HomeMy WebLinkAboutHealth Insurance for Non-Bargaining Unit Staff.PDFHealth Insurance for Non-Bargaining Unit Staff Insofar as the non-bargaining unit staff have recommended that the Village consider adopting the Teamster's health insurance, which includes health, dental, disability, and other benefits and; The cost of health insurance is an increasing portion of the Viltage budget and; The staff and officials believe that the Teamster plan offers comparable insurance and; Efforts are underway with Tompkins County and others to address municipal health insurance needs for the future and; It is in the Village's interest for staff to have health insurance, but not have duplicate insurance; Therefore it is recommended as follows: The Village will adopt the Teamster's plan on behalf of non-bargaining unit members through the end of the current contract (May 3I,2009) Non-bargaining unit staff will have an option to "opt-out" of coverage, upon demonstration of comparable coverage, and agreement that coverage shall be maintained absent a qualifying event permitting re-entry into the Village insurance, or during an annual enrollment period. In exchange for opting-out, staff members will receive an amount equal to one-half of the current single person coverage (or if only family-coverage is available from insurer, one-third), paid as regular income in addition to salary, at the rate of ID6th of the total amount in each pay period. Opt-out payments shall not be made during disability, workers compensation, leave without pay, or for wage balances paid upon termination or retirement. Individuals choosing to opt-out shall do so no later than November 27. The Chief of Police shall have until Novemb er 27 to elect whether to j oin the non- bargaining unit insurance or be covered in a mannet similar to f,he Police bargaining unit. Current retirees and the Police bargaining unit shall continue to be covered by Blue Cross/Blue Shield. Future retirees shall initially receive insurance, if provided, from their provider current at the time of their retirement. (I.e. future NBU retirees shall receive an applicable Teamster retiree insurance plan.)
