REDEDICATION
The Rededication was held March 30, 1993 and Master

thanks were given to many including Jeanne Boodley for
interior decorating and Craig Hopkins, Project Manager.
The "O ld Jail" was constructed in 1932 for a cost of
$1 and housed 33 prisioners.

EMPLOYEE COUNCIL CHAIR'S REPORT

Do you remember way back to November 1990? If so, then you probably will remember receiving and completing a survey
about how you felt about several areas of your employment with Tompkins County. This survey was the product of the
Recruitment and Retention Committee. This committee was comprised of volunteers from County departments. Their purpose
was to try and find out:
1. Why do people come to work for Tompkins County? ,
• 2. What makes people stay as employees of Tom Tompkins County?

3. What makes people not want to stay as employees of Tompkins County?
The survey that you completed was an attempt to answer those questions.
After the survey was completed, the Recruitment and Retention Committee reorganized and held elections and became the
Employee Council. Employee Council members are elected from the various geographic locations of County buildings.
When the Employee Council was established, it divided into committees to work on specific areas that needed attention as
spelled out from the survey results. One of the major areas needing attention was that of professional growth and development.
So, the committee of Professional Growth and Development, as its first task, was charged with developing a performance review
policy.
The committee worked diligently during its first year. Then in September of 1992 Employee Council elections were held,
and the membership on that committee was somewhat changed. Therefore the new committee kept the "ball rolling ". They
asked for and received input of the Department Heads which made the development of the policy a collaborated effort,
involving representation of all groups that would be affected by the policy (stakeholders).
Once the policy is finally approved by the Board there will be County-wide training on its implementation. More information
is being developed on that subject by the Training and Education Committee so stay tuned for further developments.
The Professional Growth and Development Committee is to be commended for their diligence in getting this task
accomplished. It was a real example of collaboration and involvement of all interested parties to address a need expressed by
the employees of Tompkins County.
