Congratulations to the twelve County employees who were NEW AUTO:

As I write this column, the New York State Senate and Assembly Rate - 7.75% - 1 - 48 months
have just wrapped up their work on the 2000 -01 state budget Rate - 8.25% - 49 - 60 months
and we are beginning our own 2001 County budget preparation.
For Albany it's a significant improvement over last year, when we 1995 AND OLDER:
almost passed ours first - even after spotting them a six -month Rate - 9.40% - 1 - 48 months
head start. Capital needs are still among the most serious issues
facing the County Board, with major decisions pending on items MOTORCYCLE:
such as jail construction, communications systems, public works 10% DOWN PAYMENT
facilities, future use for the old library, and many others. We New (1 year and newer)
have been fortunate to be working with a budget surplus in Rate - 8.90% - 1 - 72 months
recent years and based on the year -end figures for 1999, that
will be the case for one more year. In fact, does this whole Over 2 years
scenario sound like last year to anyone else? Tough issues don't Rate - 9.40% - 1 months
go away that easily.
BOATS:
One major reason for the 1999 budget surplus was a record year New (1 year and newer)
for sales tax revenue. For the first time in history, our income Rate 8.90% - 1 - 96 months
from sales tax exceeded $20 million. We can of course hope Over 2 years
that the upward trend of the past several years will continue, but Rate - 9.90% - 1 - 72 months
many are wondering what the long -term impact will be of
internet shopping. Up to this point, Congress has declared a UNSECURED:
moratorium on taxing such transactions, but the future of this Max. Term - 36 months
exemption is currently being debated. There is a proposal that Max. amount is $5,000
would eliminate the exemption for in -state transactions and one Rate - 8.90% - 1 months
that would tie the expiration of the exemption to simplifying Rate - 10.80% - 13 - 24 months
state and local sales tax codes. Ultimately the best bet is that Rate - 11.90% - 25 - 36 months
there will be a temporary extension of the moratorium while the
impact of it is further studied. No one wants to slow down SHARES:
growth in this segment of the economy, which would likely send Share Draft Checking
the NASDAQ into a downturn. At least to this point the impact
on Tompkins County seems minimal, but perhaps in the near Rate - 1.25%
future this will make lost revenue from shopping trips across the Yield - 1.26%
border look like peanuts. It is an issue that we will be expecting Regular Shares ($100 - $4,999)
our national associations to keep tabs on as they represent our Rate - 3.00%
interests in Washington. Yield - 3.05%
