Re: Report of the Police Department for Novembe r 2009
For the month of November, there were 110 complaints reported to the police department. There were also
5 motor vehicle accidents investigated. There were 17 traffrc tickets issued and 5 parking tickets written as
well.
Forthe month of November, there was one felony complaint for Robbery along with an Assault. Officers
were dispatched to meet with a victim who wanted to report a robbery and assault. The victim stated that
while he was walking between Comell and his home, two unknown males came up behind him and told
him to give them his belongings. As the victim was doing so, one of the suspects assaulted him and then
both suspects ran from the scene with all of his belongings. The victim was transported to CMC for
treatment of minor injuries. The suspects are unknown and the investigation continues.
There were 7 misdemeanors repofted: one for petit larceny, five for criminal mischief and one for scheme
to defraud. A local landlord advised she was missing some belongings after former tenants moved from the
rental unit. It was reported that a mailbox had been missing and later found vandalized.It was also reported
by a few different people that their mail had been taken ftom their mailboxes and strewn about on the street
near their homes. The officer recovered some of the mail, although some of it was missing and some had
been opened. During another incident, an officer responded to several reports ofdamaged bicycles parked
at the same area in an apartment complex. The suspect has been found and is taking full responsibility for
his actions. An officer was notified that there was vandalism to a T-Cat bus stoo. The officer found
someone had spray painted the bus stop. There are no known suspects. A resident reported criminal
mischief around a home he is remodeling. The suspects had taken nails and tools and thrown them around
the area near the home. The suspects had also vandalized some properry. An officer took a report of an
attempted fraud. An elderly female received a phone call from someone claiming to be a family member
and asking her for money. The female did not send any money and contacted the police department right
away.
There was one violation reported for disorderly conduct. An officer took a report of a petitioner wearing a
deer suit, holding a sign at an intersection near their home that advised passerby's to honk if they don't
want deer killed. The victim was upset because he had children trying to sleep in a house nearby, but kept
waking up to the sounds of horns honking.
Two village ordinance complaints were received: one for dog control and one for people being in the park
after hours. There was one vehicle and traffic complaint, for DWI. During the month of November there
were ninety-seven miscellaneous complaints reported to this department.
Chief Boyce and Sgt Steinmetz attended a presentation titled Shooting @ American Civic Assosication
April 3, 2009. This was presented by the Binghamton Police Chief and was an overview of the events that
occuned on that day. On 11117109, Sgt Steinmetz aftended the public un-veiling of the new IPI)
SWAT/CiNT truck, He was there to represent CHPD and also as a member of the CINT team. On
lll13l09, Sgt Steinmetz attended the counties multi-agency Investigators meeting. The agenda for the
meeting was for them to go over active cases throughout the county" On l1ll9/09, Sgt Steinmetz attended
CINT Team Training. The topic for this training was familiarization on the new SWAT/CINT truck. Sgt
Steinmetz also attended the monthly Stop DWI Advisory Board meetingthat day. Also on l1119/09, Sgt
Steinmetz attended an open, public forum at Cornell University along with IPD Chief and Comell
University Chief. They discussed and answered questions from the Cornell community about student safety
issues. On lll07l09, Officer Lanning took part in a presentation to the New York State Association of
School Nurses as a presenter on the topic of school safety. The presentation dealt with the development of a
school emergency plan, as well as procedures for specific responses. On llll2/09, Officer Lanning
attended a one hour session on the Cornell University Translator program that is available for the PD to use
when dealing with the diverse population in Ithaca who do not speak English. The session explained how to
go about obtaining an interpreter or translator who may be able to help in different situations.
During the month of November, the full time offrcers worked 37.5 hours of overtime and the part time
officers worked 178 hours.
