Item 1 – Meeting called to order
• Chair F. Cowett opened the meeting at 7:01 pm.
• Chair F. Cowett welcomed M. McMurry back to the Planning Board as a full voting
member; Attorney R. Marcus and Board Member J. Leijonhufvud will not be
attending the meeting; Alternate M. Johnston is appointed a full voting member of
the Board for this meeting.
Item 2 – March 28, 2022 Minutes
• The Board reviewed the minutes of the March 28, 2022 meeting.

RESOLUTION No. 345
APPROVING MINUTES OF MARCH 28, 2022
RESOLVED, that the written, reviewed and revised minutes of the March 28, 2022
meeting are hereby approved.
Aye votes – Chair F. Cowett, M. Johnston, M. McMurry, E. Quaroni, R. Segelken
Opposed – None
Item 3 – Public Comment
• C. Drinkwater, 317 Warren Road, stated that she is a long-time member of the Ithaca
Country Club, now the RaNic Golf Club, and is concerned about RaNic’s plans and
their potential impact to Warren Road.
• Chair F. Cowett stated that the Planning Board is not going to discuss RaNic’s plans at
this meeting, but is only going to vote on a resolution to attend a joint meeting with

the Village’s Board of Trustees at RaNic on May 10 at 3 pm with a rain date of May 11
at 3 pm; this will be a public meeting and C. Drinkwater is welcome to attend.
• B. Brittain, 135 Warren Road, asked if representatives of the Town of Ithaca will be
attending the March 10 meeting.
• Chair F. Cowett replied that Town of Ithaca representatives will be attending the
meeting.
• C. Franck, 305 Roat Street, and S. Davis, 307 Roat Street, also informed the Board of
their interest in RaNic’s plans.
Item 4 – RaNic Meeting
• Chair F. Cowett stated that a joint meeting of the Planning Board with the Village’s
Board of Trustees has been scheduled at the RaNic Golf Club on Tuesday May 10,
2022 at 3:00 pm, with a raindate on Wednesday May 11, 2022 at 3:00 pm; the meeting
will focus on a proposal by RaNic to make substantial improvements to the golf club
and a request by RaNic for the Village to create a Planned Development Zone (PDZ)
to facilitate those improvements.

RESOLUTION No. 346
TO SCHEDULE A SPECIAL JOINT MEETING OF THE PLANNING BOARD
WITH THE VILLAGE’S BOARD OF TRUSTEES
AT THE RANIC GOLF CLUB
RESOLVED, that the Planning Board schedule a special joint meeting with the Village’s
Board of Trustees at the RaNic Golf Club on Tuesday May 10, 2022 at 3:00 pm, with a
raindate of Wednesday May 11, 2022 at 3:00 pm.

Opposed – None
• M. McMurry asked Code Enforcement Officer B. Cross if RaNic has submitted a
formal application to the Village for consideration of a PDZ.
• Code Enforcement Officer B. Cross stated that a formal application has not yet been
submitted; RaNic is seeking additional feedback from the Village before submitting a
formal application.
• Code Enforcement Officer B. Cross additionally stated that he touched base with
Kelly Thompson of Bergmann which in 2019 conducted for the Village a study of the
intersections in the Community Corners area; the Village has been waiting to see the

impact, if any, of Cornell’s North Campus Residential Expansion (NCRE) project on
Community Corners traffic before considering further the Bergmann study and its
proposals for intersection improvements; it is possible that the Village’s Board of
Trustees will seek a peer review of any traffic study commissioned by RaNic and
Bergmann will be able to provide such a review.
• E. Quaroni asked whether the NCRE project has created additional traffic in the
Community Corners intersections.
• Code Enforcement Officer B. Cross replied that in his judgment there has not been a
substantial increase in traffic attributable to the NCRE project, but the project is only
50% completed.
• R. Segelken asked whether construction vehicle traffic associated with the NCRE
project has caused damage to Village roadways.
• Code Enforcement Officer B. Cross replied that there has been some damage to
Village roadways associated with the NCRE project, but the damage has been less
than originally feared; the Village has received approximately $285,000 from Cornell
to pay for this damage.
• M. Johnston stated that if Code Enforcement Officer B. Cross has any questions about
the NCRE construction schedule or with the schedule of other construction projects
on North Campus, he can provide B. Cross with that information.
• Code Enforcement Officer B. Cross thanked M. Johnston for his offer.
Item 5 – New Business
• The Board’s next regularly scheduled meeting is Monday, May 23, 2022 at 7:00 pm.
