LICENSE TO COLLECT OR POSSESS: SCIENTIFIC - LICENSE
CONDITIONS
1. Cayuga Heights — Authorized Species The licensee and/or designated agents are authorized to
capture, possess, transport and release up to one hundred seventy-five (175) female white-tailed deer
(WTD) for the purpose of surgical sterilization.
2. Scientific - LCP - Collection or Possession of Endangered or Threatened Species Prohibited
The licensee shall not collect or possess any endangered/threatened species pursuant to this license.
3. Cayuga Heights — Authorized Trapping Techniques The licensee and/or designated agents are
authorized to capture WTD using drop nets, clover traps, and remote chemical immobilization using dart
syringes.
4. Cayuga Heights — Authorized Bait The licensee and/or designated agents are authorized to bait WTD
using whole kernel com or apples provided that:
i) bait is not placed more than five (5) days prior to any capture attempts
ii) bait shall not contain any animal proteins; and
iii) bait shall be removed immediately upon completion or suspension of activities.
5. Cayuga heights — Authorized Location The licensee and/or designated agents are authorized to trap
WTD at the following locations only: public and private lands within the Village of Cayuga Heights, with
permission of the property owner.
6. Cayuga Heights — Capture of Male WTD The licensee and/or designated agents may capture and
temporarily possess up to sixty (60) male WTD for purposes of tagging. All captured male WTD shall be
released at the site of capture.
7. Cayuga Heights — Veterinarian Requirement The licensee and/or designated agents who perform
surgery for sterilization of WTD shall be a veterinarian licensed to practice in the State of New York.
8. Cayuga Heights — Federal and State Licensing Requirements The licensee and/or designated agents
shall possess a valid U.S. Drug Enforcement Administration license and, if required, a valid NYSDOH
(http://www.health.ny.gov/professionals/narcotic/license) when using controlled drugs pursuant to this license.
9. Cayuga Heights — Authorized Procedure The veterinarian may only perform tubal ligation or
ovariectomy as a means of sterilization of female white-tailed deer collected and possessed pursuant to this
license.
10. Cayuga Heights — Care of WTD The veterinarian shall provide direct oversight of the handling and
transport, surgical procedures, surgical monitoring and support, post-operative monitoring and euthanasia of all
female -WTD.

11. Cayuga Heights — Anesthesia/Analgesia Requirements The veterinarian shall ensure that anesthesia
and analgesia are adequate for the duration of the surgery, including providing supplemental inhalant anesthesia
and oxygen or an N catheter for rapid administration of supplemental injectable anesthetic drugs,
12. Cayuga Heights — Oxygen Requirements The veterinarian shall ensure that inhaled oxygen via face
mask or nasal catheter is available for supplementation during surgery if inhalant anesthesia is not being used.
13. Cayuga Heights — Supervision of Sedated WTD Sedated deer shall not be left unsupervised on the
landscape to recover. The licensee or his or her designated agents shall remain with post-operative sedated deer
until the animals fully recover and they are ambulatory. Reversal agents shall be given when reversible
anesthetic drugs are administered to minimize recovery time.
14. Cayuga Heights — Post Operative Pain Medication Requirement The veterinarian shall provide
long acting, post-operative pain medication to all WTD sterilized under the authority of this license. Such pain -
medication shall be administered during the surgical procedure. The use of phenylbutazone is prohibited.
15. Cayuga Heights — Mandatory Marking of WTD Sedated with Ketamine/Xylazine The
veterinarian or designated agents shall permanently mark all WTD sedated with Ketamine/Xylazine with
numbered ear tags stating the date the drugs were administered, phone number of the veterinarian and a
warning prohibiting the consumption of the meat from the WTD for at least 45 days from the date the
drugs were administered.
16. Cayuga Heights — Mandatory Marking of WTD Sedated with Telazol The veterinarian or
designated agents shall permanently mark all WTD sedated with Telazol with numbered ear tags stating
the phone number of the veterinarian and a warning prohibiting the consumption of the meat from the
WTD.
17. Cayuga Heights — Mandatory Euthanasia of non -releasable WTD The veterinarian shall
euthanize any WTD that is injured and found to be unable to survive in the wild.
18. Cayuga Heights — Release of WTD The licensee or designated agents shall release sterilized WTD only
within the Village of Cayuga Heights, with the permission of the landowner.
19. Cayuga Heights — Disposal of Carcasses The carcasses of any WTD with anesthetic drugs or
euthanasia agents .in their tissues shall be deemed unfit for human consumption and disposed of in a manner that
prevents secondary toxicity to scavengers.
20. Cayuga Heights — Mandatory Maintenance of Veterinary/Medical Reports The veterinarian
shall prepare and maintain a veterinary report/medical record of each WTD including drug protocol and dosage
used, total anesthesia time, surgical notes and materials used, sterilization technique employed, pregnancy status,
age of the animal, recovery time, any complications and ear tag number.
21. Cayuga Heights — Mandatory Notification of Death or Euthanization of WTD The licensee or
designated agent shall notify the Regional Wildlife Manager or his designee by phone (607-753-3095) or email
(sUouleAgw.dec.state.ny.us) within 24 hours of any WTD that were euthanized or died due to handling or
surgery complications, and surrender said deer to the Department of Environmental Conservation upon request.
22. Scientific Collection - Authority to Designate Agents The licensee is authorized to designate agents
to assist the licensee with the listed animals while conducting activities authorized pursuant to this license
provided that:

a. the licensee submits a written request to the NYSDEC Special Licenses Unit at the address listed on the front
of this license containing the:
i) name
ii) address
iii) age
iv) phone number of the person he or she is nominating as a designated agent, and;
b. the licensee receives an amended license from the Special Licenses Unit listing the designated agents he or
she has nominated before that person can conduct activities authorized by this license.
23. Authorized Designated Agents. The following Designated Agents are authorized: Anthony DiNicola,
Paul Curtis, Jason Boulanger Michael Ashdown, Andrew Walter and individuals officially employed by and
under the direct supervision of any of these agents.
24. Cayuga Heights — Mandatory Notification of Regional Wildlife Manager The licensee shall
notify Mr. Steven Joule, Regional Wildlife Manager, Cortland, NY by phone (607-753-3095) or email
(siioule(a-),gw.dec.state.ny_.us) within 48 hours of any planned field activities associated with the implementation
of this permit. Mr. Joule or his designees may observe any and all field operations conducted pursuant to this
permit by notifying the licensee or designated agent within 24 hours of planned field operations.
25. Cayuga Heights — Reporting Requirements The licensee shall file a written annual report prior to
May 31 st of each year the license is effective. Such annual report shall contain: a) name of the licensee, b)
license number, c) location(s) of collection, d) date(s) of collection, e) number of WTD collected (by age and
gender), f) biological data collected g) final disposition of collected animals, h) copy of the veterinary
report/medical record, and i) any technical or scientific reports or analyses produced by the licensee as a product
of the aforementioned authorized activities. The licensee shall send this report to the NYSDEC Special Licenses
Unit 625 Broadway, Albany, NY 12233-4752.
GENERAL CONDITIONS - Apply to ALL Authorized Licenses
1. GC — Licensee Shall Read All Conditions The licensee shall read all license conditions prior to
conducting any activities authorized pursuant to this license.
2. GC — License is Not Transferrable This license is not transferrable and is valid only for the person
identified as the licensee.
3, GC — Licensee Responsible for Federal, State or Local Permits/Licenses The licensee is
responsible for obtaining any and all necessary, corresponding Federal, State or local permits or licenses prior to
conducting any activity authorized pursuant to this license.
4. GC — Reasons for Revocation This license may be revoked for any of the following reasons:
i. licensee provided materially false or inaccurate statements in his or her application, supporting documentation
or on required reports;
ii. failure by the licensee to comply with any terms or conditions of this license;
iiia licensee exceeds the scope of the purpose or activities described in his or her application for this license;
iv. licensee fails to comply with any provisions of the NYS Environmental Conservation Law, any other State or
Federal laws or regulations of the department directly related to the licensed activity;
Y. licensee submits a check, money order or voucher for this license or application for this license that is

subsequently returned to the department for insufficient funds or nonpayment after the license has been issued.
5. GC — Licensee Shall Carry Copy of License The licensee shall carry a copy of this license or a
document provided by the department, if relevant, when conducting activities pursuant to this license.
6. GC — Licensee Shall Notify of Change of Address The licensee shall notify the Special Licenses Unit
in writing, by mail or email, within five (5) days of the official change of residence.
7. GC — Licensee is Liable for Designated Agents if designated agents are authorized pursuant to this
license, the licensee shall be liable and responsible for any activities conducted by designated agents pursuant to
this license or any actions by designated agents resulting from activities authorized by this license.
8. GC — Licensee Renewal The licensee shall submit a written request for the renewal of this license prior to
the expiration date _listed on the license. The licensee shall include accurate and complete copies of any required
reports with their renewal request. This renewal paperwork shall be sent to:

This license is deemed expired on the date of expiration listed on the license.
NOTIFICATION OF OTHER LICENSEE OBLIGATIONS
MN— Licensee is Liable
The licensee shall be liable and responsible for any activities conducted under the authority of this license or any
actions resulting from activities authorized by the license.
MN — Access by Law Enforcement
The licensee shall allow representatives of the NYS DEC Division of Law Enforcement to enter the licensed
premises to inspect his or her operations and records for compliance with license conditions.
Trespassing Prohibited
This license is not a license to trespass. The licensee shall obtain permission from the appropriate landowner/land
manager prior to conducting activities authorized pursuant to this license
