Monthly Report December 2017
There were 44 calls in December. We had 20 calls in the Village of Cayuga Heights, 16 calls in the Town of Ithaca
and 8 requests for mutual aid. There were 25 EMS calls and 19 fire runs. We did see an increase in our mutual
aid responses in December. As the weather turned colder in late December the county had a substantial increase
in structure fires. All of these fires were in other districts and we were requested to cover several calls as
surrounding departments were out on fires.
We finished 2017 with a total of 607 calls. This was an increase of 29 calls from 2016. There were 322 calls in
the Village of Cayuga Heights, 291 in the Town of Ithaca and 66 mutual aid responses. We had 2 structure fires,
5 motor vehicle crashes, 323 medical calls and 297 other type calls. We received mutual aid from out neighbors
7 times last year. It was a steady year for the department. We were able to get out the door for calls in an average
of 3 minutes. We did 29 in house trainings throughout the year and many of our members took state and national
fire and EMS classes outside the station. I am amazed every year that I am Chief at the dedication of the volunteers
of the Cayuga Heights Fire Department.
December training slowed considerably as many of our members travel during the holiday break. We did finish
up the first sign off checklist trainings in early December and 8 of 12 of the new members completed their first
sign off requirements. All of our EMS personnel are required to do continuing medical education every year and
then in December do a skills assessment with a CME evaluator. Our Rescue Director Colleen Price ensures that
this happens. Our last training of the year was our annual Jeopardy Night. This is a fun training where we split
the members into teams trying to ensure that there are equal numbers of junior and senior members on each team
and then we have the teams compete with questions of general knowledge and skills. Everyone enjoys this training
and we give out small prizes of loose equipment to all who participate. We will hold our annual OSHA and CPR
refresher training the last Saturday in January. This is our only required training for the year. All members must
complete the OSHA training or they will be restricted from participating in calls and trainings until they complete
it either on line or going to another department to make the training up.
Ladder testing was done in December on all of the ground ladders and the aerial on L231. We are required to
annual third party test all of the ladders for serviceability. Due in large part to the preventive maintenance and
weekly inspections done by the bunkers our equipment is in amazing shape and we passed the inspection with no
issues found. Pleasant Valley Electric was scheduled to come in to replace the lights in the company room and
office area in late December but they were unable to get all of the parts in so that work will be done in January.
Many of the light fixtures in the company room and office area are no longer working and instead of replacing
them with the florescent fixtures we are going with LED units and actually decreasing the number of fixtures in
those areas.
We are looking forward to the weather warming up a bit and getting our members back from break. Several
people are planning to stay at the station as they return early to the Ithaca area. The station is apparently a more
appealing place to stay then an empty apartment in college town and we are happy to have people in the station
to respond to calls.

REGULAR MEETING OF THE VILLAGE OF CAYUGA HEIGHTS
January 20, 2018
Approval of Collective Bargaining Agreement with the United Auto Workers for Southern Cayuga Lake
Intermunicipal Water Commission’s Employees for 2018-2020
WHEREAS; the Southern Cayuga Lake Intermunicipal Water Commission, in good faith, entered into contract
negotiations with the United Auto Workers union for a renewed collective bargaining agreement for the
contract that expired on December 31, 2017; and
WHEREAS; on December 18, 2017, the Commission’s negotiating team reached tentative agreement with the
union’s negotiating team; and
WHEREAS; on December 20, 2017, the employees in the union bargaining unit ratified the tentative contract;
and
WHEREAS; the Commission reviewed and approved the tentative contract at the January 4, 2018, Commission
meeting; and
WHEREAS; the Village of Cayuga Heights Board of Trustees has reviewed the tentative agreement and
determined it to be acceptable as required by the contract and the Public Employees Relation Board; now,
THEREFORE, BE IT RESOLVED; the Village of Cayuga Heights Board of Trustees does hereby approve the
tentative collective bargaining agreement between the Commission and UAW unit; and, be it further
RESOLVED, the Village of Cayuga Heights Board of Trustees authorizes the Commission’s negotiating team to
sign said contract as presented.

Re: Report of the Police Department for December, 2017
In the month of December the police department received 429 calls for service. In addition to these calls 60 uniform
traffic tickets were issued and 8 parking violations were cited. A breakdown of the calls for service is as follows:
There were no Felony complaints reported.
3 Penal Law Misdemeanor complaints were handled; 1 for Criminal Mischief and 2 for Larceny. In the Criminal
Mischief complaint, a resident stated that a washing machine had been damaged in the unsecured laundry area of
their apartment building. There is a suspect at this time and the investigation is ongoing. The first Larceny
complaint consisted of a resident stating that their decorative wreath had been taken from their front door. There
are no suspects or leads. The second incident was received as a resident’s unsecured vehicle being entered in the
overnight hours. Loose change was reported missing. There are no suspects in this incident.
3 Misdemeanor Vehicle and Traffic incidents were handled. During traffic stops subjects were charged with
Aggravated Unlicensed Operation of a vehicle, Suspended registration and Reckless Driving.
There were no Penal Law Violations reported.
2 Local Law-Noise complaints were received. Officer responded to two separate complaints of loud parties.
During one of the incidents the house manager was issued with a Noise Ordinance violation citation.
1 person was taken into custody under the MHY 9.41 law. After investigation of a Check the Welfare, an individual
was found to be mentally ill. They were transported to a local hospital for assessment.
There were 3 motor vehicle accidents reported, 1 involving a deer.
In summary, 5 persons were arrested and the following 6 charges were filed: 2-Aggravated Unlicensed Operation
MV 3rd, 1-Suspended Registration, 1-Reckless Driving, 1-Local Law-Noise, Loud Gathering, and 1- Taken into
Custody Mentally Ill.
Over the course of this month police department members took part in the following trainings and events: On the
19th, Sergeant Jerry Wright and Officer Jim Landon assisted Cops Kids and Toys with their annual toy delivery.
More than 1400 children participated this season.
The full time officers worked a total of 16 hours of overtime and the part time officers worked a total of 221 hours.

Assistant Superintendent of Public Works Report
January 16th, 2018
Snow:
o The DPW worked a total of 204 hours of Overtime in the month of December. All call ins were
due to snow or icy conditions.
Water:
o The DPW was called in on Monday January 1st to review a water leak on Triphammer Road near
the intersections of Northway and Triphammer. A leak was found however due to extreme
weather conditions the work was delayed until Tuesday January 2nd.
o The DPW was called in again on Monday January 8th for a water break at the intersection of
Country Club and Triphammer road. This work was repaired within the same day.
General:
o I have received quotes for the Generator. The quotes will be provided at the meeting for trustees
to review.
o The DPW has hired Pleasant Valley Electric to replace the smoke heads throughout the building.
The smoke heads are tied into the automatic fire detection system and have exceeded their
lifespan resulting in false alarms.

Engineer’s Report
As discussed in the recent PWC and WWTP meetings, there are a few items that need consideration.
1. TCAT has hired a contractor to install bus stop signs. Since their signs will be located within the Village
ROW, then the Village has the right/responsibility to regulate these signs for purposes of proper
location, future maintenance and removal/relocation if needed. This arrangement can be addressed
through a license agreement between the Village and TCAT. A TCAT representative will be at the
meeting to make a brief presentation and answer questions. Assuming all concerns will be addressed,
Attorney Marcus will be looking for the Trustees to instruct him to draft the document and authorize
the Mayor to sign it on behalf of the Village. (map is attached that identifies the location of each sign)
2. The Village is a Charter Member of the Tompkins County Stormwater Coalition (Coalition). This group
is a committee of stormwater professionals from each of the municipalities that are designated by the
NYSDEC as Municipal Separate Storm Sewer System (MS4). As an MS4 community, we have certain
obligations to regulate activities in 6 areas of “minimum control measures” (MCM). Three of the MCM
include activities like public education, staff education, public outreach, etc. Instead of each of the
municipalities having their own public relations personnel, the Coalition uses some of the annual dues
to hire a consultant to provide these services on behalf of all of the MS4 agencies. The Tompkins
County Soil and Water Conservation District (TCSWCD) has been providing this service to the Coalition
for many years through a contract which is due for renewal. Since the Coalition is a committee of
municipal representatives, each municipality must sign the contract. Since there is no direct financial
commitment (already included in dues payment), the Trustees can authorize either the Mayor or
myself to sign this document. (contract attached)
3. As part the last NYSDEC inspection at the WWTP, they identified the for us to replace the seals on the
trickling filter rotating distributor arms. These were last replaced in approximately 2007 when the
trickling filters were upgraded through a NYSDEC grant. These seals are about 24” diameter. They are
manufactured by Walker Process Equipment who is the manufacturer of the original distributor arms in
1973. A “seal job” includes an upper bearing, seal, lower bearing and seal retainers. The price is
$13,910 for enough parts to replace both trickling filters. Subsequently, we will get quotes from
contractors for the installation. I intend to have the contractor quotes for the February meeting,

FISCAL YEAR June 1, 2018 – May 31, 2019
STEP 1: The Budget Officer notifies administrative units in writing of the necessity for and form of
estimates of revenues and expenditures for the ensuing fiscal year by February 2nd. (Village Law
Section 5-502[1])
STEP 2: The heads of administrative units submit estimate to the Budget Officer by March 1st. (Village
Law Section 5-502[2])
