Thank heaven for those County Employees who do eight week course! take their role seriously! 1 COUNTY ADMINISTRATOR'S REPORT by Scoa Heyman Sales tax receipts for the second quarter of 1993 met expectations. This may not sound earth - shattering, but those receipts have been disappointing for three straight years. Sales tax receipts have a direct bearing on the spending authority of nearly every County department under the Fiscal Plan in effect for the past two years. If sales taxes continue to hold to predictions, department heads and other department budget managers will be much better able to fund added costs for health insurance (up 15.1% next year), retirement, and any salary increases negotiated with employee groups. The Inservice Education committee, chaired by Youth Bureau Director Nancy Zahler, continues to develop proposals to upgrade dramatically the number and quality of inservice education opportunities available to County employees. The Committee, made up of volunteers from a number of departments and of Employee Council representatives, has developed training that will be offered to departments in connection with implementation of the new policy on performance review that is expected (at this writing) to be approved by the County Board on August 10. The Policy was developed by the Professional Growth and Development committee of Employee Council and by Department Heads. While offering this training, the Committee will be surveying a large number of employees about the training offerings that they feel are needed. It is hoped that the Daniel Tompkins Academy, or by whatever other name it is known, will be up and running in 1994. Talk to the Committee's members to learn more about their work -- they are: Nancy Zahler, Sue Robinson, Cheryl Nelson, Hiroshi Takashima, Cherrie Conover, Karen Rose, Sheila Ferrari, Phil LaPadula, and Joanne Conley. COUNTY SAFETY SHORTS by Frank Cnneau If you have not heard, I am officially on board as the new Safety and Health Coordinator. 1 plan to have a monthly "SAFETY SHORT' to update you , on County safety concerns, remind you of annual requirements in accordance with Federal and State standards, or stress how we can all do our job more safely. I want to thank RON ELSTON of Buildings and Grounds, for taking me on a tour. This helped me meet numerous department heads and their employees in a relatively short time. Thanks again Ron - you're super!! This month I want to remind you of your right to access under the Code of Federal Regulations (CFR) part 1910.20, to your medical and exposure records. Access is defined as the right and opportunity to examine or obtain a copy of these records. Send your request for medical records to the Personnel Department. Send your request for exposure records to me at the Health Department. COFA Employee to Manage H.O.S.T. Program David Stoyell, a part -time Outreach Worker with the County Office for the Aging, has been hired by Cornell Cooperative Extension to direct its H.O.S.T. Program on a temporary basis. The H.O.S.T. Program (Housing Options for Seniors Today) operates out of the Office for the Aging and provides education /counseling for seniors and their families on a one -to -one and group basis. Referrals may be made for financial planning, housing repairs, or improvements to adapt the home to changing needs. Other housing options include private apartments, homesharing, accessory apartments, elder cottages, complexes and nursing homes. Mr. Stoyell, who will be getting married in late August, is currently the Outreach Coordinator at COFA for the Social Integration Project which matches volunteers with legally blind seniors.
