Monthly Report March 2018
We slowed down in March and for the first time in a long time we ran only 33 calls in a month. We had
13 calls in the Village of Cayuga Heights, 7 calls in the Town of Ithaca and 3 requests for mutual aid.
There were 20 EMS calls and 13 fire runs. The month was fairly routine and the calls came in clusters,
at one point we went 5 days without a single call, members were asking if their pagers had stopped
working.
In what we lacked for call volume in March we made up for in training for the department. We held our
three recruit trainings and all of the new members also sat through the CPR original class on the second
week. It was a very busy two weeks. We are revamping our training schedule at the department. We
have been doing many trainings geared toward the interior firefighter and since we have many members
who are not interested in reaching that level they have felt left behind. We will now do one each of
interior, exterior, EMS and checklist work training through the month. This was well received and made
perfect sense to the training staff. All members can benefit from all training but a focus on specific skill
sets to each level makes everyone feel included and well trained.
The LED lighting project was done in the bays in March. It was an amazing change to that area. All of
the lights now work and the areas are well lit. It had been some time since the gear bay had working lights
and we gotten used to getting geared up in the dim light. When we were all in that bay after the change
over many comments were made about how nice it was to see what we were doing. The main truck bay
area had large metal halide lamps on the ceiling and along the walls that took about 5 minutes to warm up
and provide full lighting. These were powered by ballasts that weighed about 10 pounds. The ballasts
were removed and the lights got direct wired and replaced with LED lamps. The new lights turn on
instantly and provide full light as soon as the switch is turned on which is very nice. It is hard to describe
how much of a difference this project made in the bays and we are looking forward to the rest of the
station being done in June.
Fire Department elections were held in late March and the slate is to be presented at the Trustees
Meeting in April for approval. All of the chief officers and three of the lieutenants positions have
remained the same. FF Mike Garrett was elected to the open lieutenants spot and now gives us a full
complement of officers. The open position was vacant after Lt. Irwin Tendler left for a PhD Program at
Dartmouth last July. All of the elected officers meet the departments training requirements and have
been approved by Fire Council. These officers will be sworn in by the Mayor at the Installation Dinner
on April 21st.
We look forward to our Installation Dinner in April. This is the one time of the year we all get together
to relax for an entire evening. Many former members come in from out of town to celebrate with us.
The Lansing Fire Department provides coverage for fire responses for our district for the night and a
couple of our EMTs who are not 21 have volunteered to provide EMS coverage. We always look
forward to this evening.

Riding on sidewalks prohibited; exceptions.
No person shall ride, drive or operate a bicycle or adult tricycle on any public sidewalk or footpath intended for
use by pedestrians. This provision shall not apply to children 14 years of age or under nor to anyone who,
because of a disability, requires the use of a bicycle or adult tricycle as a means of transportation or mobility. In
the case of any permitted operation of a bicycle or adult tricycle on any public sidewalk or footpath intended for
use by pedestrians, pedestrians shall have the right of way.
In the event of a violation of this section by a person between the ages of 15 and 17, the police officer shall not
issue a summons to such person aged 15 through 17, and the police officer only shall issue the summons to a
parent or guardian of such person if the violation by such person occurs in the presence of such person's parent
or guardian

Re:Report of the Police Department for March 2018
In the month of March, the police department received 379 calls for service. In addition to these calls 54 uniform
traffic tickets were issued and 8 parking violations were cited. A breakdown of the calls for service is as follows:
There were no Felony Incidents handled.
4 Penal Law Misdemeanor complaints were handled; 1 for Criminal Mischief, 1 Larceny, and 2 for Fraud. The
Criminal Mischief incident was reported by a resident stating that there was an object jammed into her lock,
possibly attempting to break in. The officer was cancelled while en route after the complainant stated they were
able to unlock the vehicle without further issues. The larceny complaint consisted of a resident stating that their
pool que was taken from their unsecured motor vehicle. There are no suspects or leads in this case. The two
Fraud complaints received were both involving residents being subject to phone scams. 1 of the calls claimed to
be from the Sheriff’s Department and that the resident had missed Jury Duty. The other call claimed to be from
the IRS stating that the resident owed money. Both residents were advised to update their passwords and security
codes on all accounts and to monitor their accounts closely for any discrepancies.
3 Misdemeanor Vehicle and Traffic incidents were handled. 1 of the incidents was taken as a Motor Vehicle
Accident where the driver was found to be driving while intoxicated. Charges of DWI and Operating a MV with
.08 of 1% or More of Alcohol in the blood were filed. The remaining two incidents stemmed from traffic stops
where the driver was found to be and charged with Aggravated Unlicensed Operation of a Motor Vehicle 3rd and
AUO 2nd.
2 Penal Law Violations reported, 1 for Drugs, and 1 for Harassment. The Drug incident occurred during the time
of one of the above-mentioned traffic stops. The driver was found to be in possession of marijuana and was
charged with Unlawful Possession of Marijuana. The Harassment complaint was reported by a tenant that said
their landlord was purposely being loud while they were trying to sleep. The on-duty officer made contact with
the landlord and the dispute was settled for the time being. The tenant is in the process of being evicted.
3 Local Law Violations were handled, 1 for Dog Control and 2 for Noise. A lost dog complaint was received. After
several sightings by neighbors, the dog was returned to the owner. A Noise complaint was received from a tenant
of an apartment building stating that a tenant in another apartment was being loud. Upon officer arrival no
violation of noise was observed, however the suspect tenant was contacted and advised to keep the noise

down. The second complaint was of a loud party. Contact was made with the house president who was issued
a warning to keep the noise down or a citation would be issued.
There were 3 motor vehicle accidents reported, none involving deer.
In summary 3 persons were arrested and the following 5 charges were filed: 1-DWI, 1-Operate a MV with .08
of 1% or More Alcohol, 1-Aggravated Unlicensed Operation of a MV 2nd, 1-Aggravated Unlicensed Operation MV
3rd, 1-Unlawful Possession of Marijuana.
Over the course of this month police department members took part in the following trainings and events: On
Tuesday, March 20th, Officers James Manning and Hillari Ninivaggi joined the home coming procession of
Honorary IPD Officer Colin Toland.
The full-time officers worked a total of 35 hours of overtime and the part time officers worked a total of 174
hours.

vouchers 790-876 in the amount of $227,838.41 and the Treasurer is instructed to make payments
thereon.
