Lansing Chief of Police September 14,2005 To: The Honorable Walter Lym Members of the Board of Trustees Village of Cayuga Heights Re: Report of the Police Department for Aug;ust 2005 For the month of August there were a total of 118 complaints reported to the police motor vehicle accidents investigated. There were a total of 114 traffic tickets issued and written. Department and 2 11 parking tickets During August there were two felony complaints: one for Grand Larceny and one for Criminal Mischief. Acomplainant reported that her purse had been stolen while visiting a friend in Cayuga Heights. She stated that she placed it inside the apartment by a screen door leavinglt th"r" while out at the-rear patio. The complainant stated that a small amount of cash was taken and that she had already notified her credit card companies of the theft. A resident reported that a male suspect had entered her property and did damage to her vehicle by hitting his guitar against it. The suspect had told the complainunt ttii name and then left theproperfy' The officer located the suspect who was very agitated and uncooperative. After a confrontationwith the officer, the suspect was placed into custody. The 20 year old male was arrested for criminal mischief, resisting arrest, disorderly conduct and unlawful trespass. A felony hearing was held and the case was transferred to County Court. There were twelve misdemeanors reported: one foi Issuing a Bad Check, seven for Petit Larceny, two for Crimrnal Mischief one for Criminal Possession of a Controlled Substance and one for Resisting Arrest" The bad check case was closed with the restitution received in full. Two petit larceny cases were resrdents reporting that their unlocked vehicles had been entered during the overnight and money taken. A business reported that a customer had pumped gasoline into her ,rihi"i" and leftwithout paying. The employee had the incorect plate number so the person responsible was not located.A child's scooter was been taken from the ftont lawn of a residence sometime auiing the night. A resident reported that a digital camera had been stolen from his home. Numerous subjects, clianers Jnd contractors, had been in his home during the time of the theft" A Kendal resident reported that money had been removed from her purse' The complainant believes she knows when the theft took place. Both of these cases are still open with the investigations continuing. A complainant reported thai packages left at his home by UPS had been stolen. He had already contacted UpS and had been notified that the-packages had already been delivered and the dates ofthe deliveries. A few days later the complainant reported that dueto some mix up, the packages had just been delivered. This petit larceny case was classified as unfounded. One criminal mischief case was a report of a damaged mailLox. The other one was the report of damage done to a bicycle. While attempting to serye a warrant for failure to pay a fine from u pr"uiou, arrest andconviction by this department, the subject was found to be in porr"rrlon of a drug. Tie 22 year old male was charged with criminal possession of a control substance and unlawful potr"iion of marihuana. Theresisting anest case was the result of the officer responding for a fight in progress call. The officer observed a maie subject throwing punches at anyone who came near him. The zubject refused to cooperatewith the officer and took off running. After a foot pursuit, the subject turned and started for the officer.Still refusing any verbal commands from the officer, the subject was pepper sprayed. The 23 year old man was subdued, placed into custody and charged with resisting arrest and disorderly conduct. There were four violations reported, all for Disorderly Conduct. Three of the complaints were cases of loud music or noise and all subjects responsible were advised and there were no further problems. The final disorderly conduct was the report of a group of teens tuming over recycling bins in the 700 block of Hanshaw Rd and leaving in a large model vehicle. While checking the area, the officer did observe the overtumed bins and others on adjoining streets. The offrcer did locate a parked vehicle and upon stopping was approached by 4 teenage boys. The officer believed that these were the subjects responsible but no one would admit to doing it. There were five Village Ordinance complaints: four for reports of dogs running loose or barking and one for a solicitor's permit requested by a not-for-piofit environmental group. There were five Vehicle and Traffic complaints reported: two for parking, two for miscellaneous problems and one for Driving While Intoxicated which resulted in the arrest of a i9 year old male. There were a total of ninety miscellaneous complaints handled by this department for the month of August. A petit larceny reported during the month of May, theft and activation of two phone cards, was closed with the arrest of a 32 year old female" The suspect was charged with 2 counts of lletit Larceny and 2 counts of Criminal Use of an Access Device. During the month of August, at the request of TST BOCI1S, Officer Steinmetz conducted a presentation for the Driver Education Class on the alcohol beverage control laws for underage possession of alcohol. Officer Steinmetz held a discussion of alcohol related offenses to vehicle and haffic. Using the fatal vision glasses, the students participated in a hands on demonsfration of the affects of alcohol on a person. The fulI time officers worked 137.5 hours of overtime and the part-time officers worked 89 hours.
