Lansing Chief of Police September t3,2006 To: The Honorable Mayor Llnn Members of the Board of Trustees Village of Cayuga Heights Re: Report of the Police Department for August 2006 For the month of August there were a total of 133 complaints reported to the police department and 12 motor vehicle accident investigated. There were a total of 52 traffrc tickets issued and 15 parkine tickets written. During August there was one felony compiaint, Intemet Fraud. A resident reported that he had been notilied by the fraud deparfnent that a purchase had been made using his corporate master card. The purchase was to be billed to him but shipped elsewhere. The resident still had his card in his possession but had made other purchases over the internet and felt that was how his credit card number was obtained. After checking his records, the resident found that a total of 53 fraudulent transactions had been made over the past 2 months. The case is still open. There were five misdemeanors reported: two for Petit Larceny, one for Criminal Mischief and 2 for Criminai Tampering. Both petit larcenies were reports of customers pumping gasoline into their vehicies and leaving without payrng. One of the cases was closed as the customer was notilied and retumed to pay. The second larceny is still open as the subject responsible could not tre located. The criminal mischief case was the report of 2 mailboxes which had been damaged dwing an overrright. One of the criminal tampering cases was the report of eggs thrown at the resident's porch. The second criminal tampering case was the report of by a resident that unknown subject(s) had interLtionally drained his pool causing damage to the walls of his pump house" The case is still under investigation. There were nine violations reported for the month of August: seven for Disorderly Conduct and two for Unlawful Trespass. A resident reported seeing 2 male subjects walk by her house, stop, and one urinated by her mailbox. The complainant did not want anyone arrested for disorderly conduct but requested the officer talk to them and wanted a report on file" Both subjects were located by the officer. One of the subjects had an outstanding warrant issued by Seneca Fa1ls and was tumed over to that department. This deparfment has had previous dealings with the second subject, who was still under probation. The Tompkins Counfy Probation was notified of thrs incident. While on patrol, numerous illegally parked vehicles were observed by the officer. Upon investigation, a loud parry could be heard in progress at one of the residences without any adult supervision. The party was shut down and the parents were called and advi$ed by the officer of the mcident. The vehicles were tagged with parking tickets. A complainant reported that while merglng in haffic on Rt 13, another driver yelled at him" The driver followed him to the Communify Corners parking lot and continued to yell at him. The complainant wanted an officer to speak to the other driver about his conduct but he had written down an incorrect plate number from the other vehicle. While on patrol, the officer observed that someone had taken paper towel and wrapped it around a mailbox. The final 3 disorderly conducts were reports of loud music or noise from a parfy. A11 subjects responsible were contacted and the music lowered. In one incident, another complaint was received an hour later so the officer had to retum and shut Ihat pafi down. One unlawful trespass was observed by the officer when he noticed subjects walking on Jessup Field where signs were posted that the field was closed. Both subjects were stopped and advised to leave and did comply. A compla:inant reported that a male subject was at her ont door and refused to leave. She stated that the male subject wanted to start a relationship with her but she wanted nothing to do with him. The maie had become upset and had sat outside her door but had just left prior to the of{icer's arrival. She did not want him arrested. The officer responded to the subject's residence and advised him that if he created any more problems, he would be arrested. There were two village ordinance complaints: both for dogs running loose. During August there were three vehicle and traffic complaints: two for parking and one for Driving While Intoxicated. The olficer observed a vehicle traveling at a high rate of speed and swerve back and forth within the lane of traffic. The vehicle was stopped and the 24 year old male driver was arrested for driving while intoxicated. lhere were a total of one hundred and thirteen miscellaneous complaints handled by this department fo:r the month of August. A resident reported a suspicious youth looking into vehicles. The youth was stopped and questioned about his activities, acting very nervous and would not give the officer a direct answer to his questions, Upon investigation the youth was found to be in possession of marihuana, a knife and a small BB pistol. Due to the fact that the subject was a juvenile, the youth was tumed over to his parent and incident was labeled as a juvenile anest, handled within the deparfment. During August, Officer Steinmetz conducted a presentation for the Driver Education Class at BOCES dealing with the vehicle and traffic laws. Officer Lanning taught two sessions to the administrative personnel at the Ithaca City School District conceming threat assessment in regards to school safety planning. Sergeant Boyce visited arl area nursery school and talked with the children about safety and showed them the police car, Chief Lansing attended a demonstration hosted by the Tompkins County 911 Center of the use of the 911 radio equipment.
