RE: Road Construction
REFORT: As you know, the recent public opinion woutd have you believe that the Village'd roads are in very bad
condition. This opinion has even led us to seek a cosl estimate to have all of the "bad" roads rebuilt by outside
contractors in the amount of $5,000,000 to $10,000,000, The size of this number has resulted in some serious concern
about the Village's financial future. In the meantime, the current Village budget was increased by $100,000 for street
capital expense, and by $30,000 for street maintenance expense.
It is my opinion that this increase in budget witl help address the condition of the roads immediately, and if sustained in
the future, it could result in a significant improvement in the overall condition of the Village roads, Using my own
observations, and the Resource Associates report, the following is a list of roads that I believe are in bad enough
condition that need immediate attention. The list also indicates that year in which I believe that we can address them:

Please note that these projects woulcl be handled primarily by outside vendors who havi"unit pricing based on open bids
at the slate/county level. Therefore, with some minor exceptions on utilities/drainage, none of the work will be done by
Village employees. In addition to the above listed capital improvement projects, the DPW staff will also continue to
provide preventative maintenance (such as patching, crack sealing and micro-paving) on other sireets.
I believe that it is important to recognize that it is not reasonable for the public io expect that there will be no streets that
are considered to be in bad condition. Every single government agency in the country has to balance this issue. At the
moment, I estimate that the distribution of road conditions in the Village is as follows:
Good (recently paved) = 33o/o (goal = 50% afier 2006)
Acceptable (may need preventative maintenance) = 33% (goal= 40% after 2006)
Bad (need repaving or reconstructionl = 33Yo (10o/o after 2006)
I know that the Trustees are getting a lot of complaints about the road conditions. I also get the similar complaints and
have obseived that at least 50% of those complaints are about lower Remington Road, I feel that is important that when
any of us reseive complaints about the road conditions, that we request that the complainant be specific about what road
they are concerned about. This will give us a chance to address that location specifically, and it will also filter out the
inaccurate complaints that are created by the people who are not knowledgeable of road construction.
