Present: Planning Board Members Chair F. Cowett, J. Leijonhufvud
Attorney S.O. Shah, Deputy Clerk K. Perkins, Alternate Member E. Quaroni, Mayor L.

Item 1 – Meeting called to order
• Chair F. Cowett opened the meeting at 7:01 pm.
• Chair F. Cowett stated that E. Quaroni has resigned as a full Board member and been
appointed as the Board’s Alternate Member, and M. Johnston has been appointed as a
full Board member for the remainder of E. Quaroni’s term.
• Chair F. Cowett further stated that Board members M. Johnston, M. McMurry, and R.
Segelken are absent, and Alternate Member E. Quaroni is appointed a full voting
Board member for this meeting.
Item 2 – March 24, 2025 Minutes
• The Board reviewed the minutes of the March 24, 2025 meeting.

APPROVING MINUTES OF MARCH 24, 2025
RESOLVED,that the written, reviewed and revised minutes of the March 24, 2025
meeting are hereby approved.

Item 3 – Rescheduling May Planning Board Meeting
• Chair F. Cowett stated that the fourth Monday of May is Memorial Day and therefore
the Board needs to reschedule its May meeting; he recommended that the May 26
meeting be rescheduled to May 19.

• The Board agreed to reschedule its May meeting to Monday May 19.

RESCHEDULING MAY 2025 PLANNING BOARD MEETING
RESOLVED,that the next meeting of the Cayuga Heights Planning Board shall be
rescheduled from May 26, 2025 to May 19, 2025 at 7:00 pm at Marcham Hall.

Item 4 – Public Comment
• No members of the public wished to comment.
Item 5 – Comprehensive Plan Update
• The Board resumed its discussion on updating the Village’s Comprehensive Plan.
• Chair F. Cowett asked Deputy Clerk K. Perkins when the second Planning Board
survey of Village residents will be published and available to Village residents.
• Deputy Clerk K. Perkins replied that the second Planning Board survey has already
been published and is available via the Village’s website; it will also be included in the
next iteration of the Village’s ENewsletter on this coming Friday.
• J. Leijonhufvud asked if the first Planning Board survey can remain available on the
Village website.
• Deputy Clerk K. Perkins replied that the first Planning Board survey hasn’t been
taken down and is still available.
• J. Leijonhufvud asked if there have been any new responses to the first survey.
• Deputy Clerk K. Perkins replied that there was one new response recently.
• J. Leijonhufvud asked if the second Planning Board survey will still be publicized to
Village residents via a note accompanying the annual Village tax notice.
• Deputy Clerk K. Perkins replied that it would.
• Chair F. Cowett asked when the Village tax notice will go out.
• Deputy Clerk K. Perkins replied that the tax notices will go out on June 1.
• Chair F. Cowett stated that, as the second Planning Board survey focuses on the
Community Corners area, he wanted to inform the Board of an email exchange he
had had with L. Schill, Cornell Planning; it has long been rumored that Cornell has a
right of first refusal to purchase the former Ithaca Country Club site, which is now

the RaNic Golf Club, should that property be put up for sale; L. Schill confirmed that
Cornell does indeed have such a right of first refusal, although Chair F. Cowett isn’t
clear as to its specific terms.
• Chair F. Cowett further stated that he had attended a town-gown conference hosted
by Cornell dealing with the need for additional housing in Tompkins County; he was
especially interested in the discussion concerning the need for middle housing, which
typically refers to buildings with multiple unit such as duplexes, townhouses, and
fourplexes, and represents a more affordable housing option to single-family homes,
depending upon the price point for residential units; he stated that the City of Ithaca
is considering amending its zoning ordinance to facilitate development of accessory
dwelling units (ADUs) in certain parts of the city; although the Comprehensive Plan
provides a road map for the future and is not a zoning document, the Village Planning
Board may wish to recommend something similar when updating the Comp Plan to
facilitate more affordable housing options in the Village.
Item 6 – New Business
• Chair F. Cowett stated that the next meeting of the Planning Board will be held on
Monday May 19, 2025 at 7:00 pm at Marcham Hall.
