Call to Order: Mayor Woodard calls the meeting to order and requests an Executive Session at 7:05 p.m.

BE IT RESOLVED THAT: the Board of Trustees enter into Executive Session for the purpose of discussing the
medical, financial, credit or employment history of a particular person or corporation, or matters leading to the
appointment, employment, promotion, demotion, discipline, suspension, dismissal or removal of a particular person or
corporation.

BE IT RESOLVED THAT: The Board resolves to hire Jerry Wright as the Chief of the Cayuga Heights Police
Department at the initial annual salary of $119,109.71, with the other terms of his employment to be in
accordance with an employment agreement that the Mayor is authorized to sign once approved as to form and
substance by the Village’s labor law counsel.

New hire looks good, and after that segent 3 of 4 are eligible for seggent direction we are going. Overtime number was
down even short handed over the last few months.

Report of Fire Superintendent Tamborelle Down south on emergency response

a. LED Tad Palmer, Chris artensing ( by phone )and Terry Carroll- inventory and surveyed all village lights. 16
duplicates and really no explanation to why, we have 180 business days, numbers don’t reflect the true
numbers. We do have the year the light was put in. Trustee Friend ask about all the overpayments, a number is
what will make them happy B. Cross stated. The City of Ithaca consultant will have the expertise
Terry Carroll will provide a GIS and GPS mapping system and the Police dept will be able to map the working or
not based on the database. Texas lane has a high number of street lights out. Still more information is needed.
Challenge of foliage stuff growing into or on the light may fall back on the Villages responsibility. Reinforcing the
poles is an issue. Due to the public utility there should be some sort of safe condition. Scab repairs. Early days of
the village an easement with nyseg or public.
Mayor Woodard introduces Penny Rich as the new Deputy Clerk to the board who is in attendance
B. Violence in the workplace survey, most have been returned
Report of the Trustees
ITCC Meeting and the application for CAP Ithaca city, town of Dryden US, 14 applications in region 3 we should be
notified by the end of the year.
N. Campus Development. Official application made and the city of Ithaca will be the lead agency. Through the SEQR
process the Village will have an opportunity to speak to the issues. Big issues to us that the town of Ithaca annexation
of the land underneath and allow the city of Ithaca to concept is the tax-exempt property already then giving the land to
the city might be a way to avoid the involvement. The Fire district will still affect the Village. Permanent traffic
patterns will be a long-term issue.
Net affect of numbers of new added students is still unknown.
Traffic Study commit to a peer review origin and destination information - Planning Board, which is why to our study should
be
Salton concern we need to take into account other factors from others, ie planning board, N. Campus
B.Cross- application has been made, our planning board has to tell the City what we want. Peer review needs to be done, and
we will have to help pay for the cost.
McMurry- coordination with the others intergrate with our study. 5 intersects and traffic flow and provide alternatives. Of
the 5 intersections 2 are F and slow traffic flow gives the low grade
Trustee Salton Consortium is doing very well 5% for next year. Cayuga county is looking to join, balance sh eet is very 6
million. Over head is very low we have
Report of ASPW Wiese
New mini escavator and 2 new 1 ton pickup trucks, October we will have one goto auction,
Trustee Robinson – Bridge on Highland and new LED lights and they really haven’t worked or add. It was a test.
Trustee Salton conmends the DPW and paving on the parkway and the water flow was working well. Trustee
Robinson also commends the job on Triphammer with the manholes.
