve the Rosters of Candidates for Examination listed below. Seconded by Commissioner Thompson. Motion carried 3-0. Administrative Applications Support Specialist #21-619 Assistant Superintendent of Public Works (Streets and Facilities) #64-719 Technology Implementation Specialist #21-392 Establishment of Eligible Lists Commissioner Thompson made a motion to establish the eligible lists specified below for the time period indicated. Seconded by Commissioner Abrams. Motion carried 3-0. Code Inspector #62-397 (1 year) Code Inspector #73-502 (1 year) Housing Inspector #62-451 (1 year) Housing Inspector – Ithaca Housing Authority #62-460 (1 year) Technology Implementation Specialist #21-392 (1 year) Approval of Personnel Transactions Commissioner Richardson made a motion to approve the monthly personnel transactions. Seconded by Commissioner Abrams. Motion carried 3-0. The next Civil Service Commission meeting will be held Wednesday, November 17, 2021 at 11:30 am. It will be conducted via Zoom.
