Lansing Chief of Pollce August 16,2006 'llo: The Honorable Mayor Lynn Members of the Board of Trustees Village of Cayuga Heights tri"e: Report of the Police Depaftment for July 2006 For the month of July there were a total of 81 complaints reported to the poiice depaftrnent and 1 motor vehicle accident investigated. There were a total of 65 traffic tickets issued ind Z parkngdckets written. During July there was one felony compiaint, Grand Larceny. A resident reported that a male and female subject had been at her home attempting to sell magazines. The female subject asked to use the bathroom and the resident allowed her into the house via a side door. After both subjects left, the resident realized tlut she had left her diamond rings on the counter in the bathroom and found one missing. Both subjects werer located and transported to the poiice deparlment. The 20 year old male subject was arested for Soliciting without a Permit under the Village local law and for an Attempted Scheme to Defraud, a misdemeanor. The 19 year old female was also arrested for the same offenses. With fruther investigation a.nd with the cooperation and assistance of a Tompkins County senior investigator and the Corrections ttivision, the ring was recovered and the female subject was arraigned on an additional charge of Grand .Latceny, a felony. There were three misdemeanors reported: one for Petit Larceny, one for Aggravated .Flara.ssment and one for Criminal Tampering. A complainant stated that hts black bag had been taken fiom his parked vehicle. The bag contained numerous personal papers. The doors of the vehicle had been locked but the windows had been left partly open. The aggravated harassment complaint was the report of numerous annoying calls left on the answering machine from an untnown caller. The calls were non- flffea.tening but sexual in nature. The complainant was advised to contact the Annoyance Bureau with the case number and to attempt to hap the calls with the *57 method. The complainant will contact this department if the calls continue. The criminal tampering case was the repoft of eggs thrown at a residence while the homeowner was out of town. There was no damage done to the house and no firrther information was known about the incident. Two pending bad check cases ftom June were closed with the restifution received in full. There were two violations reported for the month of July: one for Disorderly Conduct and one for the lJnlawful Possession of Fireworks. The disorderly conduct case was the complaint of loud music and noise from a party. The subject responsible was advised of the complaint and there were no further problems. Officers responded for a reporf of bottle rockets being set off from behind a village residence. Upon arrival at the residence, numerous tee:ns were observed in the house drinking alcohol. Several bottle rockets were located inside and outside the house. Two 18 year old males, one 77 year oid male and two 18 year old females were arrested under the ABC Law for Unlawful Possession of Alcohol. An 18 year old male hid in the house flom the officers. The male was located and when asked for proof of identification, the subject showed the officer an altered driver's license. In addition to being arrested for Unlawful possession of Alcohol, he was aiso charged with Resistrng Arrest and Criminal Possession of a Forged Instrument, both misdemeanors. The 17 year old female subject who hosted the parfy r,vas also arrested under the ABC Law with the additional violation charge of Unlawful Possession of Fireworks and the misdemeanor charees of Reckless Endangerment and 6 counts of Unlawfully Endangering the Welfare of a Child. There were three village oldinance complaints: two for Solicitors without permrts and one for an openAlcoholic Beverage container. while on patrol the officer obsewed two subjects in the park after horuswith open bottles of alcohol. Two females, a 20 year old and a 27 year old, were arrested and issuedappearance tickets fot :ola u-nder the viliage local law for an open container violation. During July therewere four vehicle and Traffic compiaints: one for Parking, tno for miscellaneous vehicie and trafficproblems and one for Driving while Intoxicated. The officer was dispatched for a one car accident andupon investigation the 22 yeat old male driver was anested for driving while intoxicated. There were atotal of sixty-eight miscetlaneous complaints handled by this departrnenifor the month of futy. Sgt Boyce and officer steinmetz held the annu1l rifle qualifying at the range for the full and part-time 9f-ficers, The police department had exha pahols rn the vicinity oisunset park and Route 13 for the annualIthaca Community Fireworlrs The full time officers worked 146.5 hours of overlime and the part-time officers worked 130,5 hours.There was a total of $2,000 reported lost or stolen and.$2,225 in properry recovered for the month of July.
