Dear Walter;
The Intermunicipal Steering Group has been meeting over the past 1B
months to discuss ways the municipalities could deliver services more efficiently
and cost effective for the residents. One of the outcomes from these meetings
was the idea of forming a Council of Governments. Several Counties in New
York are forming these councils as a way to bring the municipalities together to
discuss ideas to improve intermunicipal cooperation.
The Steering Committee has developed a draft Tompkins County Council
of Governments (Tccoc) Interim Bylaws. we are asking that your board
discuss joining the TCCOG as a member. Tim Joseph, Chair Tompkins County
Legislature, and I are willing to come to your meeting and present the concept
and answer any questions that the board may have. I have attached for your
review the draft Interim Bylaws and a draft resolution. The Steering Committee's
goal is to have resolutions in by the end of June from those municipalities who
would like to be a part of the TCCOG. Resolutions should be mailed back to me
during this initial development of the TCCOG.

Council of Governments Interim Bylaws
I.Name
The name of the organization shall be the Tompkins County Council of Governments(rccoG).
U. Purpose
The TCCoG is an association of local governments organized to provide a forum fordiscussion and negotiation leading to agreements for more efficient and fiscally responsibledelivery of government services.
The goals include: expanding cooperation among taxing entities and resolvingduplication of services; improving
"o11u"t-3tion amoig local governments in TompkinsCounty; improving involvement *ith S"hool Districts; u.rid, u, an initial focus, reviewing theopportunity for a municipal health insurance consortium.
The TCCoG may seek, allocate, a1d administer appropriate funding from local, state,federal, and private sources, including various grants, to iupport the accomplishment of thegoals.
il. Membership ,
A' Member: Members will be the chief eiected official (or his/her designee) fromeach: city (1), county (1), town (9) and village (5). Membership shall be contingent upon theadoption of these Bylaws by the governing 6ody ortn. municipaiity.
All other elected officials are welcome to attend and participate in the discussions.
B' Alternate Members: Each municipality shall designate an alternate member toattend if the Member is unable to attend.
C' Voting: Each constituent member shall have one (i) vote. Decisions are basedon a majority vote of those present at the meeting.
No municipality would be bound to participate in the majority decision of theCouncil.
IV. Officers
The officers of the TCCOG will be the chair and vice chair.

A. Nomination
officers will be norninated by the TCCOG from among members present at theorganizationar meeting and approved by amajority "oti orirror. pi.r"nt.
B. Term
offrcers will be elected for a one-year term, or until official bylaws are approvedby the members.
C. Vacancies
Should avacancy occur in any office of the TCCOG, the council will acceptnominations for the replacement fiom among its members and approveci by amajority vote of those present.
A vacancy occurs only upon the receipt, by the chair, of a letter of resignation .
D. Duties
The officers of the TCCOG shall undertake the duties commonly associated withthese positions' The Chair shall set ug"ndu, und preside over council meetings.In the absence of the chair, the vice 6nui, sharipreside.
E. Support to the Council
The county Administrator will continue to provide support and assistance to theCouncii' rp.cguntr will provide staff supportr to take minutes and send outagendas and draft minutes.
V. Meetings
Meetings will be held monthly at an established date and time. Meetings shall beopen to the public.
upon the acceptance of these Interim Bylaws by at ieast 6 of the municipalities, there'will be scheduled an otgarizrtional meeting of the council- At the organizational Meetingtlhe Chair and Vice Chair will be elected.
A. Quorum
A quorum shall consist of a majority of the whole membershio.
