HomeMy WebLinkAboutMN-CSC-2020-12-16CIVIL SERVICE COMMISSION Regular Meeting December 16, 2020 Commissioners Present: Commissioner Thompson Commissioner Abrams Excused: Commissioner Richardson Staff Present: Valerie Saul (Deputy Director of Human Resources) Pursuant to NYS Executive Order 202.1, as extended by NYS Executive Orders 202.14, 202.28, 202.38, 202.48, 202.55, 202.60, 202.67, 202.72 and 202.79, the meeting was conducted via Zoom. No public comment was submitted regarding any of the agenda items. Commissioner Thompson called the meeting to order at 11:50 am. APPOINTMENT OF ACTING CHAIR Commissioner Abrams made a motion to appoint Commissioner Thompson as Acting Chair of the meeting. Seconded by Commissioner Thompson. Motion carried 2-0. APPROVAL OF MINUTES Commissioner Abrams made a motion to approve the minutes from the November 18, 2020 meeting. Seconded by Commissioner Thompson. Motion carried 2-0. NEW BUSINESS Update of Job Description – Specialist in Recreation for Individuals with Disabilities The Commission reviewed proposed updates to the Specialist in Recreation for Individuals with Disabilities job description. The updates reflect current work activities, including the implementation of virtual programming; they do not change the overall scope or nature of the position. Commissioner Abrams made a motion to update the Specialist in Recreation for Individuals with Disabilities job description as proposed. Seconded by Commissioner Thompson. Motion carried 2-0. New Position Duties Statement: Youth Bureau – Recreation Program Specialist The Commission reviewed and discussed a New Position Duties Statement from the Ithaca Youth Bureau. Commissioner Thompson made a motion to classify the position as Recreation Program Specialist. Seconded by Commissioner Abrams. Motion carried 2-0. Request to Expand Residency Requirement – Stock Room Clerk The Commission discussed a request from the Department of Public Works to expand the residency requirement for the Stock Room Clerk vacancy to New York State. The position has been advertised three times in 2020 with a Tompkins County residency requirement and has produced limited candidates. Commissioner Thompson made a motion to expand the residency requirement for the Stock Room Clerk vacancy to New York State, through the completion of the exam process. Seconded by Commissioner Abrams. Motion carried 2-0. Civil Service Commission December 16, 2020 Page 2 EXECUTIVE SESSION Commissioner Abrams made a motion to go into executive session to discuss civil service examination matters. Seconded by Commissioner Thompson. Motion carried 2-0. During executive session, the Commission took the following actions: CONTINUING BUSINESS Addition of Candidates to Continuous Recruitment Eligible Lists Commissioner Abrams m ade a motion to add candidates to the continuous recruitment eligible lists. Seconded by Commissioner Thompson. Motion carried 2-0. Approval of Personnel Transactions Commissioner Abrams made a motion to approve the monthly personnel transactions . Seconded by Commissioner Thompson. Motion carried 2-0. The next Civil Service Commission meeting will be held Wednesday, January 6, 2021 at 11:30 am. With no further business, the meeting was adjourned at 12:04 pm.
