COMMUNITY POLICE BOARD MINUTES
Regular Meeting 3:30 p.m. August 24, 2022

Call to Order: 3:30p.m.
Approval of the June 22, 2022 Community Police Board Meeting Minutes-
Resolution:

be approved as published.

Report from Common Council:
Alderperson McGonigal reported that the Reimagining Group he is chairing has met
once. There are 5 members of Council on the Committee, and they are to have a report
ready by the end of the year. They will be looking at training at IPD, call types and how
to delegate unarmed response and what training they will have. Meetings are the 2nd
Wednesday of the month at 6pm. They will be public/ televised. IPD and DA will be
speaking.
A group has been formed on making recommendations on hiring the next Chief of
Police, 3 qualified candidates have come through. They will be re-opening the search
for a short period of time to see if they can get more applicants.
A brief discussion about the group preferring to meet in person, and preferring the
access that public is allowed to open meetings when they are held in person occurs.
Alderperson McGonigal lets the group know that the Reimagining group will be
reviewing the Community Police Board’s purview and will want their input and feedback
regarding their oversight and any changes that it may undergo. They will also be looking
at traffic stops and data, including the racial component of stops. A discussion about the
nature of the traffic stop data collection occurs.
The group has a discussion about the definition of “Reimagining” and the scope of the
undertaking that the Reimagining group is embarking on. A subsequent discussion
about how much involvement IPD and the DA will have in the process ensues.
Alderperson McGonigal goes on the explain that this group will be looking closer at
things like call type response and bringing in IPD and the DA and make clear what
types of calls are required to have Law Enforcement presence. They are to be a guiding
resource. IPD will also offer their opinion on what types of training would be best to
pursue for the Department.
A request is made that if the Reimagining Group will be discussing the Community
Police Board, the board would like to meet to create a presentation or prepare
something for them.
Report from the Police Department:
DC Monticello reported on IPD retirements, and on the staffing shortages at IPD. He
stated that there is a surge in violence and acts of burglary. There will be a report to City
Administration about technology items requested to assist the Department with adapting
to shortages in officers. There are 13 vacancies/ upcoming vacancies at IPD.
A question was asked about body cameras and the 30 second delay when the cameras
are turned on/ activated. The cameras are always recording, but the audio does not
begin recording until the camera is “activated’, resulting a delay.
MOTION TO ENTER INTO EXECUTIVE SESSION TO DISCUSS ACTIVE
INVESTIGATIONS:

RESOLVED, That the Community Police Board enter into Executive Session to discuss active
investigations.

RECONVENE:
The Community Police Board reconvened into Regular Session with no formal action taken.

On a motion the meeting adjourned at 4:45 p.m.
