SPECIAL MEETING
Present: Mayor Woodard; Trustees: Biloski, Conway, Fleming, Hubbell, Robinson, and Salton; Village Clerk
Walker.
1. Call to Order: Mayor Woodard calls the meeting to order at 7:03 p.m.
2. Privilege of the Floor: No member of the Public wishes to speak
3. Executive Session:
Resolution: 10071
WHEREAS: The NYS Open Meeting Law §105 prescribes matters for which a public body may conduct an
executive session; and,
WHEREAS: Upon a majority vote of its total membership, taken in an open meeting under a motion
identifying the general area or areas of the subject or subjects to be considered; and,
WHEREAS: The conduct of an executive session for these enumerated purposes only, provided, however, that
no action by formal vote shall be taken to appropriate public money:
THEREFORE, BE IT RESOLVED THAT An Executive Session of the Village of Cayuga Heights Board of
Trustees is conducted for subsection (F), the medical, financial, credit, or employment history of a particular
person or corporation, or matters leading to the appointment, employment, promotion, demotion, discipline,
suspension, dismissal, or removal of a particular person or corporation;
Motion: Trustee Robinson Second: Trustee Salton Ayes: Mayor Woodard; Trustees: Conway, Fleming, Hubbell, Robinson, and Salton Nays: none Abstentions: none
Motion Carried
Village Board of Trustees exits an Executive Session and returns to an open meeting at 7:52 p.m.
4. Brent Cross Engagement Agreement:
Resolution: 10072
BE IT RESOLVED THAT the Village of Cayuga Heights Board of Trustees approves and authorizes Mayor
Woodard to sign the fee for services for a professional Engineer and construction management with Lacross
Development for one year, providing the Professional Liability.

5. Village PBA Contract:
Resolution: 10073
BE IT RESOLVED THAT the Village of Cayuga Heights Board of Trustees approves and authorizes Mayor
Woodard to sign the Village PBA Contract dated June 1, 2026, to May 31, 2029, incorporating the Medicare
wording changes as discussed.
Motion: Trustee Hubbell Second: Trustee Biloski Ayes: Mayor Woodard; Trustees: Biloski, Conway, Fleming, Hubbell, Robinson, and Salton Nays: none Abstentions: none
Trustee Conway states that he appreciated everyone going through his questions so he can have a better
understanding of the changes. In the future, he would like to have information shared earlier in the discussion, so if
there are questions, they could be answered before approving the contract.
