COMMUNITY POLICE BOARD MINUTES
Regular Meeting 3:30 p.m. March 23, 2022

ELECTION OF A CHAIR FOR 2022
Commissioner Rogers nominated Shirley Kane
MOVED by Commissioner Onyejuruwa, Seconded by Wright
UNANIMOUS
APPROVED Chair Kane hereby appointed as the 2022 Chair of the Community Police Board
REPORT FROM THE POLICE DEPARTMENT:
Acting Chief Joly shared that there will be an Officer sworn in tomorrow, CPB is welcome to
join the hybrid meeting. He starts Academy Monday. There are 3 Officers in field training as
well as 1 in Academy. A new Sergeant position has been created to handle Policy , Procedure, &
Accreditation. Community Outreach has been folded into Mary Orsaio’s role.
No Complaints this month internally. Working on recruitment- outside contractor helping.
A conversation ensued surrounding the Reimagining Public Safety Plans and how they impact
IPD and their current structure and restructuring work. AC Joly stated that the group is not
working directly with IPD in a way that he feels is helpful. The group discussed their mutual
dissatisfaction with their involvement in the process. The Board decided to draft a letter to
Common Council regarding their stance on the Plans to be revealed to Common Council at their
upcoming meeting.
REPORT FROM THE COMMON COUNCIL LIAISON:
Alderperson McGonigal shares his participation on the Working Group for Reimagining Public
Safety, and that the recommendations will be shared soon and then can be openly discussed.
States that he values the Community Police Board’s input and that he would support them
drafting a letter to Common Council.
REPORT FROM STAFF: Confidentiality agreements are available to sign at the Clerk’s
office.
NEW BUSINESS:
Discussion regarding sharing of Compliments given to IPD with Common Council. The group
decided that since Complaints are not shared with Common Council it would be unbalanced to
report out only Compliments. Protocol was not affected.
ADJOURNMENT:
On a motion the meeting adjourned at 4:53 p.m.
