I INTRODUCTION
Mutual Aid is organized, supervised, coordinated, cooperative, reciprocal
assistance in which personnel, equipment and physical facilities of all
participating responding fire and Emergency Medical Services (EMS) are utilized
for emergencies in which these services would be used throughout the County and
adjacent areas.
Article 10 of the New York State General Municipal Law authorizes and
establishes the terms pursuant to which “outside service by local fire departments,
companies, ambulance districts and airport crash fire rescue units” (hereafter
referred to as mutual aid assistance) may occur. This plan hereby incorporates all
provisions of Article 10 related to mutual aid, including but not limited to the
respective responsibilities, liabilities and immunities under Sections 209 and 209-
g of the municipalities or entities adopting this plan.
A. PURPOSE AND OBJECTIVES
1. PURPOSE
The purpose of the plan is to provide a coordinated mechanism for
participating agencies to provide assistance to other participating
agencies in order to protect all city and county communities in the
cases of fire and other emergencies in which the services of
equipment and personnel would be used and to cooperate and act
in accordance with the State and local laws.
The Plan will serve as an annex to the Tompkins County
Comprehensive Emergency Management Plan (CEMP).
2. OBJECTIVES
To set forth a standard course of action to provide assistance to
participating agencies.
Establish procedures and responsibilities to provide for a
coordinated effort on the part of the County and its
communities and prevent confusion in response to calls for
mutual aid.
Identify emergency response organizations, equipment and
other resources that can be employed during a mutual aid
response.
Provide a mechanism to integrate response procedures into the
CEMP.

B. REVIEW AND REVISIONS
1. REVIEW
This plan shall be reviewed annually by the Director of the
Department of Emergency Response (DoER) (Hereafter referred to
as “Director”) or authorized representative(s) and the County Fire
and EMS Chiefs Association with revisions distributed by January
31st of each year.
2. REVISIONS
Revisions to this plan may be made annually and will follow this
procedure:
Suggestions submitted, in writing, to the Director.
Prepared by the Director or authorized representative(s).
Recommended by the County Fire and EMS Chiefs
Association.
Submitted to local participants for their review, comments and
signature.
Admitted into the State Fire Mobilization and Mutual Aid Plan
by the Office of Fire Prevention and Control, Division of
Homeland Security and Emergency Services, State of New
York, and the Bureau of Emergency Medical Services, NYS
Department of Health.
Participants to be formally notified of such revision.
II AUTHORITY
A. COUNTY COORDINATOR (Director)
Emergency Coordination activities are a function of the DoER. The duties
and powers of a Fire, Disaster and EMS Coordinator, pursuant to Sections
223-b and 225-a of the New York State County Law, and State Executive
law, Article 2-B, Section 29-e, are conferred by the County Charter to the
Director of the Department of Emergency Response.
As the Chief Emergency Manager at the County level, the Director:

Administers Tompkins County Fire/EMS Mutual Aid Plan and
is responsible for the efficient operation of the plan for intra-
and inter-county purposes at emergencies where the service of
Fire and EMS personnel are used.
May appoint and remove Assistant Director(s) and Deputy
Coordinator(s) in accordance with Section 401 of the County
Law, Section 3 of the Public Officers Law and the Civil
Service Law.
Administers and supervises the Tompkins County Emergency
Communication System, including repair service, under
authorization of the Federal Communications Commission as
defined in the user agreements (printed separately).
Administers and supervises the Tompkins County
Communications Center operations and Personnel.
Ensures the dispatch of participating agencies adhering to
standard communications operating procedures as established
by the National Incident Management System (NIMS) and
formally mandated by NYS for emergencies requiring multi-
agency response.
Acts as liaison officer between the Fire and EMS services of
Tompkins County, Regional Bodies and NYS.
Acts as Liaison between the EMS of Tompkins County, NYS
Health Department (DOH) and Central New York Regional
Emergency Medical Services Council (CNYEMS) of which the
Director is a member.
Administers Tompkins County EMS Training in cooperation
with the DOH and Tompkins-Cortland Community College
(TC3).
Supervises instruction by NYS Fire Instructor(s) assigned to
Tompkins County.
Administers and supervises the State Fire Training Program,
the State Graduate Fire Training Program and any and all
training programs developed by the State or by their Offices
throughout the County.

Acts as the Regional Fire Administrator when the State Fire
Mobilization and Mutual Aid Plan is activated. (see Section
IV, B.)
Maintains Tompkins County fire and EMS resource inventory.
B. ASSISTANT DIRECTOR(S) AND DEPUTY COORDINATOR(S)
The Assistant Directors and Deputy Coordinators are directly responsible
to the Director. The normal area of assignment will be determined by the
Director.
The Assistant Director or Deputy Coordinator shall:
Represent the Director at the fire or other incident requiring the service
of Fire or EMS personnel.
May order the Communications Center to dispatch Mutual Aid as
requested by the Incident Commander (IC).
Acts as advisor to the IC regarding kinds of Fire/EMS Mutual Aid
available.
C. LINE OF AUTHORITY
In the absence of the Director, he/she shall:
Designate in writing and file in the office of the County Clerk and of
the Clerk of the County Legislature, the order in which Assistant
Directors and Deputy Coordinators are to possess the powers to
perform the duties of the Director during the absence or inability to
act, pursuant to Section 17 of the County Code and Article 20 of the
County Charter. (Enclosure B)
Designate the Assistant Directors and Deputy Coordinators who shall
posses the powers to perform the duties of the Director or until a
successor is appointed by the County Legislature and has qualified,
pursuant to Section 17 of the County Code and Article 20 of the
County Charter. (Enclosure B)

III PARTICIPATION
A. INCIDENT COMMAND SYSTEM
Participation in this plan requires the use of the Incident Command
System (ICS). Tompkins County has adopted the use of the ICS as
developed by the National Incident Management System (NIMS) and
formally mandated by NYS for state declared emergencies requiring
multi-agency response via resolution # 147 (2006). The first responding
emergency personnel must initiate the ICS.
Each agency participating in this plan shall retain their internal command
and individuality within the proper scope of the ICS.
1. Authority of “Requesting” Fire/EMS Chief or the IC.
A “requesting” Fire/EMS Chief or the IC is one who requests
mutual aid for their service in accordance with this plan.
The chain-of-command at a fire or other emergency remains
with the service requesting the mutual aid.
The IC will work with Chiefs, senior officers and company
officers of the service providing mutual aid. The personnel in
the assisting service will be supervised by their own officers
who are, in turn commanded by officers of the service
requesting mutual aid.
B. FIRE/EMS
All cities, town, villages, fire districts, federal and state institutions (as
appropriate and authorized) and emergency medical services in Tompkins
County may fully participate as outlined in this plan.
These districts, departments, companies, or Crash, Fire, Rescue (CFR)
organizations presently are, but not limited to:

C. SURROUNDING COUNTIES
Mutual Aid is provided to and received from the following counties,
dispatched by their respective County Communications Centers and under
the direction of their County Coordinators or legally appointed deputies.

D. ENTERING & PARTICIPATING
Any duly established independent transport service, Fire Company or
Fire Department, Fire District or certified Emergency Medical Service
may participate in this plan by filing a copy of a resolution adopted by
the emergency service provider with the DoER (Enclosure C). Such
resolution shall state that the emergency service elects to participate in
the Tompkins County Fire/EMS Mutual Aid Plan and will comply
with the provisions of such plan. The resolution shall state that the
service shall recognize a call for assistance from another service
through the Tompkins County Communications Center.
There shall be filed with the DoER, a copy of a resolution adopted by
the legislative body of each participating city or village, or by the
Board of Fire Commissioners or other governing board or owner
having the jurisdiction over the agency, the board of fire
commissioners of each participating fire district, or the Town Board of
each town in relation to the participating service serving territories
outside of cities, villages and districts or in relation to a town fire
department (Enclosure C). Such resolution shall state that no
restrictions exist against Mutual Aid by the fire company or fire
department or ambulance of the municipality or district within the
meaning of Section 209 of the General Municipal Law, which would
affect the power of such County Mutual Aid Plan.
Each participating agency shall obtain and maintain sufficient liability
insurance to cover the reasonable and anticipated costs they may incur
as a result of a loss or claim against them for losses suffered by a
participating agency that responded to their aid and suffered such loss
as a result.
Each participating agency shall supply a list of line officers and
contact information to the DoER within 30 days of election of such
officers.

Each participating agency shall supply a complete inventory of
apparatus and equipment to the DoER within 90 days of agency
elections or reorganization. (See section VI).
Each participating agency shall respond with apparatus that meets or
exceeds applicable standards for the type of apparatus provided. This
includes, but is not limited to, annual pump tests for engines, annual
ladder testing for aerial devices, and a NYS motor vehicle inspection
for vehicles.
Pursuant to General Municipal Law Section 209-g, each agency
providing assistance pursuant to this agreement retains its right to
obtain compensation from the requesting agency for any loss of or
damage to the assisting agency's apparatus or equipment or supplies,
and any expenses incurred by the assisting agency in the operation and
maintenance of any apparatus or equipment and the cost of materials
and supplies used or consumed in rendering such aid and assistance,
when the agency requesting assistance does so without responding to
the call for service in question for any reason other than being unable
to respond because of its responses to other calls for service.
E. WITHDRAWAL
Any service may elect to withdraw from this plan by adopting a
resolution to such affect. Such withdrawal shall become effective
thirty (30) days after filing such notice with the DoER.
If the Mutual Aid activities of a participating fire company or fire
department are restricted pursuant to Section 209 of the General
Municipal Law, notice of any restrictions shall be given promptly to
the Coordinator. Any such restriction imposed by the legislative body
of a city, village or town or by the board of fire commissioners shall
take effect in accordance with the resolution imposing the restriction.
Any agency withdrawing from this plan, upon the effective date, shall
surrender and return to Tompkins County DoER, all County owned
equipment. Such withdrawal shall remain in effect until reinstated by
resolution as defined in D above.
Withdrawal from this plan will result in the suspension of county
issued mutual aid pursuant to the plan to the agency taking such
action. All radio communications privileges issued to such service are
cancelled on the effective date of withdrawal.

F. EXTENSION
This Fire/EMS Mutual Aid Plan may be activated by the Coordinator
(or designee) to support an implementation of the Comprehensive
Emergency Management Plan (CEMP). The roles and responsibilities
of the fire and EMS service during times of wide spread disaster are
defined in the CEMP and its Emergency Support Fundtions (ESFs)
and appendices.
The DoER shall coordinate development and maintain a County-wide
Mass Casualty Incident (MCI) Plan that may be activated for large-
scale EMS responses. The Coordinator or Assistant/Deputy shall work
with Fire and EMS Agencies to develop and implement proper MCI
response procedures.
G. ENFORCEMENT
All Agencies entering and participating in the Tompkins County Fire/EMS
Mutual Aid Plan are expected to abide by the provisions and expectations
established in the plan. Demonstrated compliance via documentation or
site inspections may be required to insure full participation. Failure to
fully participate as outlined herein may constitute a safety risk which
could affect all other agency personnel and the citizens who rely on the
services enabled by this plan. To insure a fully functioning agreement and
operations that flow from this agreement, it is necessary to define
enforcement procedures. Any agency that fails to comply with these
requirements is subject to sanction. Sanctions include, but are not limited
to:
Reduction or restriction of user privileges within systems operated
and maintained by the DoER.
Reduced or restricted access to communications resources
provided and/or enabled by the DoER.
Suspension as a mutual aid resource.
The DoER will maintain a status list of all requirements to be met by
participating agencies for review by any agency on request.

IV PARTICIPATION IN THE STATE FIRE MOBILIZATION AND MUTUAL
AID PLAN
A. ACTIVATION PROCEDURE
The Coordinator or Assistant/Deputy in the line of authority designated
pursuant to Section 401 of the County Law, after utilizing all available
assistance from surrounding Counties, may call the Office of Fire
Prevention and Control (OFPC) to obtain activation of the State Fire
Mobilization and Mutual Aid Plan.
The procedure shall conform with that specified in the GUIDE TO FIRE
MOBILIZATION AND MUTUAL AID PLANS IN THE STATE OF
NEW YORK, by the OFPC. (Printed Separately)
B. AUTHORITY & RESPONSIBILITY OF THE REGIONAL FIRE
ADMINISTRATOR
The authority and responsibility of the Regional Fire Administrator (RFA)
under the activated State Fire Mobilization and Mutual Aid Plan is
established by the OFPC in accordance with GML 209-e and is typically
assigned to the County Fire Coordinator.
Should the County Fire Coordinator be separated from the office for any
reason, he/she is automatically retired from the position of RFA and the
OFPC or State Fire Administrator my appoint another to this position.
C. COUNTY NUMBER CODE
The Coordinator shall utilize County Number 55 assigned to Tompkins
County by the State Fire Mobilization And Mutual Aid Plan.
1. Participating Agency
A number code will be assigned each participating agency
(Enclosure E).
Each agency shall clearly mark all portable fire, rescue and
EMS equipment in their possession with the assigned numbers
or agency names as appropriate.

Unless actively operating at an incident using an approved
ICS/NIMS command structure, radio unit identifiers shall
incorporate the assigned number code.
V OPERATION OF THE COUNTY COMMUNICATIONS CENTER
A. LOCATION
EMERGENCY RESPONSE CENTER (DoER)

B. SUPERVISION & DISPATCHING SERVICE
The Director is responsible for the County Communications Center and is
authorized to dispatch.
Dispatching service is provided by the County. The Director shall appoint
dispatch staff, as necessary. (Enclosure A)
1. Restriction
No person may operate any communications equipment at the
County Communications Center who is not authorized by the
Director or his/her designee.
C. RADIO & TELEPHONE COMMUNICATIONS REGULATIONS
1. Procedures
The radio and telephone procedures shall conform to the
Tompkins County Communications Center Policy and
Procedures Manual and subsequent revisions/amendments.
The Communications Center shall provide 24 hour logging of
all radio and telephone communications meeting the minimum
standards of the FCC. All recordings will cover each 24 hours
and will be retained by the County Communications Center
until storage capacity becomes full. At such time, the oldest
recordings will be overwritten.
The County Communications Center shall receive from the
contractor having the contract for maintenance of the County
Radio Equipment operating under the Tompkins County
Tompkins County Fire/EMS Mutual Aid Plan

license, a repair record sheet meeting the standards of the FCC
and Tompkins County.
Contact numbers of surrounding County Coordinators, County
Departments, Utility companies and various non-governmental
agencies and private industry who may have a role during an
emergency situation shall be listed and posted at the County
Communications Center.
The determining of the status of equipment, and apparatus will
be an integrated part of the Computer Aided Dispatch (CAD)
System located in the County Communications Center.
Provisions for emergency back-up power at communication
sites shall be provided to meet applicable standards.
The telephone system for answering alarms will be 911, or
(607) 273-8000, and be maintained at County expense.
D. EMERGENCY OR ALTERNATE COUNTY COMMUNICATIONS
CENTER
1. Alternate County Communication Centers.
The Coordinator may designate a neighboring 911 center for
emergency, temporary, or roll-over purposes at their discretion and
in accordance with pre-established agreements.
VI INVENTORY
A. LOCATION OF INVENTORY
The location of Tompkins County Fire/EMS owned inventory records
including, but not limited to, vehicles, equipment, County owned radio
equipment, County owned computers and privately owned radio
equipment is as follows:
County-wide inventory records shall be located at the DoER.
The Coordinator is responsible for maintaining the County Fire/EMS
inventory records and shall report the appropriate apparatus inventory
to the OFPC.
B. CHANGES
The Fire/EMS chief shall submit changes in inventory in their
department and report changes immediately to the DoER.

Each department subscribing to this plan will provide the DoER a
complete and updated inventory at the time said equipment is put into
service or annually no later than 90 days after the annual election and
installation of officers.
A standard inventory form will be provided to each fire/EMS chief.
C. PERSONNEL IDENTIFICATION
Each agency subscribing to this plan will issue an identification tag/card to
each member in the agency within 30 days of membership and will
retrieve such tag/card within 30 days after such membership ceases.
1. Identification tags/cards may be issued by the DoER using the
County Fire/EMS Chiefs Association ID system by appointment.
2. Identification tags/cards, regardless of issuer, shall conform to a
format approved by the Fire/EMS Chiefs Association.
VII STANDARD THREAD
Apparatus must adhere to the National Standard Thread or Storz connections.
VIII COUNTY WIDE EMERGENCY REPORTING
Each fire/EMS chief or designated officer of an emergency service participating
in this plan shall maintain proper incident records at the department level.
A. NATIONAL FIRE INCIDENT REPORTING SYSTEM (NFIRS)
Participation in this plan indicates fire departments will adhere to the
NFIRS, which may be required as a prerequisite to any grant funding
through the Division of Homeland Security and Emergency Services,
Office of Fire Prevention and Control.
IX SPECIALIZED TEAMS
In accordance with Section 209-bb of the General Municipal Law, this plan shall
allow for the DoER to organize specialized teams for purposes of carrying out
activities authorized by such law and the County Legislature.
A. DESIGNATION & ACTIVATION OF HAZARDOUS MATERIALS
RESPONSE TEAM (HMRT)

By Resolution #319 (2001), the County Legislature has designated the
City of Ithaca Fire Department (IFD) as the County HMRT. The HMRT
may be activated under mutual aid provisions by the IC.
1. Response
The County Hazardous Materials Response Plan is revised to
incorporate this designation and specific operational procedures,
while recognizing the authority and responsibilities of the
requesting departments.
2. Resources.
The Coordinator may be consulted through the IC to determine and
secure additional resources that may be available to the County
through the Central New York HazMat Response Team Regional
Consortium (which includes neighboring counties), Cornell
University EH&S, private industry and/or regional response teams
and the NYS Fire Mobilization and Mutual Aid Plan.
X TRAINING
A. TYPE & EXTENT OF MINIMUM TRAINING
1. Fire
This plan recognizes the various NYS Certified Fire Training
Courses or equivalence as a standard of training.
Members reporting to an incident pursuant to a mutual aid request
will possess a level of training commensurate with assigned tasks.
2. EMS
EMS Training shall be in accordance with NYS DOH Rules and
Regulations (Article 30, Part 800).

JURISDICTION OVER THE FIRE COMPANY, FIRE DEPARTMENT OR
EMERGENCY SERVICE AGENCY

participation in the Tompkins County Fire/EMS Mutual Aid Plan as now in force and
updated from time to time, and certifies to the Tompkins County Board of
Representatives through the Director of the Department of Emergency Response, that no
restriction exists against Mutual Aid as defined by the Tompkins County Fire/EMS
Mutual Aid Plan by Fire Company, Fire Department, or Emergency Service Agency to
participate in such plan.

Towns: Resolution to be adopted by the Town Board in relation to fire companies
serving territory outside cities, villages and fire districts. Such fire companies are those
which have their headquarters outside of cities, villages and fire districts or are located in
fire protection or fire alarm districts.
