Cross, Superintendent of Public Works RE: Annual Report(s) tor 2OO4 PUBLIC WORKS: The refuse collection schedule was revised to a two day a week pick-up with bulky and brush pick-ups changed to once a month for each. Although this schedule took some time for everyone (staff and public) to get used to, it seems to be a successful change that has resulted in more time available to do other tasks. One of the MEO positions remains vacant after one of the employees resigned in the Fall. STREETS: The construction project for the year was to rebuild Klinewoods Road and part of Hanshaw Road. Since this projectwas primarily undertaken as a drainage improvement project, much of the summerwas spent installing new culvert pipes and drainage structures. Paving was done at the very end of the season, which leaves final details like topsoil/seeding, drainageadjustments and clean-up to be done in the beginning of the 2005 season. Although the drainage has not been exposed to allweather conditions, it appears that after minor adjustments it has fixed most of the drainage problems. We are also trying out the integral asphalt curb/gutter. Although the winter is not gone, I have not had any reports of damage due to snowplows. WATER SYSEM: Due to the late completion of paving on Klinewoods Road, the DPW was forced to work on the Parkway Place water main replacement in the wintertime. Weather has made for slow progress. SEWER SYSTEM: The Kline Road bypass project was started in the Fall, but was put on hold until the Spring due to back order materials. t! WWTP: The Trickling Filter lmprovement Project started in the Fall and completdd one of the two filters" The second filterwill be replaced when the weather allows in Spring. PLANNING & ZONING: The year started out very busy with several variance requests early in the year, but tapered off during the later months. There were approximately 12 variances requested, with the most time consuming being the request for the Group Family Day Care in the Residence District. BUILDING CODE: The construction season of 2004 was the busiest (most permits issued) in the 12 years that I have been writing permits. There have been several new homes constructed in the past year or two, which is in contrast to most years there are no permits issued for new homes. Building permits tend to be the most time consuming and time sensitive since I need to respond to the contractors request for inspection services within 24 hours. FIRE INSPECTIONS: An effort was made to get all of the fraternities and sororities inspected and in compliance by the end of November. This continues to be a big challenge and the results have been mixed. There are many other commercial occupancies that are past due for inspections. Telephone 607-257-1238 ffice Hours IA.M.-4P.M.
