Re: Report of the Police Department for March 2006
For the month of March there were a total of 114 complaints reported to the police Department and 3 motorvehicle accidents investigated. There were a total of 83 traffic tickets issued and + pari<ing tickets written.
During March there was_one felony complaint, Grand Larceny. A business owner reported several
instances where there are discrepancies in the business records dui to possible employee theit. 1-he case isstill open with the investigation continuing. There were twelve misdemeanors reported: one for Issuing aBad Check, five for Petit Larceny, two for Criminal Mischief, three for Criminai Tampering and one forCriminal Possession of Stolen Property. The bad check case was closed with restitution received in full.Two of the petit larceny cases were reports of customers pumping gasoline into their vehicles and leavingwithout paying. In both cases, a correct plate number rlr* ooi obtain"d so nothing further could be done.
Three of the petit larcenies were reports of items taken from unlocked vehicles O*ing the ovemight while
the vehicles were parked in the homeowners' driveways. Numerous items were taken from the vehicles
such as; coins, CD's, articles of clothing, tote bags and ski equipment. Some of the missing items werelocated later that day along the roadway in the lower part of thi uittug" and into the City of Iiraca. All ofthe cases are still open. One criminal mischief case was the report that a subject had broken into and
caused damage at a vacant house. The complainant stated that a window to an enclosed porch was broken
out and that he believed he knew the name of the subject responsible. The investigation is ongoing. The
second criminal mischief was the reported damage to the baik window of a vehiJle while parked in the
resident's driveway. The damage occuned sometime during the night and it appeared thai nothing had
been taken' All 3 criminal tampering cases were reports of mrmerous-vehicle windtws painted with smileyfaces. All the paint was removable and with no damage to the vehicles, While on a traific stop, the officer
observed a dry chemical fire extinguisher on the floor of the vehicle behind the driver. A siicker on theside of the extinguisher indicated that it belonged to Cornell Universify. The officer confiscated theextinguisher as stolen property and advised Comell University Police. Alisubjects involved were referredfor judicial action by Cornell and no criminal charges were filed by this depaiment for possession of the
stolen properly. There were two violations reported: one for Disorierly Conduct and one for Harassment.
The disorderly conduct was a noise complaint. The subjects responsible were advised of the complaint andadvised to keep the noise down. There were no further probiems. The harassment complaint was the
report by a female student about a male subject in one of her classes. The complainant had been friendlytoward the male and now he was following her around, phoning and emailing hir after she had asked himnot to do so. The complainant requested an officer to check her apartment parking lot as she was on herway home from campus and was concerned that he might be waiting for her there. As of this date, thecomplainant did not want to file charges but would like the subjeJt spoke to about his actions. Thecomplainant was advised to also file a report with the Comell Univeisity Police due to the fact that she had
the majority of her contact with the subject on campus. The officer did reach the male subject by phone
and advised him that anymore contact could result in an anest. There were three Village Ordinance
complaints: two for Dog Control and one Solicitor's Permit Request. During March there were two
miscellaneous Vehicie and Traffic complaints. There were a total of ninety-four miscellaneous complaints
handled by this department for the month of March.
During the month of March, Chief Lansing and Officer Steinmetz participated in the annual Tompkins
Counfy Drug Quiz which was held at the Clarion Hotel. Numerous area schools participate in the event
each year. Officer Lanning attended a 3 day Street Crimes Seminar by Reid Associates. The training was
hosted by the Elmira Police Department and held at the Elmira Psychiatric Center Auditorium.
The full time officers worked 38.5 hours of overtime and the part-time officers worked 105.5 hours. There
was a total of $6,827 reported lost or stolen and $505 in property recovered for the month of March.
