WHEREAS, the Council of Governments has resolved to apply for an
incentive award under the New York State Shared Municipal Services
Program, and
WHEREAS, the grant will assist the municipalities in Tompkins County
to create a local health consortium, and
WHEREAS, the health care consortium will seek to develop health
care coverage for all municipalities with the intent to provide a net savings
to the taxpayers of Tompkins County," now therefore be it

SUIBJECT: Resolution in support of SMSI grant * Health Insurance
Th,e New York State Department of State (DOT) has released the 2006 Shared Municipal
Services Incentive (SMSI) Grant Program. All applications for awards are due October 23,
20136. In accordance with the priorities established by TCCOG, the County will act as lead
agency to apply for a Health Insurance Incentive Award under the SMSI program.
The SMSI program is designed to provide funding to support the creation of local health
consortiums. TCCOG has set an initial project goal of creating a local health consortium
thart will save taxpayers dollars by providing affordable health insurance for all
municipalities in Tornpkins County. lt is anticipated that this project willtake at least one
year and wilf include hiring a consultant to lead TCCOG through an extensive analysis and
design process.
To assist you in explaining the project I have attached the Depaftment of State's
derscription of the SMSI Healtil'r Insurance Award Program and their summary of frequently
aslrcd questions. More information can be obtained from the DOT website:

To strengthen this application lwould appreciate each municipality adopting the attached
