COMMUNITY POLICE BOARD MINUTES
Regular Meeting 3:30 p.m. February 23, 2022

SPECIAL PRESENTATION:
Schelley Michel-Nunn, Deanna Carrithers, & Monalita Smiley joined for a presentation
on Reimagining Public Safety. The update gave an overview of the city & county
specific aspects of the plans for Reimagining Public Safety, as well as those that will be
implemented in tandem. The timeline for release of the City of Ithaca’s Working Group
Report was shared, as well as the outline of timeline and processes for the other plans
that are being reviewed and implemented.
A Q & A followed, with CPB members inquiring about data collection processes; the
struggles of community relations and law enforcement, and their staffing issues and
how this all is being considered within the scope of the Reimagining Plans; The County
Pilot Project; the future of the Citizen Oversight process and how it would work in
context of the county and the city; The Community Justice Center and the process of
hiring of the new Police Chief.
The Community Police Board offered to share their Annual Report with the Project
Managers, along with their letter opining that civilian review of law enforcement be
considered separately from the other plans within the scope of Reimagining Public
Safety.
Expansion on what other organizations the Reimagining process is involving, as well as
the in-person community input sessions.
The presenters stated that they would be happy to return.

APPROVED Chair Kane hereby appointed as the 2022 Chair of the Community Police
Board
INTRODUCTIONS
The Board introduces themselves to new Common Council Liaison George McGonigal,
and he to them.
REPORT FROM THE COMMON COUNCIL LIAISON:
Alderperson McGonigal shares his participation on the Working Group for Reimagining
Public Safety, and that the recommendations will be shared soon and then can be
openly discussed. States that he values the Community Police Board’s input.
REPORT FROM THE POLICE DEPARTMENT:
Deputy Chief Monticello shared an update on recruits in field training, promotions, and
lateral movement within the Department. There will be a new Executive Assitance for
the Chief- Kate Burke, and Kate Turecek will be retiring. Sergeant Tomberelli retired in
January.
Hiring and recruiting remains a challenge, the Department has brought in a recruitment
specialist to assist with this process. Short staffing remains a struggle, the Department
is doing it’s best to maintain a level of service.
Questions from the Board center around meeting the recruitment person, and the
promotions and changing in staffing, and lateral transfers, how many budgeted positions
remain empty (6 or 7), and diversity of recruits.
REPORT FROM STAFF:
PIS Faraday shared compliment that was sent to CPB email and IPD and will push a
reminder for the Common Council meeting on Wednesday 2, 2022.
Chair Kane shared a reminder to not use personal phones to contact Complainants, and
and that we still have 2 vacancies.
NEW BUSINESS
Draft Annual Report for 2021
A discussion about how the CPB has felt about their involvement in the Reimagining
Public Safety process and how that position arose.
Motion to pass the 2021 Annual Report with agreed edits
Moved by Commissioner Onyejuruwa, Seconded by Wright
UNANIMOUS
APPROVED that the 2021 Annual Report be submitted given discussed edits and
additions.

Motion to enter executive session to discuss case 2022-1
ADJOURNMENT:
