HomeMy WebLinkAbout2014-4-21minutes EXHIBIT 2015-005 Minutes VILLAGE OF CAYUGA HEIGHTS Monday, April 21, 2014 Marcham Hall BOARD OF TRUSTEES SPECIAL MEETING 7:00p.m FOR THE PRIMARY PURPOSE OF BUDGET ADOPTION FOR FISCAL YEAR JUNE 1, 2014 – MAY 31, 2015 Present: Mayor Supron; Trustees: Crooker, Friend, Hamilton, Robinson, Salton, and Woodard; Superintendent of Public Works Cross; Police Chief Steinmetz; Clerk & Treasurer Mangione. Call to Order: Mayor Supron called the meeting to order at 7:03 p.m. 1. Approval of Minutes: Resolution #7477 BE IT RESOLVED THAT: Minutes of the March 10, 2014 Village of Cayuga Heights Board of Trustees Meeting be approved as written in Exhibit FYE2014-74. Motion: Trustee Hamilton Second: Trustee Salton Ayes: Crooker, Hamilton, Robinson, and Salton Nays: none Abstentions: Woodard Motion carried 2. Approval of Minutes: Resolution #7478 BE IT RESOLVED THAT: Minutes of the March 25, 2014 Village of Cayuga Heights Board of Trustees Meeting be approved as written in Exhibit FYE2014-75. Motion: Trustee Robinson Second: Trustee Salton Ayes: Crooker, Hamilton, Robinson, and Salton Nays: none Abstentions: Woodard Motion carried 3. Approval of Minutes: Resolution #7479 BE IT RESOLVED THAT: Minutes of the April 7, 2014 Village of Cayuga Heights Board of Trustees Organizational Meeting be approved as written in Exhibit FYE2015-01. Motion: Trustee Crooker Second: Trustee Hamilton Ayes: Crooker, Hamilton, Supron, and Woodard Nays: none Abstentions: Robinson and Salton Motion carried 4. Privilege of the Floor (PoF): Mark Mecenas wondered if the Board would provide feedback on a bulleted list that he emailed to the Mayor. It was determined that not all members of the current board received the list forwarded to the Trustee distribution. A Zoning Task Force has been formed and their initial meeting will be held on April 28th. Mr. Mecenas would appreciate having a structure upon which to develop a conceptual design. Mayor Supron expressed her impression that in the aforementioned email the height of his envisioned building is a significant departure from his initial conceptual plan. Superintendent of Public Works Cross recommended that an option may be to treat Mr. Mecenas’ proposal as a unique request under the Village’s Planned Unit Development guidelines. That would remove the onus for a zoning change which would apply to all structures in the Commercial District. Mr. Mecenas and Supt. Cross will meet and discuss that possibility. The topic may again be raised at the May 12th BOT Meeting. It was decided that the permitting question regarding JJ’s Café change of ownership would be addressed. Supt. Cross presented background on the issue at hand. Attorney Marcus and Supt. Cross determined that current applicable code falls under a section regarding permitting food service or gas station businesses which predates formation of the Planning Board. In these cases it falls to the BOT and not the Zoning Board or Planning Board to make a determination. Trustee Friend joined the meeting at this point. The question of an expiration date on this kind of permit was discussed. Although Supt. Cross has been aware that permit renewal should be undergone; he has not, due to time constraints, enforced this. Resolution #7480 BE IT RESOLVED THAT: A Public Hearing will be held at the May 12, 2014 Village of Cayuga Heights Board of Trustees Meeting for the purpose of permitting a continued food service business housed at the current JJ’s Café site. Motion: Trustee Crooker Second: Trustee Woodard Ayes: Crooker, Friend, Hamilton, Robinson, Salton, and Woodard Nays: none Abstentions: none Motion carried Chief Steinmetz extended his thanks to the current owners of JJ’s for their service to the community and for their support of the Cayuga Heights Police Department. 5. FYE2015 Budget (Exhibit FYE2015-02) Various topics related to the Tentative Budget were discussed. An exchange on the decision to raise the percentage of healthcare premium contribution to be made by non-bargaining unit employees took place. The BOT decided that keeping the tax levy within the tax cap, yet raising the tax rate sufficiently to keep fund balance steady was the best course of action. Resolution #7481 BE IT RESOLVED THAT: The Tax Levy for Fiscal Year June 1, 2014 – May 31, 2015 for the Village of Cayuga Heights will be set at $6.34 per $1,000 of property assessed value. The change is an increase of 1.9% in the Tax Levy Rate. Cross asked if the Sewer Rate had been established at the Organizational Meeting on April 7, 2014. It had not. Following a brief discussion and explanation the following was proposed: Resolution #7482 BE IT RESOLVED THAT: The Sewer rate for FYE2015 will remain unchanged for the Village of Cayuga Heights. Motion: Trustee Crooker Second: Trustee Salton Ayes: Crooker, Friend, Hamilton, Robinson, Salton, and Woodard Nays: none Abstentions: none Motion carried 6. Report of the Mayor: A resolution recognizing Mr. Martin Harms’ service as Chair of the Planning Board will be presented during the May12, 2014 Board of Trustees Meeting. 7. Report of the Trustees: No reports to be presented. 8. Report of Superintendent of Public Works Cross: (Exhibit FYE2015-03) a. Phosphorus level testing results were very good last month; one of our best. b. Soluble Reactive Phosphorus testing results were excellent as well. It measures how much phosphorus is usable by organisms in the lake. This testing is not required by the DEC or the Cayuga Lake Modeling Project. It was proposed that an article in Village Voices to share this good news would be appropriate. c. A project to improve drainage on Winthrop Drive has been submitted for grant funding from the Tompkins County Stream Corridor Restoration and Improvement Fund. d. Supt. Cross attended training that qualifies the Village to apply for funding under Safe Routes to School Grants. Although it is too late to apply for this year, work will be performed by a summer intern that will allow the Village to be more prepared for the next round of funding. 10. Report of Clerk & Treasurer Mangione (Exhibit FYE2015-04) Resolution #7483 BE IT RESOLVED THAT: The Village of Cayuga Heights/ Location code 40151 hereby establishes the following as reflected in Exhibit FYE2015-04 standard work days for elected and appointed officials and will report the following days worked to the New York State and Local Employees’ Retirement System based on the time keeping system records or the record of activities maintained and submitted by these officials to the clerk of this body.
