EN9INqEB'S REPORT
June 13,2006
VILLAGE BOARD OF TRUSTEES
Brent A. Cross, Village Engineer
Hanshaw Road Sidewalk Project
As you are aware, Tompkins County Highway Department is in the planning
process of a project to rebuild Hanshaw Road from the village line upto
Sapsucker Woods Road. At the same time, the Town of lthaca has asked the
County to include the construction of a new sidewalk within the Hanshaw Road
ROW. The Town has also requested the Village to continue the sidewalk from
the village line down to the Pleasant Grove Road intersection.
Even though the County doesn't own the Hanshaw Road RoW in the village,
they have agreed to include the village portion of the work in the same
construction contract. Since B0% of the work within the County ROW is being
funded by Federal Highway money, the Town and the Village would only have to
pay 21o/o towards the contract.
To qualify for the Federal funds, the project must be built to FHWA standards,
which will require that the centerline of the road, within the Village, be moved 5'-
10' to the south to make room on the north side to safely install the sidewalk. At
this time, the County's engineering firm has estimated that the cost of the work
with in the Village ROW will cost $112,610 (including 1Ao/o misc/change orders
and another 15% contingency).
Although there may end up being some additional ruyS tu'hOing to reduce the
cost, the Village is currently being asked to commit to paying 2Ao/o ol the final
project cost, which would come out to $22,522 based on the current engineer's
estimate. lt should be noted that the commitment is to allow the County to
include the Village's portion of the work in the bidding documents. lf the actual
bids come is higher, the Village would have the right to withdraw from the
project. Also, it is likely that the 25% misc/contingency will not be completed
used and therefore the final cost of the project would be less than estimated.
Finally, the schedule for the project is likely to see construction during the
summer of 2447, with the Village's financial commitment coming due during the
Fiscal Year 2007-08. Therefore, at this time, the village is only commiting to
allow the County to go to bid with the Village work included, and there will be a
resolution required in the future to make the commit to the actual financial
obligation.
