3. Report of Fire Superintendent Tamborelle (Exhibit 2016-107)
There are no questions on the Superintendent’s submitted report.
The following information is shared:
Engine 231 will be out of service for a few weeks for repair work. E-One out of Texas has agreed to complete the
repair under warranty if the Village covers the cost of shipping the part.
The Department of Public Works has started the fire station front pad replacement.
The Fire Department Banquet is scheduled for April 16th.
Movie Night at the Fire Station will be held again this year. Tuesday night presents fewer conflicts for department
personnel. Superintendent Tamborelle requests waiver of the Special Events application fee.

Food costs were significant this past month due to recruit and training sessions.

Longtime Village resident Paul Bensadoun requests that past water and sewer penalties be credited to his account. Mayor
Supron references an ongoing effort by Bolton Point Commissioners to develop the most equitable billing model possible.

to be filled without delay.

c. (Re)codification of Local Laws
A proposal was requested and received from General Code to codify the Village’s Local Laws. An internal effort was
made in approximately 2010; it is not a true codification. Other municipalities have used the services of General Code.
Success of the project could depend on the experience of the assigned team members. Prior to a contractual
commitment, resumes and references will be reviewed.
Police Chief Steinmetz speaking on behalf of the Police Department states that codification would be appreciated by the
Officers.
10. Report of the Trustees
a. The Emergency Plan
Trustee Biloski presents the completed plan following a recap of the process that was followed by the committee.

b. Retention of an Attorney/Legal Firm to advise on matters of Labor and Personnel Management
A proposal has been received from Coughlin & Gerhart LLP. Miller Mayer LLP will forward their proposal next week.
The Village’s contract with the Teamsters expires as of May 31, 2016 making a determination regarding representation
essential.
c. Safe Routes to School/Walkability Committee as part of Transportation Alternatives Program (TAP)
Trustee Friend and Melanie McMurray will be attending a meeting of the Lakeview Cemetery Board. Laws regarding
prohibition of cemeteries and municipalities entering into mutually beneficial agreements have been relaxed. It is
possible that in exchange for maintenance services a cemetery would be willing to be open for use as a walking route.
Funding through the TAP program may be available later in the year.
d. Pleasant Grove Road Speed and Safety Issues
A letter has been received from a resident on Pleasant Grove Road concerned about speeding which takes place along
the road combined with short sight distance. Speed control devices are an option.
11. Report of Police Chief Steinmetz – submitted reports
Two full-time officers are on disability; an effort to fill all week-end shifts with part-time officers is ongoing.
12. Report of Superintendent of Public Works
Revision to the GHD Contract to perform WWTP Valuation:
In order to maintain an appropriate level of insurance coverage the replacement value of the WWTP physical plant is
necessary. GHD’s initial effort generated a lump sum total for the entire plant using current engineering data for
primary, secondary and tertiary treatment. The Village’s insurer requires the valuation by structure. Extra effort was
need by GHD to reconfigure the valuation from engineering processes to physical building structures. This and work on
other projects as outlined on the Agenda obliges an additional $4,230 for completion.

The Village website includes a Community Calendar. The Board is comfortable with inclusion of occasional community
based events on this calendar.
An increase in spam emails has been noted by all members of the staff. Options to improve the email server’s security are
reviewed. Action on this item is tabled until additional information can be gathered.

Monthly Report May 2016
May was a busy month with a total of 54 runs. There were 21 calls in the Village of Cayuga Heights, 27 calls in the
Town of Ithaca and 6 mutual aid requests. We had 32 EMS responses and 22 fire calls. It was another fairly steady
month with many routine calls. The upswing in calls to in the Town of Ithaca can be attributed to a person who is
falling regularly at a one location in the middle of the night. Crews are responding frequently to the address and
luckily we are just providing assistance back to bed for the patient. We are working with the family to try to find a
solution that works best for the family and the department.
In May we placed a fair amount of focus on the probationary checklists for the spring recruits. We found that with
our spring classes the new members are not focused on the sign offs because the deadline for completion is not until
October because of the summer break. This class we set a deadline for all first sign off to be done by June 1st. This
worked very well. All the recruits finished first sign offs and many of them are almost done with second sign offs.
We will carry this practice through to the fall class this year as it worked very well to keep people focused on the
process. Early in May we did EMS training on rapid assessments at onset of care. We also did an SCBA confidence
training to ensure that everyone was comfortable with their skills leading up to a live burn training held all day on
Saturday May 14th. This training was very well attended and allowed several of our members to get the final skills
sign offs for their interior checklist.
In preparation for E203 to be traded in we had all of the equipment that is not being sold with the truck taken out.
We are planning an inspection trip to KME in late June. The contract for the truck states that it was supposed to be
completed on June 15th and if not delivered by that date there is a $500 per day penalty. We will be addressing this
issue with them prior to the inspection trip. We have been getting much of the loose equipment that we ordered for
the truck. We did find out that the thermal imaging camera we put in the specification is no longer made and we are
getting the next model up at the same price. We are looking forward to getting the new truck in the station. We have
been trying to not use the old E203.
As of this report all of the air-handling units at the station have been replaced. We are getting ready for the second
phase of the project which will replace all of the thermostats to better control the entire system. The system is set up
so that we have to shut the air conditioners down at the breaker in the winter and the circulating pumps in the
summer. With the new thermostats and some changes in the wiring we should not have to do that any longer and the
system should work more efficiently.
Graduation weekend went very well. The graduate’s dinner was fantastic and all the families were very appreciative
to not have to worry about getting everyone fed. It was very nice to meet all the parents of our graduating members
and all were very impressed with the level of dedication it takes to be a member of this department. The fire
company covered the cost of the dinner which was also much appreciated.
We are looking forward to an active summer. Movies at the Fire Station are set to start up on June 28th. We have
spoken to a local food truck, Dos Amigos and they are fairly certain that Tuesdays will work for them and they will
be our dinner provider through the summer. We have not picked the movie lineup yet but everyone at the station is
excited and I have been approached by many members of our community asking if we will be doing movies again.
We hope that this summer is even more successful than last.

RE: 2016/17 PEGASYS Budget Recommendations from Access Oversight Committee (AOC)
Attached to this letter, please find the Resolution of the Access Oversight Committee of May 31, 2016 with
recommendations for the 2016/2017 Budget for Public, Educational and Governmental Access operations
("PEGASYS" or “PEG” operations). Also attached to this Email is a statement of annual PEG Fee collections and
expenditures to show the estimated balance we have available for this Budget.
As you know, the City of Ithaca's Franchise Agreement with Time Warner Cable (TWC) requires that the three
participating municipalities (The City of Ithaca, the Town of Ithaca and the Village of Cayuga Heights) (“The
Municipalities") approve a budget for equipment and facilities every year by June 30th while the Agreement is in effect.
This Budget is funded with the PEG Fees ($ 0.15/subscriber/month) that are charged to TWC Subscribers in the
Municipalities. These Fees go directly from the Subscriber to TWC where they stay until the approved purchases are
made. The AOC drafts a budget for these purchases and submits it to the Municipalities for review and approval. This
allows subscribers, through their elected representatives, a say in what happens to their PEG Fees. Municipal
approvals are entered into the minutes of the AOC’s July meeting and submitted to TWC by the respective AOC
representatives.
The Budget before you addresses the current equipment needs of Community, Government and Educational Access.
It includes the unused balances from previous years and in particular the full amount of the 2016 placeholder budget
that was approved in June of last year. If approved, it will fund the complete upgrade of the current studio from analog
to digital high definition.
Every year the AOC requests proposals from local educational institutions for equipment they need to show their
programming on the educational channel. The same is done for governmental entities that use the government
channel to cablecast their meetings and events. No proposals were brought before the AOC from Educational or
Governmental entities.

AOC Recommendations for 2016/2017 Budget
WHEREAS, Section 15.12 of the Franchise Agreement between the City of Ithaca and Time
Warner Entertainment-Advance/Newhouse Partnership (TWC) of January 2003 requires the
participating municipalities (City of Ithaca, Town of Ithaca, V illage of Cayuga Heights) to provide
TWC with an annual budget for Public, Educational and Governmental access operations by
June 30 of each calendar year, and
WHEREAS, the City of Ithaca's Ordinance #2003-17, Par 18-4-G, requires the Access Oversight
Committee (AOC) to provide the Participating Municipalities with a recommended annual budget
by May 31 of each calendar year, and
WHEREAS, $12,500.00 of the 2016 Budget approved in June of 2015 was not expended ;
NOW, THEREFORE BE IT RESOLVED, that the AOC recommended that the unused funds of
the 2016 Budget become part of the 2017 Budget making it the “2016/2017 Budget”, and
BE IT FURTHER RESOLVED, that the AOC accepted the attached 2106/2017 Budget in the
amount of $50,000.00 at their regular meeting of May 31, 2016, and
BE IT FURTHER RESOLVED, that the AOC forwards its recommendations for approval by the
Common Council of the City of Ithaca, the Town of Ithaca Board and the Village of Cayuga
Heights Board of Trustees, so that they may meet their obligation to provide TWC with an annual
budget for Public, Educational and Governmental access operations, which budget is due June
30 of each calendar year.

Upgrade Studio from Standard Definition to Digital High Definition $50,000.00
Description: The current equipment of the PEGASYS Studio is standard definition (SD), 720x480
pixels, analog equipment that dates from 1989 -1995. Almost none of it can be fixed or replaced
any more. This budget includes new equipment that will upgrade the Studio to digital high
definition (HD), 1280x720 pixels or higher. The new equipment includes HD Cameras, Camera
Remote Controls, Video Switching and Titling Equipment, Monitors, Digital Recording and Media
Playback.

Re: Report of the Police Department for May, 2016
In the month of May the police department received 385 calls for service. In addition to these calls 77 uniform traffic
tickets were issued and 5 parking violations were cited. A breakdown of the calls for service is as follows:
There were no Felony complaints reported.
4 penal law misdemeanor offenses were handled including 1 for Larceny, 2 for Fraud and 1 for Menacing. In the
Larceny complaint the resident stated that her lawn mower had been taken from her property during the daytime
hours. A suspect has been described however has not been identified. The Fraud complaint consisted of a resident
stating that their credit card had been used by an unknown subject to make an online purchase. The resident has been
reimbursed for the purchase and is taking steps to secure his accounts in the future. In the second complaint of fraud
the complainant reports that his pedigree information has been used at least one time by an unknown subject to apply
for a loan, in which the funds had already been dispersed. The loan company has been in contact with the
complainant and the investigation is ongoing. Charges of Menacing 2nd were filed after investigation of a domestic
dispute. Officers responded to a report of a family member in possession of weapons that were causing them to be in
fear for their safety. The items were seized and the subject was transported to a local hospital where the charges
were served.
3 vehicle and traffic stops led to 3 misdemeanor charges including: 3-Aggravated Unlicensed Operation of a MV 3rd.
5 Penal Law Violations were reported, 2 for Harassment and 3 for Drugs. The first harassment complaint began as a
student stating that her ex-boyfriend was sending her harassing text messages and tweets to her cell phone. Upon
investigation the officer determined that the messages did not constitute harassment, however advised the student
that they should pass this on to the university police. The student was also advised to contact CHPD if more specific
messages were sent. The second call for harassment came from the same student as her iPhone and email accounts
had been hacked. There is a suspect in this case and Cornell University Police are continuing with the investigation.
After investigation of 3 vehicle and traffic stops officers found subjects in the vehicles to be in possession of
marijuana and charges were filed. All 3 subjects were arrested for unlawful possession of marijuana.
1 ABC Law incident was handled. During a vehicle and traffic stop 2 subjects under the age of 21 were found in
possession of alcohol. The two subjects were both issued appearance tickets for the ABC law violation.
10 Local Law violations were received, 6 for Noise, 1 for Soliciting, 1 for Firearms, and 2 for Dog Control. After
investigation of the 6 Noise complaints only 1 was determined by officers to be a violation of the Village’s local law.
After responding to the residence, officers did not consider the level of noise to be unreasonable. The complaint in
which a violation was observed prompted officers to submit a referral to Cornell Fraternity Affairs. In the soliciting
complaint two subjects were found to be canvassing the village distributing religious information. As this type of
canvassing is not a violation of the Village’s local law the subjects were encouraged to respond to the police
department to register their information and free to continue. A firearms complaint was reported in which a subject
was found to be in possession of a fire arm and was discharging it on his property. The officer advised the subject
and his family of the dangers and the laws concerning the discharge of a firearm within the village. A citation was
issued for the Local Law, Unlawful Discharge of a firearm. Two dog complaints were handled, 1 for a barking dog

and the other for 2 dogs on the loose. The owners were contacted in both incidents and were notified of the village’s
dog control ordinances and that the next step entails citations being issued.
1 Subject was taken into custody under the Mental Hygiene Law. After investigation of the above referenced
domestic dispute, officers arrested the suspect under the MHY 941 Law and they were transported to a local hospital.
2 Warrant arrests were made. CHPD officers came into contact with subjects which showed active bench warrants
out of other agencies. The other agencies were notified and the suspects were turned over to the respective police
department.
There were 2 Motor vehicle accidents investigated, none of which involved deer.
There were no other deer incidents reported.
In summary, 11 persons were arrested and the following 11 charges were filed: 1- Menacing 2nd, 3-Aggravated
Unlicensed Operation of a MV 3rd, 2- Unlawful Possession of Alcohol by a Person Under the age of 21, 3- Unlawful
Possession of Marijuana, 1-Mental Hygiene Law/9.41 and 2- Police Officer Execute Bench Warrant, and 1- LL
Carrying a Loaded/Discharging a Firearm.
Over the course of this month police department members took part in the following trainings and events: On May
14th Chief Steinmetz, Officer Pete Hughes, Officer Dan Tier provided traffic control for the annual Cayuga Heights
Elementary School PTO 5K Run.
The full time officers worked a total of 6 of overtime and the part time officers worked a total of 493.5 hours.

CLERK & TREASURER’S REPORT

1. Communication:
A digital newsletter (eNewsBlast) is prepared and circulated every other Friday. Interested residents have been
registering for it through the website and by signing up in the office. Circulation is up to 328.
A newsletter to be mailed to all residences will be ready for distribution by mid-August.
NOTE: Reminder to Department Heads – submit your article by July 15.
2. Reporting:
The Annual Update Document (AUD) is due on or before July 31, 2016.
Standard Work Day and Reporting Resolution for Elected and Appointed Officials
3. Budget:
Budget revisions for Fiscal Year Ending 2016 are as follows:
To be provided as soon as complete.
4. Debt:
Water System Improvement Serial Bond #1 for principal debt of $90,000 was paid from the Water Fund
Interest of $10,575 for FYE2016 on the Water System Improvement Serial Bond was paid.
The Administrative Fee of $1,387 on the outstanding principal of $555,000 for Phosphorus Removal at the
WWTP is due on 7/15/2016.
Interest only payments on the two Fire Station Bonds of $9,000 were paid on May 15 and June 15, 2016
respectively.
The BAN on the new Fire Truck for $293,117 will be due on July 20, 2016. The Finance Committee should meet
to discuss options for paying down the debt and refinancing.
5. Insurance:
All insurance applications for the Village’s policies were submitted and policies are written and in effect for the
new fiscal year.
6. Revenues & Expenditures: Exhibit 2017-024b
The $400,000 Sewer Fund Certificate of Deposit has been renewed for 9 months at .24500.
Fund account reporting through May 31, 2016 is available; bank to book reconciliation was reviewed and
approved by Deputy Treasurer Biloski on June 9, 2016.
Property Tax payments are coming into the Clerk’s Office at a steady rate.
7. Current Expenses - Unaudited Abstract #001 dated June 20, 2016 as distributed.
8. Approval of June Abstract –
BE IT RESOLVED THAT: Abstract #001 for FYE2017 consisting of TA vouchers 1 - 5 in the amount of
$15,989.50 and Consolidated Fund vouchers 1 - 59 in the amount of $250,411.08 is approved and the Treasurer
is instructed to make payments thereon.

Reimbursement for Lost Income

Chief Tamborelle and Joe Price are attending a series of Code Enforcement classes. In order to attend these classes
they are required to take time off from their regular employment. Will the Board of Trustees authorize
reimbursement to them for lost income at the rate paid to the Village’s Fire Inspector? This will only partially replace
lost income.
